1.0 INTRODUCTION
Education is very important to our country as it has a duty to educate young people who
are the person that will be responsible for the country’s future development. There are a lot of
information technologies today, so one of the huge efforts from the Ministry of Education are
the introduction to Smart School to the school around the country. The Smart School were
introduced to encourage students the use of information and communication technology
(ICT) in education. So, almost all the schools are equipped with computers and internet
access within the school. The integration of ICT in Smart School will give the benefit of ICT
during teaching and learning process. This new technologies have created learning
opportunities that challenges traditional school and colleges. Furthermore, they enable people
of all ages to pursue learning on their own for example the student can access all the
information at home with the present of Internet.
2.0 WHAT IS SMART SCHOOL?
The Smart School are the learning institutions that are reconstruct to fit the global
evolving world of information and technology. These learning institutions are design in terms
of teaching and learning practice and school management in order to prepare children for the
life in this Information Age. The Smart school will evolve over time continuously developing
its professional staff, education resources and its administrative capabilities to adapt to
changing condition while continuing to prepare student life.
Next, teaching and learning were included the process of curriculum, pedagogy,
assessment and teaching learning material. Then, Smart school pedagogy is important in ICT
that will seek to make learning more interesting, motivating, stimulating and meaningful. It is
also involve the children mind, spirit and bodies in the learning process. Based on the
curriculum in school, Smart School curriculum will be designed to help student achieve
overall and balance
development. Student also has integration of knowledge, skills, values, correct use of languag
e and attitudes suitable across the curriculum for the Information Age. Learning outcomes
was intended explicitly stated for different abilities, ensuring all students gain equal access to
quality learning, and allowing for self-paced leaning across grades.

Based on the pedagogy in teaching at school, involves specific learning goals like
active learning process where learner constructs meaning continuously. But, compare with
normal nation school pedagogy there are not involve specific learning goals. This process of
pedagogy of learning goals is to ensure mastery of basic competencies and promotion
development by encourangement of learning activities to promote creativity and
experimentation with content. Furthermore, the classroom of Smart School also different with
normal national school. It is because it will compatible with different teaching- learning
activities.
Next, the different styles of learning and multiple intelligences have to be recognised.
The assessment also in the form of on-line means that the items for smart assessment will be
stored in a computerised item bank and be made available to users on terminals through
networking that are called on-line assessment. Assessment is part of the teaching and learning
process, and must be on-going in nature. So, it will come to a very suitable situation in
learning process as the information can be access everywhere.
3.0 HISTORICAL OF SMART SCHOOL PROJECT IN MALAYSIA
In 1984, Perkins and his colleagues at Harvard, offered smart school project as a new
experience in education programs by ICT. In smart schools two important points should be
borne in mind, one is that learning is the product of thought and all students can learn well
thought, and that learning requires deep understanding and flexible and active use of
knowledge. This scheme was implemented gradually in a number of school and later
expanded somewhat. Many developed countries use these schools to train their human
resources development programs.
There are seven basic principles are necessary to smart schools, first, the management
of the school and its staff, then generated knowledge, useful choice of lessons for students,
conception of intelligence, emphasis on understanding, tutorials to learn and not exam,
assessment to learn and not exam, the role of school as a learning organization and dealing
with complex situations.

The Smart Schools was raised the first time in Malaysia in 1996 with a focus on
preparing students to enter the information age. A drastic changes were considered in
Malaysian schools and believed that ultimately all schools become Smart. In these schools
learning is based on the speed of the individual, partnership, self-coherence between the
subjects and the course content is not limited to printed books but also e-books, software,
multimedia courseware and databases. Some plans are being prepared for individual
differences in learning styles of each student. The history of Smart School Project in
Malaysia is rooted in the two pronged objectives of the flagship, which are to jumpstart the
MSC toward:
 Building a knowledge based economy , contributing to the growth of the ICT industry
and creating a pool of talent resulting in high value job creation
 Prepare the citizens for the information age through an innovative educations delivery
process. Smart School is not just about ICT intervention in teaching and learning
The Smart School is one of seven Multimedia Super Corridor Prime Applications.
Comprising of Multipurpose Smart Cards, Smart School, Telephony, Electronic Government
of Worldwide Milling Network, Borderless Marketing and Multimedia Super Corridor R & D
Group. The official document on Smart School Flagship Application: The Malaysian Smart
School A Conceptual Blueprint by the Ministry of Education Malaysia (1977). The Smart
School Pilot Project started in 1999 to 2002 by 88 schools which is the first wave. It was
ended in December 2002 and the schools have been classified into three different grades.
 Level A has 6 schools
 Level B+ has 2 schools
 Level B has 80 schools
The expansion of the Smart School Project was expanded to 10,000 schools from 2002 to
2010 under the School Consolidation Program in the 8th Malaysia Plan (RMK8) and 9th
(RMK9). There are 4 waves of Smart School Project which is begin from 1999.

4.0 OBJECTIVES OF SMART SCHOOL
Teacher development will be important to the success of the Smart School. Teachers will
need intensive training in the use of information technology and in its integration into
classroom activities in ways that enhance thinking and creativity. Smart School teachers will
also need to learn to facilitate and encourage students in taking charge of their own
learning. In the long term, these teachers will need to practice their skills regularly, if they are
to stay abreast of developments in their profession and remain confident in their application
of the technology.
Smart Schools for enhancing the learning of students have effectively used computers, the
Internet and other high band communication technology such as video-conferencing and now
satellite data streaming and satellite radio. In sharp contrast to traditional schools, Smart
Schools offer an open environment for learning. Students function as autonomous
learners. the student’s own desire to learn are very important and play a big role of the Smart
School objective as the student’s desire will help them in obtain the knowledge without feel
forced and make them feel comfortable in learning. The student’s role is very important
because the objective of Smart School is based on them in determining whether the Smart
School achieves the objective or otherwise.

5.0 ROLES IN ORDER TO ACHIEVE THE GOALS AND OBJECTIVES OF SMART
SCHOOL
The Smart School has a commitment to provide equal opportunities for all students with
different needs and capabilities so as to enhance their capability for learning. This
commitment involves the development of the main stakeholders who are involved in the
delivery of Smart School teaching. This will represent a revolutionary departure from
traditional modes of teaching currently practised. The main stakeholders will include
teachers, principals, support staff parents and the wider community, which all of them must
be cooperate together to guide students in Smart School and to achieve the objectives of
Smart School.
Each group of stakeholders will have specific roles in the overall implementation of
Smart Schools. To carry out their respective roles, each of the stakeholders will need to be
prepared with specific skills and have the requisite knowledge base and the right attitude.
This knowledge, skills and attitude will be developed through exhaustive training courses
tailored for the development of each stakeholder group. However, the most important groups
that will helps to achieve the objectives of Smart School are teachers, students and also
parents. Teachers and students are in the school stakeholders while parents are in the group of
the community stakeholders.
Teachers, will be the first group of school stakeholders to be discuss. Teacher
development will be the most critical component as they will be the primary deliverers of
Smart School teaching. A comprehensive teacher educational programme incorporating best
practices in technology supported learning will be critical to the success of the Smart School
initiative.
These teachers will need intensive training on Information Technology skills and
technology integration into classroom instructions to enhance thinking and creativity. In
addition, Smart School teachers need to be trained as guides on the side, facilitating and
encouraging students to take part in their own learning. Continuous learning is a crucial
ingredient as it is necessary for teachers to keep abreast of development in their professional
practices and to be confident with technology.

The second group in the school stakeholders is students. This group can make the Smart
School objectives may be achieve by exploring the advantages of self-paced learning,
learning away from school and making a creative and enjoyable experience. Smart School
offers an open learning environment where students function as autonomous learners.
Students are emphasizing of learning shifts from acquiring discrete pieces of information to
acquiring abilities such as constructing their own knowledge from information. In
constructing the students’ knowledge, the students’ own desire to learn are very important
and play a big role to realize the Smart School objectives as the students’ desire will help
them in obtain the knowledge without feel forced and make them feel comfortable in
learning.
Next, the community stakeholders which is parents that play a vital role in helping to
achieve the Smart School objectives in delivering education and developing balanced and
holistic students. There is a need to increase the participation of parents in educational
processes such as in teaching-learning, development of educational materials and assessment.
Parents can be educational resources and in the process, it will benefits themselves as their
own learning needs become a life-long endeavour. Research has also shown that children are
more successful in school when parents are involved in their education. The roles of Smart
School parents must be widely acknowledged and accepted in order to create significant buy-
in for parents to assume a much stronger role in the Smart School education process.
To survive professionally in this fast changing world, one has to be a life-long learner.
Learning how to learn, therefore is a basic to all other skills that should be acquired at the
school. Schools which support students’ learning and thinking skills with programs,
infrastructure, tools, teachers and management by using information and communication
technologies will be the Smart Schools. As to say that cooperation from all Malaysian
whether students, teachers and parents needed to achieve the objectives of Smart School to
produce a knowledge society that is critical, creative and innovative in order to produce
technology savvy individuals to cultivate a life-long learning based on Information and
Communication in Technology.

6.0 CHALLENGES AND ISSUES
1. Heavy investment on facilities
Smart School system will cost a lot of money. The government needs to spend
a lot to run this system. They need to invest on electronic facilities and also new
books. They also need to spend on the maintenance fees which are quite expensive.
To implement the effective Smart School, it requires funding to build the new school
that have a complete infrastructure. The facilities in existing schools also need to be
upgraded and maintenance of the new technology.
2. Time constraint
Both students and teachers probably felt that learning using computers will
excessively consume time. The teachers need to prepare and set everything up earlier
which they may not always have free time before the class starts. So it may interrupt
the process of teaching and learning that they supposed to have.
3. Negative attitude of teachers
It is quite hard to convince the senior teachers. They definitely would prefer
the old system rather than the Smart School. Senior teachers have been blended with
the traditional teaching styles (chalk and talk) therefore it is difficult for them to adapt
with this new technology.
7.0 ADVANTAGES OF SMART SCHOOL IMPLEMENTATION
Malaysia Smart School is a learning institution as a whole re-designed in terms of the
practice of teaching, learning and school management to prepare students for the Information
Age. Smart School expanded with the formation of the professional staff, increased resources
and efficient management. This will enable schools to adapt to change the conditions.
Students act as an active learners in Smart School. Effectively used of computers, the
Internet and other high band communication technology in the classroom will enhance the
learning of students where it will improve the interactive learning. For an instance, teachers
may use the smart board during teaching and learning process where the teachers can give
students a hands-on approach to classroom concepts. By using the smart board, they make it
easy for teachers to enhance presentation content by easily integrating a wide range of

material into a lesson. In addition, the smart board is simply a touch screen computer where
teachers and students may also use a magic pen for writing on the smart board and this more
convenient for everyone.
A variety of teaching and learning methods used in Smart School are such as
innovative, technology-based strategies such as discussions with friends, distance learning,
the use of data as a source of information and the process of information. Process information
and linking the findings to the electronic reference encyclopedia, learning from electronic
courseware and electronic communications and student and teacher will interact either in
small groups or individually is a part of the teaching and learning courses.
Next, the curriculum of Smart School will be more flexible and open for any students.
This flexible assessment system will allow the students to work at different levels in the same
subjects. In this way, teacher will practising student-centered lesson where teacher acts as a
guide on the side. Teacher will provide an environment that encourages self-paced learning
towards a creative and self-reliant students. Within this kind of student-centered lesson,
students will get individual attention from teachers. In addition, teachers will identify the
goals that define the direction for the school, driving students’ progress towards achieving
those goals and allow students to learn with their own pace.
8.0 CONCLUSION
Smart School is one of Multimedia Super Corridor flagship that emphasizes teaching
and learning in software courses. To ensure the effective use of software courses in smart
schools, effective courseware production is important. Effective use of software will guide
and shape the mind so they will be more creative during learning process.
