This is a proposal to provide direction to the Free
Bhullar campaign that is building nationally and
internationally.
Whilst many of the things outlined may already be
happening, we aim to provide an overview plan
that takes into account these successful activities.

Sikhs globally should call for a retrial
Retrial = Freedom
Professor Bhullar can be free! But How? We must call for a free and impartial retrial that
dismisses the fake confession and highlights the procedural errors.
Professor Bhullar will be free - he is innocent, the mechanism for freedom is a retrial.
“He [Bhullar] should be removed from death row immediately and retried in
proceedings that are in compliance with international standards of fair trial and
without recourse to the death penalty.” – Amnesty 2011

The office of the Prime Minister and the German
Government should end their policy of ignoring
the protest and provide some official
communication.
We must get the UK government and their allies in
the EU to publicly call for a retrial!
Germany violated the European Convention on Human Rights by
deporting Prof. Bhullar and remains morally obliged to do all it
can to seek his immediate release. Have

We must empower ourselves with the facts so we can respond to questions
We must share the knowledge as widely as we can
Key Facts
 The Senior judge, Justice MB Shah, who was the presiding judge of the 3 judge bench that
sentenced Bhullar voted for an acquittal. The other two voted for death. This is the first time
in Indian history that the death sentence has been given in a split decision.
 When arrested Bhullar was given no legal council, a violation of international law (ICCPR).
 Confessions must be given before the court. The professor's was given to the police. A huge
procedural violation. This confession has been retracted by Bhullar, his complaints that he
was tortured and made to sign blank papers were never investigated. No other evidence was
presented. His false confession was the key factor in his conviction.
 133 eyewitnesses were called to identify the professor as a terrorist. How many do you think
picked him out? Zero.
 The public prosecutor AG Chaudhari, who was arguing against Bhullar, has said the decision
to award death was wrong and that the verdict of Justice MB Shah was the correct one.
 The German government has acknowledged their mistake in deporting Bhullar. Share

Why are we protesting?
We are protesting for the re-trial and freedom of Professor Devinderpal Singh Bhullar.
Why?
The Professor had an unfair trial and the key element in his conviction is a confession that was
extracted under torture. The main judge found him not guilty and no witnesses identified him.
Why?
The revolution that has its ideological roots in the partition of Punjab lead to the Sikh Civil Rights
Movement; the suppression of which was a key factor in the 1984 invasion of Darbar Sahib - the
centre of Sikh Spiritual and Temporal authority. This lead to a civil war that saw the Indian state use
wide spread torture and rape as weapons of war. Thousands of young Sikhs were disappeared by the
police and "black cats". Professor Bhullar like many young Sikhs was a victim of state terror and
paranoia.
Why?
Sikhs are opposed to human suffering, caste, gender and religious discrimination that is widespread
in Indian society. It is our duty to oppose it in any form. We value truth and justice.
Why?
It's our religion as taught by the 11 Sikh Gurus over 544 years.

Free Bhullar Campaign Plan

  • 2. This is a proposal to provide direction to the Free Bhullar campaign that is building nationally and internationally. Whilst many of the things outlined may already be happening, we aim to provide an overview plan that takes into account these successful activities.
  • 3. The Plan 1. Have Clear Goals 2. Organise! 3. Share Knowledge 4. Have Action Points 5. Keep the Protest Alive! Retrial = Freedom Reassess & Develop
  • 4. We need clear and defined goals to focus our energy
  • 5. Goal 1 Retrial! Sikhs globally should call for a retrial Retrial = Freedom Professor Bhullar can be free! But How? We must call for a free and impartial retrial that dismisses the fake confession and highlights the procedural errors. Professor Bhullar will be free - he is innocent, the mechanism for freedom is a retrial. “He [Bhullar] should be removed from death row immediately and retried in proceedings that are in compliance with international standards of fair trial and without recourse to the death penalty.” – Amnesty 2011 We all need to unite with one voice, our generation has never seen a Morcha like this.   • 6. Goal 2 Awareness Distribute accurate and consistent information about Prof. Bhullar. We have a duty to educate ourselves and the wider community about the shocking facts of the case of Prof. Bhullar. This will then be reflected in how we Communicate and lobby. Have Clear Goals
  • 7. Goal 3 Government Communication The office of the Prime Minister and the German Government should end their policy of ignoring the protest and provide some official communication. We must get the UK government and their allies in the EU to publicly call for a retrial! Germany violated the European Convention on Human Rights by deporting Prof. Bhullar and remains morally obliged to do all it can to seek his immediate release. Have Clear Goals
  • 8. Better organisation will help us be more effective and efficient
  • 9. Organise the Protest  It’s difficult for people to stay 24/7  Split protestors into teams  Set up a simple rota system  Involve London Sikh Socs and youth orgs to help provide manpower, participation and help share info  Uni Sikh Socs  Professional Sikh Socs  Have designated rep(s) on the scene 24/7  Taken from active volunteers  Work to specific roles Organise!
  • 10. How can we Pressure Government?  Social media is an excellent, direct, free and powerful tool. Twitter allows you to communicate with people in power.  This is something everyone can do.   • 12. Roles  Choose a Rep that everyone trusts  Good communicator  Calm  Understands the plan  Not an agent  Protestors  Support the Rep to achieve the Goals  Think, be logical  If the Rep is ineffective, change her/him  Be polite  Be alert Organise!
  • 13. Rep Duties  Ensure things run smoothly  Ensure that there is always momentum and protestors on site  Delegate duties to ensure site is kept tidy and safe  Coordinate the food and other supplies  Act as a rep between protestors and police  Liaise with youth orgs for support and guidance Organise!
  • 14. Protestor Duties  Stay Calm  Stick to the plan  Follow the guidance of the Rep  Treat everyone with respect  Participate in activities  Spread the word to your family and friends, share, like, comment on social media, create videos take pics!  Be alert of people advocating violent or irrational behaviour. Agent provocateurs are sent to disrupt protests. Organise!

Social Media Duties  Upload Pictures and Video  Aim tweets at the government  Share posters and information cards  Create events for the various aspects of the protest eg lectures, workshops, displays  Set up polls to get opinions  Keep track of global events – share and like  Keep track of user posted videos/pics Organise!

  • 18. Key Facts  The Senior judge, Justice MB Shah, who was the presiding judge of the 3 judge bench that sentenced Bhullar voted for an acquittal. The other two voted for death. This is the first time in Indian history that the death sentence has been given in a split decision.  When arrested Bhullar was given no legal council, a violation of international law (ICCPR).  Confessions must be given before the court. The professor's was given to the police. A huge procedural violation. This confession has been retracted by Bhullar, his complaints that he was tortured and made to sign blank papers were never investigated. No other evidence was presented. His false confession was the key factor in his conviction.  133 eyewitnesses were called to identify the professor as a terrorist. How many do you think picked him out? Zero.  The public prosecutor AG Chaudhari, who was arguing against Bhullar, has said the decision to award death was wrong and that the verdict of Justice MB Shah was the correct one.  The German government has acknowledged their mistake in deporting Bhullar.   • 20. Communication Themes  Professor Bhullar is an innocent man  His trial was unfair – he must be retried  His family members were killed by police  He went to Germany for asylum, the German courts made a mistake  Professor Bhullar has been tortured Share Knowledge
  • 21. Communication example Why are we protesting? We are protesting for the re-trial and freedom of Professor Devinderpal Singh Bhullar. Why? The Professor had an unfair trial and the key element in his conviction is a confession that was extracted under torture. The main judge found him not guilty and no witnesses identified him. Why? The revolution that has its ideological roots in the partition of Punjab lead to the Sikh Civil Rights Movement; the suppression of which was a key factor in the 1984 invasion of Darbar Sahib - the centre of Sikh Spiritual and Temporal authority. This lead to a civil war that saw the Indian state use wide spread torture and rape as weapons of war. Thousands of young Sikhs were disappeared by the police and "black cats". Professor Bhullar like many young Sikhs was a victim of state terror and paranoia. Why? Sikhs are opposed to human suffering, caste, gender and religious discrimination that is widespread in Indian society. It is our duty to oppose it in any form. We value truth and justice. Why? It's our religion as taught by the 11 Sikh Gurus over 544 years. Share Knowledge

  • 25. Develop The Protest  Every plan needs to be reassessed to keep it on track  Work should be focused on achieving the Goals not just protesting  What does success look like?  Achievement of Goals 1, 2, & 3  Creating Awareness  Media coverage – national/international Reassess & Develop

Escalation of Protest If the Goals are not reached then the protest needs to escalate to apply more pressure  Peaceful civil disobedience will create a high impact and generate media interest  Other intelligent action should be explored  Protest outside the German embassy in London  Further protest outside the Indian embassy Reassess & Develop
  • 27. The protest must continue to build momentum to achieve the goals

  • 31. Keep the Protest on Target  In order to achieve the Goals the protest must be targeted  We must be focused on the Goals  Social media communication must be targeted and aimed at the right people, together we will be heard. This is something we can all do.
