1. Backdrop
Over the course of 2010 monsoon season, Pakistan experienced the worst floods in the history,
with the Indus River bursting its banks and inundating vast areas of the country. The floods
affected 78 out of a total of 141 districts in Pakistan, covering one third of its geographical area
and more than 18 million people (one tenth of Pakistan’s population), and devastated villages
across the entire country, from the Himalayas to the Arabian Sea. In Punjab Province 6.2 million
people were affected in 11 districts due to these floods and the roads thoroughly damaged.
Care International in Pakistan responded the flood emergency situations by mainly focusing on
relief and early recovery activities in South Punjab with its partner AWAZ cds and targeted 12
Ucs of District Muzafargarh and 8 UCs of District Rajan Pur for its CIIP-Earthen roads & Culverts
intervention. The principle objective of this project was to improve the socio-economic status
of rural disadvantaged women in Pakistan Punjab Province.
1.1 Objective & Scope
The technical assessment and validation serves as project design verification and is a
requirement of all projects. This report is generated to draw a picture of targeting done in focus
areas. In particular, the selection of roads, culverts and the selection of RMTs were monitored
to establish inferential analysis.
The report is generated to document the ground realities in the shape of SSI on the selection of
geographical areas along with all clusters detail. This SSI and Technical validation was done in all
Union Councils namely Mudh Wala, Daira Deen Panah of District Muzafargarh and UC
Muhammad Pur of District Rajan Pur, where the project is being implemented. It is to be
recalled that base line survey remained missing due to which some of the problems were faced
to refer the results with initial situations.
2. Methodology
The methodology used for the technical validation and assessment and for social impact was
SSI and FGD sessions.
3. Findings
During visit of District Muzafargarh, visited Tehsil Ali Pur, UC Mudh Wala and Tehsil Kot Addu,
UC Daira Deen Panah. Each UC has 3 clusters and every cluster touches 5 to 6 villages of that
area. Each road has 2 to 3 culverts on it.
How were the people of those villages impacted and benefited, according to people some areas
needed roads reconstruction but it was rejected and neglected. In some areas reconstruction
was not even done 20% and in some areas according to the record villages were not located in
that mention cluster.
In UC Mudh Wala, village Mahaaran no proper road reconstruction ,no compaction and dirt was
dry on that road and polluted the way and the soroundings, villagers were not satisfy and they
simply avoided to walk on that road , even RMTs sat there targeted 33 kM and wait for their off
time. In this village road height is just 1 feet and no roller compaction. But some roads of this
UC were in satisfied condition and make people to access their targeted destinations.Any type
of vehicle can drive on those roads and heavy vehicles like tractor-trolleys and wagon also cross
those roads .In village Mahaaran also no culverts built and that why the water from fields
destroying the newly incomplete earthen reconstruction.
In UC Daira Deen Panah, village Sumraa located on sand and also very populated and poor
village, there were 8 KM road reconstruct with sand and make the people very much out of the
way, now people cannot even walk on it and no vehicle can easily walk on this road, people
make complains to IP staff but they never respond to them, this road make them inconvenient.
People also complain about the soil they took from their lands and destroy their lands and in
the result of it they did not even reconstructed 2 KM properly. People stop crossing on this road
and take the alternate metal road which too long for them to travel and time taken and
sometime out of the way. In other villages condition is better but not satisfactory.
In UC Muhammad Pur, Tehsil JamPur, District Rajan Pur, the 3 clusters visited and all roads and
culverts monitored, In village named Chuk Lunda the road users satisfied about the
reconstruction but they were not agreed with width of the road they thought before this road
was wide and about mobility and access to the hospital and markets and schools they satisfied
that the way is clean smooth for walk and drive. Home based business women were convinced
that road is clean, no blockage and holes on it and easily it linked to main road from where they
can hire any vehicle to market and then back on the door step of their homes. In village
Jaskaani road maintainance team on the spot because of the call from IPs that visit is going to
held but in routin they just came by their convenient and do nothing. People has complain
about this road that they are not better enough as they promised us and women complain
about the selection process of RMTs that this was not properly done.In village Khalid Husain
Roads were not properly compacted. In this village farmers not satisfied about the work done
by IPs and vendor. Vendor took their soil and did not back fill their land and did not do proper
compaction because of that their fields are effecting.
An Overview
It is devised a tool to get an over view of the selection process adopted in CIIP Project
Components earthen roads and culverts. Among the whole sample it is found that bigger chunk
of considerations was kept by donor and vendor and then IP and in the end community. The
second most important the criteria they find only in rough estimation. They give key to vendor
to build the road no matter what extent. Vendor did not used technical material in this process.
The third most important point considered during assessment and validation was recorded that
no actual record of replacement and design change of culverts and in roads height and length
and depth provided by IPs. Their all record is blank, no proof of any change and replacement.
IPs coordination with vendor and beneficiary is not effectively successful.

The report is generated to document the ground realities in the shape of SSI on the selection of geographical areas along with all clusters detail. This SSI and Technical validation was done in all Union Councils namely Mudh Wala, Daira Deen Panah of District Muzafargarh and UC Muhammad Pur of District Rajan Pur, where the project is being implemented. It is to be recalled that base line survey remained missing due to which some of the problems were faced to refer the results with initial situations. 2. Methodology The methodology used for the technical validation and assessment and for social impact was SSI and FGD sessions. 3. Findings During visit of District Muzafargarh, visited Tehsil Ali Pur, UC Mudh Wala and Tehsil Kot Addu, UC Daira Deen Panah. Each UC has 3 clusters and every cluster touches 5 to 6 villages of that area. Each road has 2 to 3 culverts on it.
  • 4. How were the people of those villages impacted and benefited, according to people some areas needed roads reconstruction but it was rejected and neglected. In some areas reconstruction was not even done 20% and in some areas according to the record villages were not located in that mention cluster. In UC Mudh Wala, village Mahaaran no proper road reconstruction ,no compaction and dirt was dry on that road and polluted the way and the soroundings, villagers were not satisfy and they simply avoided to walk on that road , even RMTs sat there targeted 33 kM and wait for their off time. In this village road height is just 1 feet and no roller compaction. But some roads of this UC were in satisfied condition and make people to access their targeted destinations.Any type of vehicle can drive on those roads and heavy vehicles like tractor-trolleys and wagon also cross those roads .In village Mahaaran also no culverts built and that why the water from fields destroying the newly incomplete earthen reconstruction. In UC Daira Deen Panah, village Sumraa located on sand and also very populated and poor village, there were 8 KM road reconstruct with sand and make the people very much out of the way, now people cannot even walk on it and no vehicle can easily walk on this road, people make complains to IP staff but they never respond to them, this road make them inconvenient. People also complain about the soil they took from their lands and destroy their lands and in the result of it they did not even reconstructed 2 KM properly. People stop crossing on this road and take the alternate metal road which too long for them to travel and time taken and sometime out of the way. In other villages condition is better but not satisfactory. In UC Muhammad Pur, Tehsil JamPur, District Rajan Pur, the 3 clusters visited and all roads and culverts monitored, In village named Chuk Lunda the road users satisfied about the reconstruction but they were not agreed with width of the road they thought before this road was wide and about mobility and access to the hospital and markets and schools they satisfied that the way is clean smooth for walk and drive. Home based business women were convinced that road is clean, no blockage and holes on it and easily it linked to main road from where they can hire any vehicle to market and then back on the door step of their homes. In village Jaskaani road maintainance team on the spot because of the call from IPs that visit is going to held but in routin they just came by their convenient and do nothing. People has complain about this road that they are not better enough as they promised us and women complain about the selection process of RMTs that this was not properly done.In village Khalid Husain Roads were not properly compacted. In this village farmers not satisfied about the work done by IPs and vendor. Vendor took their soil and did not back fill their land and did not do proper compaction because of that their fields are effecting. An Overview
  • 5. It is devised a tool to get an over view of the selection process adopted in CIIP Project Components earthen roads and culverts. Among the whole sample it is found that bigger chunk of considerations was kept by donor and vendor and then IP and in the end community. The second most important the criteria they find only in rough estimation. They give key to vendor to build the road no matter what extent. Vendor did not used technical material in this process. The third most important point considered during assessment and validation was recorded that no actual record of replacement and design change of culverts and in roads height and length and depth provided by IPs. Their all record is blank, no proof of any change and replacement. IPs coordination with vendor and beneficiary is not effectively successful.
