3. Learning Objectives
Defend why educational technologists should
understand that learning technologies is a global
phenomena.
Describe the factors that influence how learning
technologies are implemented in developed and
developing countries.
Describe the goals and policies driving the
development of learning technologies in at least 3
countries outside the US.
Show how learning technologies research differs in
different global contexts.
4. Did you know
Play this video

Did it surprise you that we are more than just Ohio and the
United States?
As you look at the readings, what will need to change with
educational technology to adapt to how the rest of the world
uses technology.
What are your indirect biases that you have had because of
the educational technology that has been a part of your
learning?
5. Education in a Digital World
Four broad strands of globalization of education and technology
Economic: How exactly are educational technologies linked to
issues of global economics and the fortunes of global
economies?
Political: How are ‘ international ’ shifts in educational technology
refracted through national policies and processes?
Social: Which countries, communities and contexts stand to gain
most from educational technologies? How are educational
technologies used in the poorest and least economically
developed parts of the world?
Cultural: To what extent does educational technology reinforce
or challenge dominant global and local beliefs about teaching
and learning?
6. Technology Planning in
Developing Countries
Technology plans are influenced by factors that internal to the country and those external
of their borders.
Internal factors include
high prices and low effectiveness of services provided by technology-related
corporations
the philosophical perspectives and priorities
pilot programs without sustainability and uncoordinated pilot projects,
Selling of refurbished computers for use at a large scale
English language dominating the software.
External factors include
international summits and conferences,
global partnerships
technology-related multinational corporations.
7. Trends in International
Technology Research
This study applied text mining to examine the abstracts of 2,997 international
research articles published from 2000-2010 by six journals
A total of 19 clusters of research areas were identified, and were analyzed in
terms of productivity by country and by journal.
The analysis revealed research areas with rising trends, stable status, and low
attention.
Three overarching categories: Macro View of E-learning and Technology
Integration, Acceptance/Attitude of Emerging Technologies, and Learning
Environments.
E-Learning in Higher Education was an emerging topic
Lowest of the 19 clusters (5 or less per year) : 1) Learning Styles 2) Learning
Objects 3) Multimedia 4) Computer-assisted Language Learning 5) Technology
Adoption
8. International Research
over the Past 50 Years
The definition of the field of educational technology
has evolved
New inventions and economic globalization
increasingly facilitate people’s communication for
exchange of ideas and collaboration.
9. Country Readings
Choose three countries to read more in-depth on
Use Google doc to pick countries http://bit.ly/1TkhP90
Contribute to the online mural with the policies and
goals of those countries. Also post technology that
may be specific to or developed in that country
