Small Scale LNG in the Mediterranean -
Criticalities
• No LNG Export Regas Terminal in operation in Central
and Eastern Europe
• All LNG Export Terminals are in Western Mediterranean (Spain
and France)
• LNG terminal in Western Mediterranean close to major ports
• 4 LNG Export Terminal along about 1,000 km coastline
• Need for small scale storage plants
• Wide number of small ports
• Need for LNG for bunkering in isle and tourist areas
• No/Few small scale vessels operating in the
Mediterranean

15. • Analysis of regulations (Port Masterplan) in North
Tyrrhenian ports
• Analysis of territorial and environmental constraints
• Assessment of technical feasibility:
• Adequate sea depth
• Maneuvering areas
• Adequate land surface
• Site selection
• Preliminary Risk Analysis

16. Small Scale Storage Terminal in Sardinia
• Small scale storage Terminal in Oristano Port
• 10,000 cum capacity
• LNG supply via LNG carriers of max. capacity of 27,500 cum
• LNG distribution through small scale carriers (1,000-2,000
trucks
• BOG management through engines + liquefactor (Stirling)
• Port services availability (tugs, pilots, etc.)
• Industrial and port area
• Land availability

18. Lack of Small Scale Vessels in The
Mediterranean
• Need for carriers of 20,000-30,000 cum for LNG
from Terminals
• Less than 15 units operating (datum: January 2017)
• Most of the small scale carriers operating in Far East
• Need for small scale carriers for bunkering (less than
cum)
• Less than 10 units operating (datum: January 2017)
• Relevant investment for new units
• Challenging project financing
• Delay in LNG small scale development
Number of Carriers vs Capacity

19. Development of Guidelines and
Procedures for Ports
• Italian Ministry for Infrastructure and Transport is
guidelines for bunkering operations (ferries and
within the GAINN-IT
• Spanish Ministry is promoting the development of
guidelines to homogenize:
• LNG transfer operations
• LNG carriers maneuvering and mooring
• Equipment (for mooring, transfer) to be implemented
• Safety procedures
• Need for port personnel training sessions

20. Moral of the fairy tale
• LNG fastest growing as energy source will lead to
scale development
• Major LNG Terminals will be the main players for
scale distribution:
• Possibility of implementing modifications to guarantee
export
• Possibility of leasing/purchasing mid scale vessels (less
30,000 cum)
• LNG availability
• Proximity with French/Spanish ports might support

«Good job by your team. Happy for the response. Hope the
same intensity happens in the follow through and you
implement what you say you will»

Editor's Notes
A little bit if history:
RINA (I. N. R.) was founded in 1861 as a Certification Body in Naval sector
About 90 years later D’Appolonia was founded in P. as an engineering company; since 1981 D’Appolonia became a separate company headquartered in Genoa providing first services in foundation design for nuclear power plants and later a wide range of consultancy services.
In 2011 D’Appolonia joined RINA Group and became the RINA Group company for consulting and engineering services.
Next 1° of June D’Appolonia will become RINA Consulting thus completing the acquisition process.
In the LNG field we have acquired a unrivaled experience& broad service portfolio, being involved in a wide range of services coming from the concept/feasibility stage up to operation and maintenance.
Now our track record includes development of services for almost 90 LNG terminals and projects.
It is interesting to highlight that since 2012 we have started our involvement in the small scale LNG, being involved since there in almost 20 projects worlwide (with a focus on those in the Mediterranean area)
