Project & Portfolio Office Manager August 2012 - Present
Established and lead the Project & Portfolio Management Office of up to ten project managers, coordinators and
business process analysts. Successfully developed excellent synergy of a talented team focused on the individual
and combined strengths of each member. Currently facilitate project selection, prioritization and governance while
effectively forging best practices for the organization. Cultivate change in the IT organization and create various

Provide extensive knowledge in thought leadership, infrastructure management, technology migration and business

Notable Team Projects:
COJ.Net Website Redesign – Launched a visually appealing customer focused website for the face of the
City of Jacksonville. The new website features greater mobile access, enhanced search functionality and
language translation services.
Ed Austin Building Renovation – Developed the system requirements for the network, telephone and
cabling infrastructure for the 300+ State Attorney Office employees to occupy the renovated facility.
Managed multiple vendors to configure and install; computers, printers, network, telephone and security
systems.
Time and Attendance System for Clerk of Court (TAS) – Increased productivity for the Clerk staff by
eliminating a manually intensive paper process and creating a web-based method for submitting time
worked and leave requests.
Kentico Web Content Management System Upgrade – Performed a major software upgrade to the
system that supports over 100 web content editors and prepare for the foundation of the upgrade to the
City’s public facing website (coj.net).
Public Parking Citation Management System – Replaced the existing home grown system with a vendor
solution that delivered enhanced features, improved capabilities to track and increase revenues, while
reducing impact to staff.
Pharos Print and Time Management System Upgrade – Conducted an extensive complex upgrade that
touched over 1,000 citizen accessed computers to improve their ability for print and time management
access at the 21 Library locations.

Internet Service Conversion – Migrated the City’s internet access to the Florida LambdaRail system with a
bandwidth capacity of 2 Gb, resulting in an 36% reduction in annual cost. This project also created a
collaborative effort among City agencies to consolidate and utilize this service with a significant reduction to
the agency’s cost.
Library System Metro-Ethernet Upgrade – Increased bandwidth capacity to 100Mb per site, providing
more efficient connectivity for citizens to access internet from public computers to apply for jobs, conduct
research and access other resources.
Enterprise Network Equipment Refresh – Conducting the first of an eight year annual refresh of all
network equipment across the City’s enterprise system. Ensuring the success of this project helps to prevent
failing equipment, loss in productivity and maintains a healthy network environment.
Enterprise UPS Equipment Refresh – Completed the first of a six year annual refresh of the battery
backup, surge protection UPS devices that connect to network and telecommunications systems throughout
the City. These devices are critical to communications and network systems and provide ability to shut down
equipment properly should a power outage occur.
Health Department Collocates in COJ Data Center – Completed the first installation of co-located data
center services that leverages the investment previous made in the mid-2000s for the build out of the COJ
Data Center.
Self Service Employee Training Solution – Worked with Employee Services to deliver a self-service
online training solution for employees to gain desirable skills.
Project Manager/Business Support Manager August 2007- July 2012
Selected as Project Manager to lead large complex telecommunications-infrastructure projects to improve technology
processes and relocate customers to align with the City’s strategic goals. Specialize in technology convergence,
leveraging extensive experience in network communications and transport systems. Focus on increasing network
capacity, migrating technology solutions, while decreasing overall cost. Authored detailed project/deployment plans
and schedules tracking progress throughout project lifecycle.
Assigned to manage three separate budgets of over $14M based on demonstrated skills in business analysis,
process improvements, contract administration and technology convergence. Trusted advisor to senior leadership to
communicate and recommend quantifiable budget reductions while maintaining service levels and customer
satisfaction.
Notable Projects:
WAN Broadband Transport Conversion – Delivering a multi-phased strategy to City’s senior
management, under a Mayoral led initiative focused on upgrading technology and rightsizing infrastructure,
while reducing cost. Managing cross-functional team of engineers, production teams and service providers
to facilitate migration of multiple broadband technologies based on best practices and solution availability.
Multiple Customer Relocation Missions – Managed the project coordinators responsible for the voice,
network, audio visual, computers and security requirements for multiple customer moves to new facilities.
Successfully gathered and delivered extensive planning, execution and oversight for more than 1,000
customers’ relocation to new and retrofitted work spaces.
Contract Negotiations for Telecommunications Services – Planned and executed requests for proposals
for the voice, data, fiber-optic ring and internet service providers for the City of Jacksonville. Led the
negotiations for multi-year contracts achieving almost $1M annual savings, while providing strategic
technology advancements and disaster recovery solutions.
Budget Control and Administration – Key contributor to achieving more than 30% budget reductions over
the past three years. Accomplished by streamlining business processes, improving asset receiving-tracking,
expanding contract scopes while reducing vendor pricing and providing data analytics and return on
investment analysis to recommend best strategic practices.
Design and Build of 2,000 sq ft. Data Center – Directly engaged with copper, fiber and equipment cabinet
design. Executed all RFPs, negotiated contracts, directed subcontractors and team members. Delivered
project on time and under original proposed budget.
Network Infrastructure Security Manager July 2004 – July 2007
Production Manager focused on development of strong network support staff, infrastructure maintenance, and
technology implementation upgrades to meet customer needs. Appointed to manage based on demonstrated skill in
leadership, business analysis and customer relationship management. Led staff of 11 data technicians/analysts and
co-managed 8 telecommunications personnel. Accountable for project performance, ensuring adherence to scope
and cost, risk analysis and management of activities tracked through Primavera.

Notable Projects:
Network Infrastructure Upgrades – Directed phases of technology migration of 26 client sites producing
increased network capacity and reduced cost. Positively impacted client’s business functions by increasing
transaction capabilities, improved personnel productivity and exceeded customer’s expectations.
Security Access/Video Surveillance Strategy Deployment – Coordinated cross-functional teams for the
design and rollout of a video surveillance system for the public safety initiatives supported by the Fire
Rescue and Sheriff Office for Super Bowl XXXIX held in Jacksonville, Florida. Challenged by tight timelines
and strict security criteria to meet project requirements, the team successfully deployed the system and
achieved complete enterprise integration.
Metropolitan Area Network Gigabit Fiber Deployment – Assisted in the replacement of antiquated
infrastructure and converged a large multi-site fiber optic network with redundant ring paths that increased
network capacity, improved technology and added connectivity to four additional buildings. Reduced
organizations’ dependency on leased telecommunications circuits therefore decreasing recurring costs.
Telecommunications Technician/Lead Analyst October 1998 – July 2004
Technical Lead Analyst responsible for implementation and maintenance of the City of Jacksonville’s LAN/WAN
environment of 900+ Cisco routers, switches and wireless access points. Assigned as technical lead on multiple
projects based on demonstrated skill sets to gather customer requirements, meet assignment deadlines and deliver
results.
Notable Projects and achievements:
Better Jacksonville Plan Public Libraries – Technical lead for 7 renovations and 8 new library facilities.
Established design, procurement and installation that doubled the network capacity and expanded Citizen’s
accessibility to Library network systems. Still considered to be a subject matter expert on Library business
functions and technical requirements.
Troubleshooting and Asset Tracking Solution – Created and deployed online database for asset tracking
and troubleshooting procedures of data networks improving restore time and increased accuracy of
inventory for Help Desk Team.
Y2K Data Communications Equipment Verification and Testing – Project responsibility included tracking
and verifying the compliant status of 16,000+ pieces of equipment. Prepared contingency plans, managed
upgrades and provided date testing functionality.
Nortel Meridian Voice Mail System – System administrator for City’s new voice mail system. Conducted
end-user training for over 1,700 employees.
