Introduction
1) Introduction
Highland Scotland is faced with planning for Brexit with almost no information being
available to make planning possible.
The key elements of any plan would be reliant on us knowing:
➢ Will we Brexit?
➢ When will we Brexit?
➢ Which version of Brexit are we facing – an Agreed or a Hard Brexit?
➢ What funding presently enjoyed will we lose?
➢ What will the UK Government do to replace this?
Over the last fortnight it has become apparent that the UK Government is increasingly likely
to opt for a Hard Brexit on 31st October 2019 if the EU 27 don’t back down and scrap the
Irish Backstop. The EU 27 are equally determined to support Ireland and not to back down.
This is a depressing scenario from a UK harking back to the days of Empire. There should be
no shying away from concluding that this will be very difficult for the Highlands, in
particular, to manage. We sit at the end of many supply chains – in particular for food and
medicines. We need to plan to ensure that Highlanders survive and we need to see how we
can reduce the negative impact of the changes on the Highland economy.
This plan attempts to do just that.
2) SWOT Analysis and PESTLE Analysis
The first thing we need to do is to identify the various elements we need to consider when
getting our plan together. First up we should look at our present economy and how this will
be impacted by a Hard Brexit. We will do this through an internal analysis of our own
organisation – a SWOT Analysis and then by looking at how the Highlands will be impacted
by external forces – a PESTLE Analysis.
SWOT Analysis
This asks us to look at the Strengths, Weaknesses, Opportunities and Threats facing the
Council as it prepares this plan for a Hard Brexit. Are we ready or not? If not, what can we
do to improve things or to mitigate the likely damage to ensure the Highlands continues to
survive and thrive.

4) Highland Beneficiaries of EU Funding Streams
There are a variety of ways in which the Highland Council area benefits from various EU
funding streams. We’ll look at these in turn.
4.1) European Regional Development Funding
ERDF has supported organisations working in the Highlands for many years. In the
present funding period, the following recipients have been supported:
➢ Highland Council
The Council has received support in the current funding period to
assist in the delivery of five programmes. These are shown in the
table on the following page. Support has totalled over £4 million
working out at around £1m per annum.
➢ Transport Scotland
Transport Scotland has received funding under theme 4e of ERDF to
promote Low Carbon Strategies. £5.4m has been received in the
current funding period.
➢ Highlands & Islands Enterprise
HIE has benefited to the tune of over £20m in the current ERDF
funding round. These have given assistance and support under
fourteen different programmes. Funding of £5m per annum would be
needed from the UK Government to maintain this level of investment
into the local economy.
➢ Scottish Government
The Scottish Government funds a number of ERDF projects in the
Highland Council area. A total of £18.5m has been provided in the
current funding cycle at a rate of roughly £4.5m per annum.
The overall total of ERDF available for spend in the current funding cycle in the
Highlands is £47.9m or around £12m per annum.

4.2) European Social Fund
ESF has supported organisations working in the Highlands for many years. In the
present funding period, the following recipients have been supported:
➢ Highland Council
The Highland Council has received over £6m of ESF support in the
current funding cycle. This represents a spend of £1.5m per annum on
average.
➢ Skills Development Scotland
Approximately £5.5m of ESF supported spend has been available to
Skills Development Scotland in the current funding cycle. This is spend
of around £1.4m per annum.
➢ Scottish Funding Council
In the current funding cycle the Scottish Funding Council has ESF
spend of £3.4m available for addressing skills gaps and shortages in
the Highlands and Islands – around £850k per annum.
➢ Scottish Government
The Scottish Government run two Highlands an Islands specific
schemes under ESF support. There is a spend of just under £2.8m in
the current cycle or around £700k per annum.
The total funding available under ESF for specific Highlands and Islands spend is
£17.7m over the current cycle - or around £4.5m per annum.

4.3) European Maritime and Fisheries Fund
EMFF has supported organisations working in the Highlands for many years. In the
previous year (2018), the following recipients have been supported:
➢ Mallaig Harbour Authority
Received £136,940 towards the cost of new ice plant.
➢ Highlands & Islands Enterprise
Received £129,249 for encouragement of diversification into seaweed
harvesting.
➢ New Wave Foods
Received two grants totalling £522,203 for diversification into
seaweed farms and associated processing facilities.
➢ Scot Live Shellfish Ltd
Received £92,717 for purchase and installation of processing plant
and equipment.
The previous year (2017) saw a higher total of EMFF grants paid out in the Highland
Council area. Recipients in that year were:
➢ Scrabster Harbour Trust
Received £541,747 towards the cost of new ice plant.
➢ Highland Council Harbours received £1,027,804 for a refrigeration
plant and discards project at Kinlochbervie.
➢ Wester Ross Fisheries Ltd
Received £815,408 for a modernisation & sustainable growth project
in salmon aquaculture.
➢ Cromarty Mussels Ltd
Received £162,265 for the Cromarty Bay Mussel Farm Phase 2 project.
In 2016 the following grants were awarded:
➢ Highland Council Harbours received £303,707 towards the cost of new
high capacity ice plant at Lochinver.
➢ Fassfern Mussels Ltd
Received £186,417 towards the cost of a new mussel farm workboat.
➢ Meatsnacks Limited
Received £141,588 for upgrade and development of a new processing
facility.
Over the last three years the Highlands has seen £4,831,905 of EMFF spend, an
average of over £1.6m per annum which will need to be replaced by UK Government
spend in the event of a Hard Brexit.

4.4) CAP - (a) Rural Development Grants and (b) Direct Support for Agriculture
The following beneficiaries were recipients of funding for Rural Development and Direct
Support for Agriculture from the Common Agricultural Policy. We can see that this
programme is of huge importance to the rural economy. Approximately 3,250 firms and
individuals received support in 2018 alone. Over £28m was provided in Rural Development
funding and over £43m was given in Direct Support for agricultural production and
environmental schemes.
There hasn’t been a proper study to assess the full extent of the loss our rural economy will
suffer if this funding disappears after 2020. It isn’t enough just to replace the EU funding
with a UK scheme. So far the “Shared Prosperity Fund” has made no mention of any support
for the rural economy after year one of a Hard Brexit. We need to have this discussion with
the UK Government immediately. We need the farming lobby to get behind a push for
support well into the future or our economy will suffer immeasurable damage.
It is important to recognise that there is a pronounced Multiplier Effect from this injection of
cash. Farmers in receipt of grants will get out there and spend it with machinery suppliers
with contractors for harvesting with garages with hotels and restaurants who in turn will
pay this out in wages, rent, interest and dividends.
What will happen if this income is lost? There will be a multiplier in reverse. The loss of
£71m in EU farm support will lead to a decline in the rural economy of a multiple of that
amount. The decline would be greater than twice this amount and, in all likelihood, could
easily be as much as three times that sum.
Our study will look later at the loss of market access. The loss of grants can be replaced by
the UK Government if it chooses to do so. The loss of market access cannot be replaced
quickly, if at all, by the sunlit uplands of global markets. Do these markets exist other than in
the minds of fantasists? Selling lamb to New Zealand could be the 21st Century’s version of
coals to Newcastle. We will rue the day we gave these European markets up.
UK Sheepmeat exports to the EU were 83,900 tonnes in 2017 giving a value for UK
production at £4,398.10/tonne of £369,000,590. In the Highlands we have a rough share of
13.6% of the Scottish total which would give a figure of £9.49m in 2017.
It is accepted that the closure of the EU Market to Highland lamb will mean this produce
cannot be sold. If a plan to engage in mass slaughter is to be prevented the UK Government
must step in to acquire this lamb and find a way to dispose of it which tackles food
shortages at home and abroad.
With an Exchange Rate of approximately £1 = $1.2981 in 2017 the sterling value of Sheep
meat Exports was £369.00m for the whole UK. Scotland had a 20.05% share of sheep
numbers so the value of Sheep meat exported would be around £74.00m. The share
exported from the Highlands of Scotland would be £9.49m from our 2.5713% share of UK
production.
A figure of £9.49m would be needed in the Highlands to compensate sheep farmers for the
markets lost from a Hard Brexit.

UK Beef Exports totalled $425.00m in 2017 according to the OEC. Scotland’s share of this
output in £’s would be £58.31m. The Highlands has a relatively low number of cattle and
this gives an implied figure for Beef Exports of only £2.16m.
The Netherlands and Ireland are the two biggest markets we will find it much harder to
operate in after a Hard Brexit. What will replace them?

4.5) Loss of Horizon 2020 Collaboration and Funding
Horizon 2020 is the current programme of European funding for Scientific Research and
Product Development. There isn’t much activity in the Highlands from these funding
programmes by local entities. The following were found from a search of an enormous file
recording all payments to all organisations anywhere on earth in 2018:

In addition to the above, recipients of Horizon 2020 funding may spend this in the
Highlands. I’ve not been able to find a way to capture this.
The loss to the Highlands in support for local organisations will be approximately £0.5m per
annum.
4.6) Loss of LEADER+ Funding
LEADER funding has been available to assist with local development and regeneration
projects around the Highlands. The recipients of the latest funding cycle 2017-18 are shown
below. A UK Government Grant of £2.5m pa would allow this scheme to continue.

4.6) Conclusion & Recommendation
It is clear from all the work done above that the Highlands benefits significantly from our
membership of the European Union. In terms of Grants we are in receipt of the following:

The multiplier effect will be in place here. This money is spent by the recipients to boost the
local economy. We can expect at least double the effect of these cuts to feed through in
short-term hits to local businesses. A £180m hit is unavoidable unless payments continue.
It is recommended that this funding is replaced by the UK Government to ensure that the
Highlands isn’t plunged into the deepest recession since the 1930’s.
5) Loss of Access to EU Markets in the event of a Hard Brexit
Reference has already been made above to the difficulties the Highlands will face in
the event of a Hard Brexit.
These markets are important for a variety of industries. We’ll consider a few of them
here but this list will be far from exhaustive.
Farming
We’ve looked at the loss of export markets for farm produce and the following
appears to be the scale of the difficulty facing farmers.
Sheepmeat exports from the Highlands, taken as a share of UK exports, would be
reduced as follows:
Our estimate is that £9.49m of export sales of sheepmeat would be lost in the event
of a Hard Brexit. Should the UK Government be minded this production could be
acquired by the state to compensate the market participants for the loss occasioned
by a Hard Brexit.
The second category of loss resulting from a Hard Brexit would be in the beef
industry in the Highlands.
The chart below shows the financial impact on Highland farmers from the loss of
market access. Sales to the continent of £2.16m would be lost. As with the example
above were the UK Government so minded the produce could be acquired by the
state.

Our third market involves the sale of fresh fish to the EU. Highland Council has a
significant stake in this endeavour. Our West Coast harbours have been established
and expanded to cater for the Inshore and Deep-Sea fleets pursuing this fishery. A
Hard Brexit will have a huge impact on the turnover and profitability of the boats
using our harbours. It will do likewise for our Harbours.
Fresh fish to the value of over £85 million is being exported from Highland ports. The
above chart assumes exports from the Highlands mirrors those from the rest of the
UK. I suspect the proportion going to France & Spain would be higher from Highland
ports with the USA figure much reduced.

The final category we’ll look at here is shellfish:
Based on the Highlands share of UK landings we’d estimate the total shellfish
exported is £23.38m per annum.
If EU markets are closed off to us we could potentially lose up to £108 million in
exports from the Highlands from fish £85m and shellfish £23m. Further losses would
stem from sheepmeat exports £9.49m and beef exports £2.16m. Taken together this
would result in a drop in direct sales of approximately £120m.
We would see this effect multiplied as these sales pay for wages rent interest and
dividends that in turn are spent on equipment, servicing, housing, dining out, dining
in, vehicles and clothing. The loss to our economy will be double that due to the
contraction.
Effect on Highland Council Harbours
We would expect £4m to be knocked off fuel sales as a result of a Hard Brexit.

6) Loss of Access to Medicines
We all know the tale of “Failing Grayling” and his additional ferry contract with a firm
that had no ferries. How well prepared we are might be better gauged by letting the
drug companies speak for themselves:
Novo Nordisk A/S the Danish supplier of much of the UK’s Insulin (including mine)
commented:
“The extent of the impact on the Company’s operations in the UK will depend significantly on
the outcome of the national UK political process. There is significant uncertainty regarding
the future relationship between the United Kingdom and the EU. Lack of clarity about future
UK laws and regulations as the UK determines which EU-derived laws and regulations to
replace or replicate as part of a withdrawal, including healthcare and pharmaceutical
regulations; financial laws and regulations; tax and free trade agreements; intellectual
property rights; supply chain logistics; environmental, health, and safety laws and
regulations; immigration laws; and employment laws, and this could increase costs, depress
economic activity, and restrict the flow of goods and services between the UK and the EU.
The anticipated annual costs to the Company associated with a “No-Deal Brexit” (exit with
no withdrawal agreement with the EU), primarily relate to additional personnel required to
manage national licenses and to monitor a local clinical trials depot as well as costs related
to batch tracing. Other measures may include, but are not limited to, changing supply routes
to Ireland, changing or transferring the Company’s notified body for devices to an entity
located in an EU member state, and duplicating and transferring Company licenses. In
addition, if the UK leaves the EU customs union, we expect to be liable for customs duties and
declarations on purchase orders fulfilled in the UK and we have already incurred (and expect
to incur further) costs associated with the handling and storage of additional stock delivered,
or to be delivered, to the UK prior to 29 March 2019, the anticipated date of the UK’s
departure from the EU. Until the Brexit negotiations are finalized, however, it is difficult to
assess the overall effect that Brexit will have on our operations and hence the expected costs
to be incurred and the potential impact of Brexit on our business and financial results
remains uncertain. In addition, to the risks identified above, we may be subject to other
material risks that as of the date of this report are not currently known to us or that we deem
less material at this point in time.”

“Extra costs” will mean higher prices for the already under pressure NHS budgets.
This is catatonically stupid. The supply chain operates via Dover. If lives are to be lost
due to unavailability of drugs it is much more likely to be at our end of the supply
chain than the one delivering to Theresa May at the other end.
What steps have Iain Stewart’s team taken to ensure pharmacies will be well stocked
in the event of Brexit? What logistical support has he available to source from
alternative locations should the UK supply chain break down? What will happen to
radioactive isotope supply for radiotherapy in a few weeks’ time? We need to start
providing answers now, the time for wishing away these problems has long gone.
7) Loss of Access to Food
The Highlands is in a stronger position than many parts of the country in having a
fantastic source of supply on our doorstep. Much of this resource heads south for
processing and packaging before moving back north in plastic bags.
As part of our response to Brexit perhaps we could look at shortening the supply
chain & buying food locally? Some acceptance that our supply chain might break
down should lead us to prepare for the possible supply of meals from our extensive
school estate. Even a bowl of porridge in the morning might be relatively cheap to
prepare but prevent the elderly and the unwell going without. Our Resilience team
should look at this without delay. Have we identified who will need our help?
8) Rise in the Cost of Food
This process started some time ago. The fall in value of the £ pound has already
caused a significant amount of food price inflation. This is lagged with many retailers
and suppliers using Futures Contracts and Hedges to prevent rapid price inflation.
But the Hedges expire and the Futures Contracts need replaced. The jump in prices
can be postponed but it cannot be prevented.
The vast majority of families will have little or no savings to fall back on. We must
prepare ourselves for increased foodbank use and rising rent arrears. Can we pass a
by-law ensuring no food goes to landfill and must be donated to food banks?
If we can’t do this, can the Scottish Parliament? If not them, can the “sovereign” UK
Parliament take back control and do the job? This is a matter of urgency.
9) Overall Conclusion
Over the last forty years the Highland Council area has seen a hugely benevolent
European Union investing significant amounts of money to build up the Highland
economy and reduce the impact of insularity and peripherality for our residents and
businesses. This input, we must accept, is about to be lost in the worst of all possible
ways. History will judge those involved in this exercise in national self-immolation
and it will judge them harshly.
10) Action Plan
If we cannot prevent the victory of the Brexit fetishists we must do the best we can
to mitigate the damage and to return our economy to a growth cycle as fast as
possible. We can only hope to achieve this by:
➢ securing £90m to replace lost EU grants & £120m for lost markets.
➢ reducing our dependence on imports
➢ substituting for imports by boosting Highland production
➢ adding more value to our own goods and services
➢ encouraging immigration and training the staff we’ll need
➢ removing barriers to business development
➢ finding new markets for our goods & services to boost exports
➢ encouraging inward investment from home and abroad

  • 2. Introduction 1) Introduction Highland Scotland is faced with planning for Brexit with almost no information being available to make planning possible. The key elements of any plan would be reliant on us knowing: ➢ Will we Brexit? ➢ When will we Brexit? ➢ Which version of Brexit are we facing – an Agreed or a Hard Brexit? ➢ What funding presently enjoyed will we lose? ➢ What will the UK Government do to replace this? Over the last fortnight it has become apparent that the UK Government is increasingly likely to opt for a Hard Brexit on 31st October 2019 if the EU 27 don’t back down and scrap the Irish Backstop. The EU 27 are equally determined to support Ireland and not to back down. This is a depressing scenario from a UK harking back to the days of Empire. There should be no shying away from concluding that this will be very difficult for the Highlands, in particular, to manage. We sit at the end of many supply chains – in particular for food and medicines. We need to plan to ensure that Highlanders survive and we need to see how we can reduce the negative impact of the changes on the Highland economy. This plan attempts to do just that. 2) SWOT Analysis and PESTLE Analysis The first thing we need to do is to identify the various elements we need to consider when getting our plan together. First up we should look at our present economy and how this will be impacted by a Hard Brexit. We will do this through an internal analysis of our own organisation – a SWOT Analysis and then by looking at how the Highlands will be impacted by external forces – a PESTLE Analysis. SWOT Analysis This asks us to look at the Strengths, Weaknesses, Opportunities and Threats facing the Council as it prepares this plan for a Hard Brexit. Are we ready or not? If not, what can we do to improve things or to mitigate the likely damage to ensure the Highlands continues to survive and thrive.

  • 7. 4) Highland Beneficiaries of EU Funding Streams There are a variety of ways in which the Highland Council area benefits from various EU funding streams. We’ll look at these in turn. 4.1) European Regional Development Funding ERDF has supported organisations working in the Highlands for many years. In the present funding period, the following recipients have been supported: ➢ Highland Council The Council has received support in the current funding period to assist in the delivery of five programmes. These are shown in the table on the following page. Support has totalled over £4 million working out at around £1m per annum. ➢ Transport Scotland Transport Scotland has received funding under theme 4e of ERDF to promote Low Carbon Strategies. £5.4m has been received in the current funding period. ➢ Highlands & Islands Enterprise HIE has benefited to the tune of over £20m in the current ERDF funding round. These have given assistance and support under fourteen different programmes. Funding of £5m per annum would be needed from the UK Government to maintain this level of investment into the local economy. ➢ Scottish Government The Scottish Government funds a number of ERDF projects in the Highland Council area. A total of £18.5m has been provided in the current funding cycle at a rate of roughly £4.5m per annum. The overall total of ERDF available for spend in the current funding cycle in the Highlands is £47.9m or around £12m per annum.

This represents a spend of £1.5m per annum on average. ➢ Skills Development Scotland Approximately £5.5m of ESF supported spend has been available to Skills Development Scotland in the current funding cycle. This is spend of around £1.4m per annum. ➢ Scottish Funding Council In the current funding cycle the Scottish Funding Council has ESF spend of £3.4m available for addressing skills gaps and shortages in the Highlands and Islands – around £850k per annum. ➢ Scottish Government The Scottish Government run two Highlands an Islands specific schemes under ESF support. There is a spend of just under £2.8m in the current cycle or around £700k per annum. The total funding available under ESF for specific Highlands and Islands spend is £17.7m over the current cycle - or around £4.5m per annum.

The previous year (2017) saw a higher total of EMFF grants paid out in the Highland Council area.   • 18. 4.4) CAP - (a) Rural Development Grants and (b) Direct Support for Agriculture The following beneficiaries were recipients of funding for Rural Development and Direct Support for Agriculture from the Common Agricultural Policy. We can see that this programme is of huge importance to the rural economy. Approximately 3,250 firms and individuals received support in 2018 alone. Over £28m was provided in Rural Development funding and over £43m was given in Direct Support for agricultural production and environmental schemes. There hasn’t been a proper study to assess the full extent of the loss our rural economy will suffer if this funding disappears after 2020. It isn’t enough just to replace the EU funding with a UK scheme. So far the “Shared Prosperity Fund” has made no mention of any support for the rural economy after year one of a Hard Brexit. We need to have this discussion with the UK Government immediately. We need the farming lobby to get behind a push for support well into the future or our economy will suffer immeasurable damage. It is important to recognise that there is a pronounced Multiplier Effect from this injection of cash. Farmers in receipt of grants will get out there and spend it with machinery suppliers with contractors for harvesting with garages with hotels and restaurants who in turn will pay this out in wages, rent, interest and dividends. What will happen if this income is lost? There will be a multiplier in reverse. The loss of £71m in EU farm support will lead to a decline in the rural economy of a multiple of that amount. The decline would be greater than twice this amount and, in all likelihood, could easily be as much as three times that sum. Our study will look later at the loss of market access. The loss of grants can be replaced by the UK Government if it chooses to do so. The loss of market access cannot be replaced quickly, if at all, by the sunlit uplands of global markets. Do these markets exist other than in the minds of fantasists? Selling lamb to New Zealand could be the 21st Century’s version of coals to Newcastle. We will rue the day we gave these European markets up. UK Sheepmeat exports to the EU were 83,900 tonnes in 2017 giving a value for UK production at £4,398.10/tonne of £369,000,590. In the Highlands we have a rough share of 13.6% of the Scottish total which would give a figure of £9.49m in 2017. It is accepted that the closure of the EU Market to Highland lamb will mean this produce cannot be sold. If a plan to engage in mass slaughter is to be prevented the UK Government must step in to acquire this lamb and find a way to dispose of it which tackles food shortages at home and abroad.
  • 19. With an Exchange Rate of approximately £1 = $1.2981 in 2017 the sterling value of Sheep meat Exports was £369.00m for the whole UK. Scotland had a 20.05% share of sheep numbers so the value of Sheep meat exported would be around £74.00m. The share exported from the Highlands of Scotland would be £9.49m from our 2.5713% share of UK production. A figure of £9.49m would be needed in the Highlands to compensate sheep farmers for the markets lost from a Hard Brexit. The Highlands has a relatively low number of cattle and this gives an implied figure for Beef Exports of only £2.16m. The Netherlands and Ireland are the two biggest markets we will find it much harder to operate in after a Hard Brexit. What will replace them?   • 27. 4.5) Loss of Horizon 2020 Collaboration and Funding Horizon 2020 is the current programme of European funding for Scientific Research and Product Development. There isn’t much activity in the Highlands from these funding programmes by local entities. I’ve not been able to find a way to capture this. The loss to the Highlands in support for local organisations will be approximately £0.5m per annum. 4.6) Loss of LEADER+ Funding LEADER funding has been available to assist with local development and regeneration projects around the Highlands. In terms of Grants we are in receipt of the following: Grant Scheme Amount £ European Regional Development Funding (ERDF) £10m per annum European Social Fund (ESF) £4.5m per annum European Maritime & Fisheries Fund £1.6m per annum Common Agriculture Policy (CAP) - Direct Support £43m per annum Common Agriculture Policy (CAP) – Rural Development £28m per annum Horizon 2020 £0.5m per annum LEADER+ £2.5m per annum Total £90.1m per annum The multiplier effect will be in place here. This money is spent by the recipients to boost the local economy. We can expect at least double the effect of these cuts to feed through in short-term hits to local businesses. A £180m hit is unavoidable unless payments continue. It is recommended that this funding is replaced by the UK Government to ensure that the Highlands isn’t plunged into the deepest recession since the 1930’s.
  • 29. 5) Loss of Access to EU Markets in the event of a Hard Brexit Reference has already been made above to the difficulties the Highlands will face in the event of a Hard Brexit. These markets are important for a variety of industries. We’ll consider a few of them here but this list will be far from exhaustive. Farming We’ve looked at the loss of export markets for farm produce and the following appears to be the scale of the difficulty facing farmers. Sheepmeat exports from the Highlands, taken as a share of UK exports, would be reduced as follows: Our estimate is that £9.49m of export sales of sheepmeat would be lost in the event of a Hard Brexit. Should the UK Government be minded this production could be acquired by the state to compensate the market participants for the loss occasioned by a Hard Brexit. The second category of loss resulting from a Hard Brexit would be in the beef industry in the Highlands. The chart below shows the financial impact on Highland farmers from the loss of market access. Sales to the continent of £2.16m would be lost. As with the example above were the UK Government so minded the produce could be acquired by the state.   • 30. Our third market involves the sale of fresh fish to the EU. Highland Council has a significant stake in this endeavour. Our West Coast harbours have been established and expanded to cater for the Inshore and Deep-Sea fleets pursuing this fishery. A Hard Brexit will have a huge impact on the turnover and profitability of the boats using our harbours. It will do likewise for our Harbours. Fresh fish to the value of over £85 million is being exported from Highland ports. The above chart assumes exports from the Highlands mirrors those from the rest of the UK. I suspect the proportion going to France & Spain would be higher from Highland ports with the USA figure much reduced.   • 31. The final category we’ll look at here is shellfish: Based on the Highlands share of UK landings we’d estimate the total shellfish exported is £23.38m per annum. If EU markets are closed off to us we could potentially lose up to £108 million in exports from the Highlands from fish £85m and shellfish £23m. Further losses would stem from sheepmeat exports £9.49m and beef exports £2.16m. Taken together this would result in a drop in direct sales of approximately £120m. We would see this effect multiplied as these sales pay for wages rent interest and dividends that in turn are spent on equipment, servicing, housing, dining out, dining in, vehicles and clothing. The loss to our economy will be double that due to the contraction. Effect on Highland Council Harbours We would expect £4m to be knocked off fuel sales as a result of a Hard Brexit.   • 33. 6) Loss of Access to Medicines We all know the tale of “Failing Grayling” and his additional ferry contract with a firm that had no ferries. How well prepared we are might be better gauged by letting the drug companies speak for themselves: Novo Nordisk A/S the Danish supplier of much of the UK’s Insulin (including mine) commented: “The extent of the impact on the Company’s operations in the UK will depend significantly on the outcome of the national UK political process. There is significant uncertainty regarding the future relationship between the United Kingdom and the EU. Lack of clarity about future UK laws and regulations as the UK determines which EU-derived laws and regulations to replace or replicate as part of a withdrawal, including healthcare and pharmaceutical regulations; financial laws and regulations; tax and free trade agreements; intellectual property rights; supply chain logistics; environmental, health, and safety laws and regulations; immigration laws; and employment laws, and this could increase costs, depress economic activity, and restrict the flow of goods and services between the UK and the EU. The anticipated annual costs to the Company associated with a “No-Deal Brexit” (exit with no withdrawal agreement with the EU), primarily relate to additional personnel required to manage national licenses and to monitor a local clinical trials depot as well as costs related to batch tracing. Other measures may include, but are not limited to, changing supply routes to Ireland, changing or transferring the Company’s notified body for devices to an entity located in an EU member state, and duplicating and transferring Company licenses. In addition, if the UK leaves the EU customs union, we expect to be liable for customs duties and declarations on purchase orders fulfilled in the UK and we have already incurred (and expect to incur further) costs associated with the handling and storage of additional stock delivered, or to be delivered, to the UK prior to 29 March 2019, the anticipated date of the UK’s departure from the EU. Until the Brexit negotiations are finalized, however, it is difficult to assess the overall effect that Brexit will have on our operations and hence the expected costs to be incurred and the potential impact of Brexit on our business and financial results remains uncertain. In addition, to the risks identified above, we may be subject to other material risks that as of the date of this report are not currently known to us or that we deem less material at this point in time.” https://www.novonordisk.com/content/dam/Denmark/HQ/AnnualReport/2018/PDF/Form-20-F.pdf “Extra costs” will mean higher prices for the already under pressure NHS budgets. This is catatonically stupid. The supply chain operates via Dover. If lives are to be lost due to unavailability of drugs it is much more likely to be at our end of the supply chain than the one delivering to Theresa May at the other end. What steps have Iain Stewart’s team taken to ensure pharmacies will be well stocked in the event of Brexit? What logistical support has he available to source from alternative locations should the UK supply chain break down? What will happen to radioactive isotope supply for radiotherapy in a few weeks’ time? We need to start providing answers now, the time for wishing away these problems has long gone.
  • 34. 7) Loss of Access to Food The Highlands is in a stronger position than many parts of the country in having a fantastic source of supply on our doorstep. Much of this resource heads south for processing and packaging before moving back north in plastic bags. As part of our response to Brexit perhaps we could look at shortening the supply chain & buying food locally? Some acceptance that our supply chain might break down should lead us to prepare for the possible supply of meals from our extensive school estate. Even a bowl of porridge in the morning might be relatively cheap to prepare but prevent the elderly and the unwell going without. Our Resilience team should look at this without delay. Have we identified who will need our help? 8) Rise in the Cost of Food This process started some time ago. The fall in value of the £ pound has already caused a significant amount of food price inflation. This is lagged with many retailers and suppliers using Futures Contracts and Hedges to prevent rapid price inflation. But the Hedges expire and the Futures Contracts need replaced. The jump in prices can be postponed but it cannot be prevented. The vast majority of families will have little or no savings to fall back on. We must prepare ourselves for increased foodbank use and rising rent arrears. Can we pass a by-law ensuring no food goes to landfill and must be donated to food banks? If we can’t do this, can the Scottish Parliament? If not them, can the “sovereign” UK Parliament take back control and do the job? This is a matter of urgency. 9) Overall Conclusion Over the last forty years the Highland Council area has seen a hugely benevolent European Union investing significant amounts of money to build up the Highland economy and reduce the impact of insularity and peripherality for our residents and businesses.
