Why Provide WOTC Subscription Services
Over the last few years there have been four trends which are changing how WOTC is
processed: Applicant tracking systems, integrated governmental databases, electronic WOTC
processing, and sophisticated, self-service business intelligence systems and cloud computing.
Each of these trends has made it much easier for a company to bring the program in house.
Why These Four Trends Make a Difference
1) Increasing use of Applicant Tracking Systems (ATS)
Current estimates are that 75% of large companies use an ATS of some type. Typically, the WOTC
function is integrated with the ATS system as part of the hiring process. This integration enables the IRS
Form 8850 to be signed electronically, greatly simplifying the process. In these circumstances, WOTC
eligibility can be determined without human involvement.
2) Integration of state certifying agencies with state SNAP and Welfare databases
Many states have integrated their WOTC program electronically with state databases for SNAP, TANF,
and, in some cases, Veteran eligibility status. These WOTC target groups are by far the largest. WMS’s
internal statistical data shows that 87% of the certifications issued by the states can be certified without
additional back up documentation, further eliminating the need for additional human involvement in
87% of the certifications.
3) Roll out of online processing systems by the state certifying agencies, and
States are now using electronic systems to process the WOTC program. While varying in functionality
and requirements, these systems typically allow either bulk uploading of 8850 documents or the ability
to enter the information online. These processes can be computer automated, eliminating the need for
human involvement. WMS surveyed all the states concerning their plans for use of such systems and
applied the results to the total number of eligible employees nationally to determine the percentage of
forms that could be handled electronically. Based upon 2014 data, WMS estimates that 89% of the
documents will be subject to online processing, resulting only 11% requiring physical mailing.
Before discussing the last trend, it is important to review the implications of the first three trends for
WOTC. Companies using an ATS can screen and receive electronically 100% of the 8850 forms. Of these
forms, 87% may be submitted immediately without additional documentation. Furthermore, in 89% of
those circumstances, the form will not be touched by a human, so there will be no labor cost involved.
Consequently, in 77% of the circumstances, a WOTC certification may be obtained without any labor
involved in the processing. Of course, the remaining 23% represent a lot of money as well.
4) The advent of sophisticated, self-service business intelligence systems and cloud
computing.
With the advent of sophisticated BI systems that can be run on the cloud, it is easy to pinpoint the
remaining 23% and process their forms. The hardest part of any subscription service is managing internal
staff to ensure that everything is being done in a timely fashion. Modern cloud computing allows this to
be done in a much more sophisticated way, so that any gaps in labor can be filled through outsourcing.
Additionally, a business intelligence system can be used to coordinate the flow of work, focus on ways to
increase the overall credits, and manage labor cost to pursue the remaining certifications.
The bottom line is that these four trends have made it possible to offer WOTC on a subscription service basis, with some variable cost related to a
company’s outsourcing of certain smaller processes of the WOTC service. This approach increases overall credits and reduces the cost of the program.
