• The package adopted by the Goverment of Moldova (Resolution # 442 of

• With EUWI+ support, the CoGAP was developed and adopted
• Zoning of vulnerable area to Nitrate pollution from agriculture is needed

NEEDED FOR COGAP IMPLEMENTATION?
• Approval of the background arguments for identifying vulnerable zones
and approval of the zones themselves;
• development and implementation of the program of measures regarding
the reduction of nitrate pollution in vulnerable zones, with clear
attributions and responsibilities for the different authorities involved;
• Transposition, publication and dissemination of CoGAP in an accessible
form to rise farmers’ awareness;
• Implementation of a specific nitrate monitoring program for vulnerable
zones;
• Adaptation to the standards’ requirements of laboratory equipment for the
determination of nitrates;
• Establish a methodology for analyzing and verifying the effectiveness of
measures.

RBMP UPDATE: FACILITATING CROSS-SECTORAL AND
TRANSBOUNDARY COOPERATION
8. EUWI+ CONTRIBUTION
IMPORTANCE OF TRANSBOUNDARY COOPERATION FOR MOLDOVA
• Snapshot of the status of transboundary cooperation based on recent
national report under SDG indicator 6.5.2
DANUBE-PRUT & BLACK SEA RBMP CYCLE II READY FOR ADOPTION
• With EUWI+ support, the RBMP was developed after more than 2 years
of intensive efforts and 2 consultation periods of 6-months
• It is in line with EU standard (WFD) which make it easily accessible to
Danube countries and the EU commission
• With its high level of integration between sectors and the several
dimensions of its different chapters, the document structure remain
different from a standard policy document and its program of measure
can be difficult to apprehend by the state chancellery 8

• Adapt the program of measures to the state chancellery requirements but
keeping the same document structure in line with EU standards
• Present the program of measures of the RBMP in line the MD standards for
a policy document and annex the full RBMP as side document

• What are the concrete examples of benefits of transboundary cooperation
for riparians?

• What are the challenges to transboundary cooperation due to COVID-19
(e.g. inability to hold bilateral meetings, joint monitoring, etc.)?

UPDATED WSS STRATEGY
DEVELOPING NEW NORMS FOR SMALL-SCALE WATER SUPPLY AND
SANITATION
• The Code of Practice G.03.08:2020 establishing new normes for design
and construction of small scale drinking water supply systems drafted,
passed through consultation process and approved the Minister of
Economy and Infrastrcture (Ordinance # 144 of 01 Sept. 2020)
• Work on new norms for small-scale sanitation systems started, draft
concept note discussed at the expert meeting on 27 October 2020

HOW TO CUSTOMISE WSS MEASURES AT LOCAL LEVEL:
THE NIRNOVA CASE
• Since 2017, Solidarity Water Europe have started in the Nirnova sub-
basin a project to strengthen governance at local scale including the
prefiguration of a locality association
• With EUWI+ support, a Master Plan is being developed to customise
with local stakeholders the solution for WSS that would be most
adapted to the valley of the Nirnova river.
• To give a follow up to the implementation of the master plan and
manage the maintenance of the future water works, the need for this
new legal structure “association of locality” for WSS services appear
clearly to the French team who have this disposition since 1890 in the
law. The objective of the association staff under the mayors governance
will be to support the mayors for the management of the services which
might be fully or partly sub-contracted to an operator.

14. COMPLEMENTARY AND SUPPORT MEASURES DISCUSSED
AT THE EXPERT WORKSHOP ON 27 OCTOBER 2020
• Several opportunities exist to remove barriers for developing rural water
supply and sanitation of proper design and capacity:
• Ensure consistency of regulations and guidelines: not least between
the updated WSS Strategy and the Code of Practice G.03.08:2020 on one
side and the Guidelines for territorial planning approved by Ordinance #
128 of the Minister of MARDE of 25 June 2020, on the other side:
ИНСТРУКЦИЯ по разработке специализированного раздела «Водоснабжение и
санитация» Плана обустройства территории страны (ПОТС) - Article 65 of the
Instruction recommends to design water supply systems in rural settlements with
installed capacity allowing maximum debit at 181 (!) litres per capita per day (lcd)
• Revise regulations on water and sanitary protected zones so that not
to prohibit development of properly designed and constructed/installed &
operated sanitation systems – piped or in-site - in the villages party located
in the water and sanitary protected zones established around water bodies
• Further develop local capacity for applying the new norms, incl. by
integrating a dedicated training course on new norms in the curricula of the
Technical University (WSS Dept.)

15. … SUPPORT MEASURES DISCUSSED AT THE EXPERT
WORKSHOP ON 27 OCTOBER 2020
• Elaborate reference materials on various on-site sanitation systems for use by
individual households or by a group of neighbouring households, applicable in
Moldova (how to built or where to buy and install & how to properly operate them)
• Introduce state support measures for individual households or groups of
neighbouring households investing in improving on site sanitation (e.g.
covering a proportion of capital costs, or paying a lump sum against properly
constructed/installed on-site sanitation, from the list of known well-tested systems)
• Develop a standard contract agreement between users of on-site sanitation
systems and apacanals on safe removal and proper treatment of sludge
• Sound local territorial development plans would inform decision on
developing centralised rural sanitation so that to avoid costly investments in the
systems that will never be used even at 50%, if at all (see experience of late 80ies)
• Approve and enforce strict rules prohibiting discharges of some waste (e.g.
from pig farms / live stock) into centralised rural sanitation system
• How to address uncertainly re: volumes of possible discharges of used water
abstracted from non potable water supply sources? (impacting design & tariffs)
• Co-ordinated Government and donor action required! (incl. info sharing)
