organizations around the world, IntraHealth champions the needs and contributions of health
workers—from doctors and nurses to community health workers to health facility managers—
and works to ensure they have the tools, supplies, information, training, and support they need
to provide communities they serve with the best possible opportunity for health and well-being.
BACKGROUND
The purpose of the Strengthen Human Resources for Health (SHRH) project is to strengthen the
capacities of central ministries, districts, health professional councils, PNFP and health training
institutions to effectively and efficiently plan, manage and utilizethe health workforce, and
strengthen systems for sustained health worker performance to improve health outcomes for
the people of Uganda.
JOB PURPOSE
The Regional HRH Planning Officer will work directly with districts, IPs and PNFPs in his/her
assigned region to provide technical assistance in the areas of strategic human resources
planning, including health workforce projection, action planning, and costing. S/he will lead and
provide technical support for activities in developing capacities for human resource planning
and systems strengthening in the health sector. S/he will apply her/his knowledge of health
sector planning primarily to work at the district levels
The Regional HRH Planning Officers will report to the HRM Senior Advisor based at the project
headquarters in Kampala, and will come to Kampala monthly for meetings to discuss program
implementation, planning, and challenges. The HRH Planning Officer will share a vehicle with the
Regional HRH Performance Management Officer placed in the same region.

KEY FUNCTIONS
Ensure effective coverage of all districts within assigned region on critical project
interventions SHRH district Intervention Package
Identify unique HRH planning challenges in different districts and design appropriate
local solutions
Facilitate effective coordination and followup of project activities at the district and
facility levels
Facilitate working continuously with regional and local partners to achieve ownership,
political support, and skills transfer for overall project sustainability.
Work with stakeholders at the district level to create a culture of data use, through
developing a strategy for building capacity to review data and draw conclusions that will
improve decision-making and planning.
Ensure operability of HRIS in all districts, alerting the Kampala-basedinformatics team or
the district-based partners for follow-up corrective action when needed
Build collaborativerelationships with and between stakeholders
Offer technical leadership in sharing and developing new and improved strategies, tools
and interventions for improved human resources planning and document intervention
outcomes
Build local professional capacity and expertisein human resources planning and
personnel policies and develop innovativestrategies
Organize and lead activity interventions, including preparing budgets, tracking
expenditures, ensuring work proceeds according to plans and timelines and ensuring the
quality of the deliverables.
Assist health sector managers to review and operationalize HR legislativepolicies,
operational practices and procedures
Provide regular reports on monthly, quarterly and annual basis.
Contribute to activities and work teams as assigned.
QUALIFICATIONS
The Regional HRH Planning Officers will have planning skills and will work with districts and
PNFPs in workforce planning and data for decision making.
Advanced degree in public health, a clinical discipline, or a social sciences field related to
human resources for health (e.g., management, public policy).
Strong knowledge of, and experience in applying state-of-the-art interventions designed
to address HRH challenges in developing countries.
3. Knowledge of relevant HRH planning tools and models applicablein Uganda.
Familiarity and experienceworking with the Uganda health care system, the Ministry of
Health, District Government, and other development organizations in Uganda is a plus.
Minimum of five years’ experience implementing or managing HRH or relatedactivities
in Uganda, including involvement in several of the following areas: National HRH
assessment, workforce policy and planning, human resource development and
management, development and deployment of human resource information systems,
leadership development, workforce projections and costing, performance improvement,
delivering or evaluating education for health professionals
Experience and functional familiarity with HRIS or similar systems, good working IT skills
Demonstrated interpersonal, leadership, and management skills and ability to manage
and provide technical guidance to complex multi-site activities.
Proven ability to carry out economic analysis of HRH issues; and sound costing of
interventions to motivate resource allocation for HRH.
Experience working with a variety of sectors (e.g., public, NGO, private for-profit)
preferred.
Experience advocating for and overseeing HRH intervention replication and scale-up.
Experience working on USAID-funded projects highly desirable
Clear commitment and record of achievement to building the capacity of local partners.
Ability to work as an effective team member in a complex and fast paced environment.
Strong verbal and written English communication skills.
Computer literacy in MS Office applications including Word, Excel, Power Point; Outlook
