What is HRD ?
Human Resource Development is the
framework for helping employees develop
their skills, knowledge, and abilities, which
in turn improves an organization's
effectiveness
Human resource development includes training an
individual after he/she is first hired, providing
opportunities to learn new skills, distributing resources
that are beneficial for the employee’s tasks, and any
other developmental activities.

DEFINING HRD
Harbinson and Myers have appropriately defined human
resources development as the process of increasing the
knowledge, skills and capacities of all people in the
country.
DEFINING HRD
According to T.V.Rao “HRD is a continuous planned process by which the
employees are helped to:
• Acquire or sharpen capabilities required to perform various functions
associated with their present or expected future roles.
• Develop their general capabilities as individuals and discover and exploit
their own inner potentials for their own and organization development
purposes.
• Develop an organization culture in which supervisor subordinate
relationships, teamwork and collaboration among sub-units are strong and
contribute to the professional wellbeing, motivation and pride of
employees.”

HRD is a newly adopted concept in the modern industrial world. Its nature
can be discussed under the following headings:

3. Individual as well as organizational

6. HRD is different from organizational

7. HRD is also distinguished from HRM
and MD
HRD is a newly adopted concept in the modern industrial world. Its
nature can be discussed under the following headings:

1. Learning Process
HRD is a continuous learning process and not merely a set of mechanism or techniques.
The techniques such as organization development, training and development,
performance appraisal and career development etc., are used to initiate, facilitate and
promote this process in a continuous way.
2. Cooperative massive efforts
The HRD department may play a major role in the development of employees but the
co-operation of the other parts of an organization is necessary in such an effort.
3. Individual as well as Organizational Dev.
The individual’s inner urges, his genius and potentials are emphasized as worth
developing not just for organizational purposes, but also for his own development.

HRD is a wider and more dynamic concept. Organizational development and
Management development are the approaches. HRD changes with the nature of the

HRD is an administrative function. HRD manager is a line manager and has an
important place in the organization chart. Previously it was treated as a staff function. .

related with the skills, values, attitudes and perception of human beings.

HRD brings performance change through using and unifying the three-fold notion of
training, education and development. It is core discipline of learning in the workplace.

HRD is an integrated and holistic approach to changing work-related behavior. It uses
learning techniques and strategies.
11. Empowerment
Rogers says the HRD incorporates intrinsically social, cultural and spiritual dimensions
to build capacity and empower people. It equips people with relevant skills to have a
healthy and satisfying life.
