1. Skills - key to quality and
productivity PROSKILLS
05/2013 – 10/2014
2. Two learning outcome-based qualifications were developed and
piloted (Hotel Receptionist / Reinforcing and Concreting works) in
co-operation between working life and VET colleges.
Qualification descriptions covering working functions and
assessment criteria were issued for two pilot qualifications in line
with the recommendation and model for occupational standards
(NARK)
Tutors and assessors were trained to provide them with skills to
assess learning outcomes in a competence-based system.
A compendium of European and Russian regulations and policies
and legislation in the Federation of Russia supporting validation and
life long learning procedures was compiled.
Russian experts in VET and representatives of Russian companies
and employer organisations were introduced to the Finnish
competence-based system

Key achievements
3. Training programme design for trainers and tutors in work-based
learning and assessment in a competence-based qualification
system was initiated.
A new type of cooperation in VET between the companies,
employer organisations, authorities and schools was conceived.
Companies involved have started adopting the qualification
standards as part of their HR policy (recruitment, assessment of
training needs).
Quality of service in the pilot organisations in the hotel sector is
improving as a consequence of the project.
Learning-outcome (competence) based approach for the design
of occupational standards was introduced in a high-level VET
Conference organised by NARK in Moscow. Interest at Federal
level to adopt the model of competence-based education
standards for the design of appr. 800 occupational standards by
2015.

7. The innovative model of cooperation between educational
institutions and companies in the assessment and recognition /
validation of skills and competences has been developed and
piloted.
10 competence tests were arranged successfully
16 candidates demonstrated and validated their skills and
competences
More than 60 representatives of stakeholder parties –
companies, educational institutions, candidates, professional
unions and associations, education authorities – discussed the
results of competence tests and perspectives of using new
experience during the International Forum. Participants of the
Forum agreed on the Memorandum which verified the
necessity of wide dissemination and implementation of the
project practices and results in VET and business environment

8. Description of vocational qualification requirements based
on learning outcomes and designed in cooperation with the
companies in the pilot sectors has been accomplished
In addition to the initial project plan of VALO and
PROSKILLS project three additional qualification
requirements have been described in learning outcomes
and piloted at competence tests: “Administrator, level 5”,
“Restoration Decorator, level 4” and “House painter, level
4”. This verifies the relevance and transferability of the
project results.
All qualification requirements developed and described in
the project have been presented in the Publication
“Innovative forms of practical training and cooperation
with employers” as competence maps.

9. A model for work-based learning has been designed
o New forms of work-based learning have been piloted.
o The procedure of the work-based competence and skills
assessment as well as methodological documents for
competence tests have been developed and piloted.
o Russian experts have developed the publication
“Innovative forms of practical training and cooperation
with employers”.

10. Description of the validation procedures (the model) has been
made
o The model for the validation procedures has been developed and
piloted.
o Pilot schools in cooperation with partner companies and with
experts’ support have developed and piloted methodological
documents required for work-based learning and validation
processes. The model, universal formats and examples of
developed documents are presented in project publication .
o Group of experts for validation (22 persons) has successfully
finalized the project training course and obtained project
certificates.
o Russian experts have developed the publication “Validation of
prior learning in the system of qualification assessment and
certification”.

All project participants and stakeholders who participated in
the final conference underlined, that the project gives them
valuable experience, which they are going to implement in
their future work and development.
