Mexico's Pena Nieto
enacts major education reform
26 February 2013
Mr Pena Nieto said the reform showed that political rivals were willing to work
together
Mexican President Enrique Pena Nieto has enacted [presented, authorized] a
major reform of the education system that includes new standards for hiring
[employing] teachers.
Under the changes, a census is to establish the exact number of schools, teachers
and pupils in the country.

The reforms appear set to weaken the powerful teachers' union, led by Elba
Esther Gordillo, which has largely controlled access to the profession.
The union has argued that reforms could lead to massive lay-offs.
Critics also say the changes could signal the start of the privatization of
education in Mexico.
But Mr Pena Nieto said the reform would maintain the free and secular nature
of education.
"Professional merit must be the only way to be hired [employed], and remain
[continue] and advance as a teacher," Mr Pena Nieto said after signing the law.
Success should not be subject to "discretional criteria," he said.
The law foresees [predicts] a centralized process for hiring, evaluating,
promoting and retaining teachers.
Until now, the National Union of Education Workers (SNTE) has held
[occupied] sway [influence] over the criteria for being appointed and retained,

Brainstorming
n. A technique for promoting creativity and problem solving through the

Glossary of Knowledge Management
The knowledge management discipline can be cryptic. These Knowledge
Solutions define its most common concepts in simple terms.
1. Communities of practice - Networks of people who work on similar
processes or in similar disciplines and who come together to develop and
share their knowledge in that field for the benefit of both themselves and
their organization. Communities of practice may be created formally or
informally, and members can interact online or in person.
2. Core knowledge activities - Knowledge activities that have been
identified as most widely used by an organization, often also called the
knowledge life cycle or the knowledge value chain. They are to identify,
create, store [keep], share, and use knowledge, often in a two-way
exchange. Two important requirements have to be fulfilled to achieve
improvements from these activities:
(i) the activities should be aligned or integrated into business
processes; and
(ii) the activities should be balanced in accordance with the
specificities of each process and organization. A knowledge
management solution should not focus only on one or two
activities in isolation [separation].

3. Data – Discrete [Disconnected] and objective facts, measurements, or
observations that can be analyzed to generate information.
4. Explicit knowledge - Knowledge that can be codified in formal,
systematic language and shared in discussion or writing. Examples
include a telephone directory, an instruction manual, or a report of
research findings.
5. Information - Data that have been categorized, analyzed, summarized,
and placed in context in a form that has structure and meaning.
6. Information management - The management of an organization’s
information resources to improve performance. Information
management underpins [emphasizes] knowledge management, as
people derive [get] knowledge from information.
7. Information technology - A term encompassing [surrounding] the
physical elements of computing—including servers, networks, and
desktop computing—that enable [permit] digital information to be
identified, created, stored, shared, and used.
8. Intellectual capital - The value, or potential value, of an organization’s
intangible assets [resources]. Attempts to place a financial value on
organized knowledge often define intellectual capital as the combination
of human, relational, and structural capital.

9. Know-how - Skill or capability derived from knowledge and experience.
10.Knowledge - A combination of data and information, to which is added
expert opinion, skills, and experience, resulting in a valuable asset that
aids [supports] decision making. In organizational terms, knowledge is
generally thought of as being know-how, applied information,
information with judgment, or the capacity for effective action.
Knowledge may be tacit, explicit, individual, and/or collective. It is
intrinsically linked to people.
11.Knowledge assets [resources] - The parts of an organization’s intangible
assets that relate specifically to knowledge such as know-how, good
practices, and intellectual property. Knowledge assets (or products and
services) are categorized as human (people, teams, networks, and
communities), structural (the codified knowledge that can be found in
business processes), and technological (the technologies that support
knowledge sharing such as databases and intranets). By understanding
the knowledge assets it possesses, an organization can use them to better
effect and identify what gaps [interruptions] may exist.
12.Knowledge audit [inspection] - Systematic identification and analysis of
an organization’s knowledge needs, resources, flows, gaps, uses, and
users. A knowledge audit usually includes a review of people-based
knowledge, capability, and skills as well as information. It also examines
critically an organization’s values, vision, culture, and skills from the
perspective of its knowledge needs.

13.Knowledge base - An organized structure that facilitates the storage of
data, information, and knowledge to be retrieved in support of a
knowledge management process.
14.Knowledge economy - An economy in which knowledge plays a
dominant part in the creation of wealth [prosperity]. The four pillars of a
knowledge economy framework are:
(i) an economic incentive and institutional regime that provides good
economic policies and institutions that permit efficient
mobilization and allocation [distribution] of resources and
stimulate creativity and incentives for the efficient creation,
dissemination, and use of existing knowledge;
(ii) educated and skilled workers who can continuously upgrade and
adapt their skills to efficiently create and use knowledge;
(iii) an effective innovation system of firms, research centers,
universities, consultants, and other organizations that can keep up
[persevere] with the knowledge revolution and tap [appoint] into
[towards] the growing stock of global knowledge and assimilate
and adapt it to local needs; and
(iv) a modern and adequate information infrastructure that can
facilitate the effective communication, dissemination, and
processing of information and knowledge.
15.Knowledge flows - The ways in which knowledge moves around, and
into [towards] and out of, [outside] an organization.

16.Knowledge harvesting [collecting] - A set of methods and techniques for
making tacit knowledge more explicit so that it can be shared more easily.
17.Knowledge management - The explicit and systematic management of
processes enabling vital individual and collective knowledge resources to
be identified, created, stored, shared, and used for benefit. Its practical
expression is the fusion of information management and organizational
learning.
18.Knowledge management tools - The methods and techniques that are
used to support or deliver practical knowledge management. These can
be either information technology systems, e.g., databases, intranets,
extranets, and portals; methodologies; or human networks, e.g.,
communities of practice.
19.Knowledge management strategy - A detailed [specified] plan that
outlines [delineates] how an organization intends to implement
knowledge management principles and practices to achieve
organizational objectives.
20.Knowledge manager - A role with operational and developmental
responsibility for implementing and reinforcing knowledge management
principles and practices. Often acts as central owner of taxonomies and
content standards and knowledge processes. Works to promote access to
information, intelligence support, expertise, and good practices.

21.Knowledge worker - A staff [organization] member whose role relies on
[depends on] his or her ability to find, synthesize, communicate, and
apply knowledge.
22.Learning organization - An organization skilled [competent] at
identifying, creating, storing [keeping], sharing, and using knowledge,
and then modifying its behavior to reflect new knowledge.
23.Lessons learned - Concise descriptions of knowledge derived from
experience that can be communicated through methods and techniques,
such as storytelling and debriefing [questioning] or summarized in
databases. These lessons often reflect on what was done right, what one
might do differently, and how one might improve processes to be more
effective in the future.
24.Mentoring - A one-to-one learning relationship in which a senior staff
member of an organization is assigned to support the development of a
newer [recent] or more junior staff member by sharing his or her
knowledge and wisdom.
25.Organizational culture - The specific collection of values and norms
shared by individuals and groups in an organization that controls the
way they interact with one another and with people outside the
organization.

26.Storytelling - The use of stories as a way of sharing knowledge and
helping learning in an organization. Stories can describe complicated
issues, explain events, communicate lessons, and/or bring about cultural
change.
27.Tacit knowledge - The personalized knowledge that people carry in their
heads. Tacit knowledge is more difficult to formalize and communicate
than explicit knowledge. It can be shared through discussion, storytelling,
and personal interactions. There are two dimensions to tacit knowledge:
(i) a technical dimension, which encompasses [incorporates] the kind
of informal personal skills or crafts [expertise] often referred to as
know-how; and
(ii) a cognitive dimension, which consists of beliefs, ideals, values,
schemata [plans], and mental models that are ingrained
[embedded] in individuals and often taken for granted.

Practice the Ten-Goal Method,

Here’s a simple exercise to simplify
things and to decide what you really [in
truth] want. Take a sheet of paper and write
down [put in writing] a list of ten goals that you’d like to accomplish in the next
year or sometime in the foreseeable [expected] future. Once you have written
down ten goals, ask yourself this question: ‘‘If I could achieve any goal on this
list within twenty-four hours, which one goal would have the greatest positive
impact on my life?’’
Whatever [Of any kind] your answer to that question, put a circle around
that goal and make that your major [most important] definite purpose. From
that moment forward [into view], organize your time and activities around it.
Set a deadline [time limit] for this goal and, if necessary, set sub-
deadlines. Make a list of everything you can do to achieve this goal. Organize
the list by priority and sequence. Decide what is more important and what is
less important in the achievement of the goal. Determine what you need to do
before you do something else. With a list of activities organized by priority and
sequence, you have a plan. Now you are back in control.

Questions to Ask Employers
Bring at least five questions to all interviews to ask employers. Asking
thoughtful [precise] questions shows your interest in the position and
demonstrates that you have researched the company. Avoid [Evade] questions
that you can find the answers to on the company’s website; focus instead on
questions that show you have gone above and beyond to learn about the
employer through news articles, company reports, talking to company
representatives, etc. It is usually appropriate to ask questions at an interview,
and typically the interviewer will invite questions at the end of the interview.
Here are some questions to consider as you develop your list:
1. What kind of training do you offer new employees?
2. When and how are employees evaluated?
3. What are the best/most difficult aspects of working in this
group/organization?
4. What’s the biggest challenge facing this group/organization right now?
5. How would you describe the culture of this organization?
6. What do you see as unique about your organization compared with your
major [main] competitors?
7. What are your plans for expansion in terms of product lines, services, new
branches [subdivisions], etc.?
8. How would you describe this organization’s management style? How are
decisions made?
9. What are some typical first-year assignments [responsibilities]?

«I formulated a project for the CBTIS (Technological Industrial and of Services
Center of Bachelor Degree) 107 of Tuxtepec, Oaxaca, México consisting in giving to the
Library of this Institution with five volumes of English language, of my authorship. A
book for each semester, from the first English book to fifth English book (according to
the plan of studies in this regard of the CBTIS). At no cost to the Institution, because this

A book for each semester, from the first English book to fifth English book (according to the plan of studies in this regard of the CBTIS). At no cost to the Institution, because this is a donation (in the staff, I solve my expenses of the project with income of my employment as a professor that I would be in this CBTIS).
