RIGHTS OF EDUCATION
DEFINE EDUCATION
• Education as a human right means: the right to education is legally
guaranteed for all without any discrimination. states have the obligation to protect,
respect, and fulfil the right to education. there are ways to hold states
accountable for violations or deprivations of the right to education.
The state of education in Pakistan has received a lot of criticism due to a lack of funds for
education in the country, and an unequal distribution of Pakistan's education
resources.[There existed no organization promoting education rights in Pakistan, and no
major recognition of the importance of education by the Pakistani government until 1947,
when an All Pakistan Education Conference convened, recognizing "Universal Primary
Education" as imperative.
HISTORY
• In 1973, Article 37-B of the Pakistani Constitution was created, stating that "The
State shall remove illiteracy and provide free and compulsory secondary
education within minimum possible period. Also created in 1973 was Article 38-D
of the Pakistani Constitution, which states "The State shall provide basic
necessities of life, such as food, clothing, housing, education and medical relief,
for all citizens, irrespective of sex, caste, creed or race, as are permanently or
temporarily unable to earn their livelihood on account of infirmity, sickness or
unemployment.
• In 2010, Article 25-A of the Pakistani Constitution was created, stating that "The
State shall provide free and compulsory education to all children of the age of five
to sixteen years in such manner as may be determined by law.
• Shortly after the passage of Article 25-A in Pakistan, ITA started the RTE
campaign as a means of raising awareness for the new constitutional
amendment, and promoting its enforcement.
RIGHT TO EDUCATION IN PAKISTAN
• As a developing country, Pakistan is suffering
from various social and economic dilemmas. One
of the continuous problems the country faces is
ensuring that the right to education is granted to
every child. According to the Annual Status of
Education Report, 21% of school-age children
and youth in Pakistan do not have access to
school because of poverty and unequal
distribution of resources on a provisional and
regional level.
CHILDREN LABURE EDUCATION
• The government allocates 2% of
GDP for education. However,
almost half of these funds are not
utilized every year.
• On the whole, Pakistan’s
economic development depends
on the number of educated
adults it produces. Equitable and
affordable quality education can
lessen the predicament. Pakistan
cannot obviate the crisis unless or
until it provides equal learning
opportunities to all children.
WOMAN ‘S EDUCATION IN PAKISTAN
• Women's education in Pakistan is a fundamental right of every female citizen,
according to article thirty-seven of theConstitution of Pakistan but gender
discrepancies still exist in the educational sector. According to the 2011 Human
Development Report of the United NationsDevelopment Program, approximately
twice as many males as females receive a secondary education in Pakistan, and
public expenditures on education amount to only 2.7% of the GDP of the country.
IMPORTANCE OF WOMAN’S EDUCATION
• Education is very much connected to women's ability to form social relationships
on the basis of equality with others and to achieve the important social good of
self-respect. It is important, as well, to mobility(through access to jobs and the
political process) and to health and life (through the connection to bodily integrity).
Education can allow women to participate in politics so they can ensure that their
voices and concerns are heard and addressed in the public policy. It is also
crucial for women's access to the legal system.[5] Although it must be considered
that religion and traditions of the Pakistani affect women's education.
EDUCATION SYSTEM IN PAKISTAN
• Education System in Pakistan has always been a subject of great importance
when it comes to the country’s development and progress. Looking at the
situation of current literacy rate in the country, there are some educational
initiatives taken by a few institutions that have led to an improvement in its overall
situation. The Largest Educational Network in Pakistan operated by Punjab
Group of Colleges is contributing towards making education accessible in the
country.
EDUCATION ISSUES AND PROBLEM
• Education issues and problems involve the inaccessibility of the right resources.
In Pakistan education facts very clearly indicate that the major factor that is
effecting literacy is the unavailability of quality education in many areas. That is
one of the major drawbacks of education system in pakistan.
CONCLUSION
• The reforms required in the education system of Pakistan cannot be done by the
government alone, public-private participation and a mix of formal as well as non-formal
education can pull out majority of country’s population from illiteracy. Similarly, to make
the youth of the country an asset, attention should also be paid to vocational and
technical training.
