Patnow II 460 MW Power Plant Project

MANDATE
SNC-Lavalin Polska was awarded an EPC
contract on turn-key basis for execution of
460MW coal-fired power facility in Patnow
Power Plant in Konin, Poland.
DESCRIPTION
The Patnow II Power Plant replaces two units
of the original Patnów Power Station. The
project, located 190 km west of Warsaw,
Poland, is the showcase of the Polish power
generation industry and the largest, most
efficient (supercritical cycle) and
environmentally cleanest brown coal fired unit
in Poland.
Under separate contract, the Patnow II
project began in 2000 with the demolition of
two 200 MW oil fired units. The erection of
the new 460 MW lignite-fired unit began in
January 2002 and continued until April 2003,
when work was stopped due to financial
problems which prompted loaners to
withdraw their financing. At that point, major
foundations and steel structure installations
were under way and major equipment
purchase orders had been placed, some of
which were delivered and standing idle on the
site.
EPII, a special purpose company, was
established as a wholly owned subsidiary of
PAK, owner of the Patnów Power Station.
PAK is one of Poland's largest and lowest-
cost electricity producers, with 2,378 MW of
capacity.
The new owner of Patnow II Power Station
(EPII) invited proposals for the completion of
the project. In October, 2005, SNC-Lavalin
was awarded the EPC contract to bring the
Patnów II project out of suspension and
deliver a world class facility to its new owner.
SNC-Lavalin assembled a team of experts
from its own experienced engineering and
management departments as well as hiring
experts from the original project contractor.
Project execution commenced from SNC-
Lavalin’s Poland office (SNC-Lavalin Polska)
which immediately began restoring good
relations between the original main suppliers
and subcontractors, giving them the
assurance they needed to reorganize their
activities and complete the project. Within
three days of signing the new EPC
agreement, new construction activities
commenced at the site.
Poland’s admission to the European Union
during the time of project suspension created
changes in the design requirements for the
project. Engineering teams adapted pre-
European Union design specifications to
meet these new requirements imposed on the
project and worked with equipment suppliers
to find cost effective solutions for adapting
equipment to conform to the new regulations.
By mid 2006, construction work foresees
topped 1,000 individuals as Patnow II had
transformed from a suspended project to the
largest industrial projects in the region.
In a tribute to quality management and skilled
craftsman, on July 17, 2007, the boiler with
over 60,000 certified welds, passed a
pressure test on the first attempt, a month
ahead of schedule. First ignition took place
on September 15, 2007 and on December
23, 2007 the Patnow II Power Station
achieved full capacity of 464 MW. Now, the
new Patnów II unit sells its power to the
Polish Power Grid Company, PSE.
Patnow II is a world-class, high efficiency coal
power facility with low pollution emission
levels.
