5. Two main stages of LFA
Analysis stage Planning stage
Preparatory and launching
analysis
Stakeholders and their inputs
related analysis
Shared needs/problem
analysis
Analysis of objectives as
expected outcomes
Analysis of inputs and
resource allocation
Strategic analysis –
processes , methods,
adaptations , relationships,
responsibility
Accountability analysis
Decisions on main
components of projects
Listing of activities under
each component
6. LFA Template Preparation
After envisioning and analysis, a 4X4 LFA Template is filled up by the project team as a
shared document to facilitates the project implementation, monitoring and evaluation.
7. LFA Glossary-1
Project: An intervention with a specific objective (under an over arching
aim or outcome) that addresses an identified problem or needs-filling gap
in a specific area or target group. A designed intervention or project has a
launching or start date and an end date or duration with allocation of of
resources, requisite activities, action plans, strategies, defined roles and
responsibilities for the project team and stakeholders.
Logical Framework Matrix (LFM): It is a template to provide a systematic
summary of the key design elements (overall objective outcome, outputs,
and activities) the indicators, their means of verification and the
assumptions or risks that may influence success or failure. It facilitates
the project implementation, monitoring and evaluation.
Activities: Specific actions needed and listed to transform inputs into
outputs/ results/ expected outcomes.
Assumption: Statements regarding internal or external potential factors,
conditions, exigencies or risks that are outside the project holder's
control likely to hamper the progress or success of the project.
8. LFA Glossary-2
Indicator: A quantitative or qualitative variable or factor stated in SMART (specific,
measurable, achievable, reliable and time-bound) way to work as as reliable means to
measure outcomes or performance. It is also known as performance indicator
Inputs: The 3Ms [(Men/(Hu)man Money (financial), Materials] along with technological,
information, capacity building and travel resources provisioned for the project
Outputs: In LFA, outputs are seen as products, deliverables, direct visible outcomes and
tangibles which result from the completion the project as achievements or degree of
success.
Performance Indicator: A variable that allows the verification of change or shows results
achieved by the project.
Risk: The emergency, sudden twists-and-turns, or undesirable probability or condition -
outside the direct control of project team or stakeholders - that may adversely affect the
achievement or success of the project. The risks-free conditions are seen as the
assumptions and pre-conditions for success of project
Sources of verification: These are the sources of information, various records, reports, as
well as means and methods used to collect and report progress on indicators made
available for the evaluation of the project parterres and stakeholders
