ANNEX-"B"
1 Factory Inspection
1.1 Pre-Shipment/Factory Inspection Y Y
M/s Huawei will arrange, NTC will conduct as per contract
Agreement.
2 Transportation
2.1
Transportation of equipment to warehouse and
Sites
Y
M/s Huawei shall render the delivery of equipment at its
respective ware houses (Karachi/Lahore/Islamabad) and at
destination/site at its own risk and cost.
3 Storage space
3.1 Arrangement of storage for equipment at site. Y
Respective regional directors NTC (Islamabad, Peshawar,
Lahore, Multan, Karachi) shall provide space for storage of
delivered sealed boxes.
4 Implementation Plan
4.1
supply the complete implementation schedule
before effective date of contract.

Huawei shall submit Project Implementation Plan and NTC
shall approve.
5 Delivery of Equipment
5.1 Delivery from Sea/dry port to warehouse. Y
M/s Huawei shall arrange the delivery of equipment from
sea/dry port to warehouse.
5.2 Delivery plan Y
NTC shall provide delivery plan within 45 days after arrival
of equipment in Huawei warehouses.
5.3 Delivery at sites Y
M/s Huawei shall arrange the delivery of equipment at NTC
sites.
5.4 Security of sealed boxes on site. Y
Sealed boxes along with delivery note having all necessary
information will be handed over by rep of M/s Huawei to the
NTC official at site.
5.5 Open box inspection as per BOQ. Y Y
Site wise Joint inspection shall be carried out as per mutually
agreed schedule.
5.6
Left over accessories/loose items after completion
of installation.
Y Y
M/s Huawei shall handover all the leftover accessories/loose
items to NTC rep duly checked by both parties and sealed in
a box by M/s Huawei.
5.7 Taking over of Equipment (After PAT) Y
After completion of successful PAT the equipment will be
taken over by Respective regional directors NTC (Islamabad,
Peshawar, Lahore, Multan, Karachi) as per BOQ.
6 Site Survey

7.4 Provision of Engine Generators connectivity. Y Y
NTC will provide E/G backup for rectifiers whereas M/s
Huawei shall provide and lay the power cable from Engine
Gen. to ACDB.
7.5
Minor Civil works in result of installation on site
e.g. digging of trench, Duct hole etc.
Y
Huawei shall do the civil works against laying of AC/DC
cable, runways etc.
8 Approval of experienced sub contractors Y Y
Hauwei shall get approval of subcon from Project Director
NTC
8.1 Number of installation teams of Subcontractor Y At least two in small rings and three in a big ring.
8.2
Intimation of name and contacts numbers of
installation teams and arranging a meeting with
NTC DWDM teams for briefing.
Y After one month from the date of signing of contract

charge to supervise the installation work

DWDM/ NG SDH Equipment installation and
Installation material.
9.1
Installation of SDH/DWDM equipment complete
in all respect including runways and fitting
material etc.
Y As per technical specification, BOQ and site Survey.
9.2
DWDM/NG SDH power equipment and
Environmental alarms
Y
All the DWDM/NG SDH power equipment and
Environmental alarms other than supplied under this Contract
will be provided by NTC.
9.3
Integration of DWDM/NG SDH power equipment
and Environmental alarms
Y
Extension and integration of the alarms with NMS placed at
Karachi, Islamabad, Lahore, Multan (Central) and Peshawar
shall be the responsibility of M/s Huawei.
9.4
Laying of patch cords from line ODF to the
equipment, inter ODF patching for the pass
through node to through connect the fiber pair for
DWDM system end to end including all material
required.
Y NTC Shall coordinate/assist.
9.5 Allocation of fiber pair Y
9.6 All optical tributaries shall be terminated on ODF. Y As per BOQ.
10 Power Equipment
10.1
Provision of DC power (Rectifiers and Battery
Banks)
Y
As per site survey and BOQ, Huawei shall provide rectifiers
(Single/Three phase) and battery banks (Low Mtce/Mtce
free). However, The sites mentioned by NTC where Huawei
EMERSON NGN rectifiers and batterybanks are available,
DC power for DWDM/ NG SDH shall be drawn from
existing rectifiers.
10.2
Installation of Power equipment complete in all
respect including runways, trenches, power cable,
AC breakers, AC and DC DBs as required in the
BOQ and site survey.
Y
M/s Huawei will provide complete accessories which are
necessary for a complete functioning of an entity.
10.3
Provision and installation of AC MCCB and
ACDB
Y
1) Huawei shall provide and install AC MCCB in case space
is available in the existing AC DB otherwise AC MCCB
shall be provided and terminated by M/s Huawei as per site
survey. 2) ACDB shall be
provided and installed by M/s Huawei as per BOQ.
10.4
Design and approval of PCM cables, coaxial
cables, Power cables, AC/DC DB and ODF etc
Y Y
Huawei shall furnish the technical details and samples to
NTC for approval. NTC shall approve as per quality
standards and technical specifications.
11 Commercial Power Y Y
NTC shall provide the AC power termination point in the
nearest room or DG set room. Power cables and ACDB shall
be arranged and properly terminated by M/s Huawei as per
Hardware Quality standards ANX 'F'
12 EARTHING
12.1 Grounding (Telecom equipment and Power) Y
1)Huawei will provide new earthing (Telecom equipment
and Power) as per BOQ, technical specifications and site
survey.
2) Hauwei shall improve the earthing where the ohmic value
of earth resistance is greater than 1, also Huawei shall extend
the grounding cable of sufficient gauge from the existing
earth pit/earth plate to connect with the new equipment.
12.2 Exsisting Earth Bus. Y
If existing earth bus in the equipment room has less number
of extension points then Huawei shall arrange a separate
earth plate. However earth resistance increase due to the new
connection cable shall be taken in to account by Huawei so
that it does not increase 1 ohm.
13 O&M Terminals
13.1 U-2000 Server and Clients and LCT terminals. Y
To be provided as per BOQ, technical specification and
made fully functional as an entity after detailed survey.
13.2
Licensed Software for server, clients along with
CD.
Y
To be provided as per BOQ, technical specification and
made fully functional as an entity after detailed survey.
13.3 Routers/Switches for DCN connectivity. Y
To be provided as per BOQ, technical specification and
made fully functional as an entity after detailed survey.
13.4 UPS for O&M Terminals Y
To be provided as per BOQ, technical specification and
made fully functional as an entity after detailed survey.
13.5 Furniture for O&M Terminal (where required) Y To be arranged by NTC.
13.6
Cable ducts/sockets and all other accessories for
NMS terminal (at Lahore, Karachi, Peshawar,
Multan C, Islamabad).

To be provided by M/s Huawei as per site requirement and
detailed site survey.
14 PAT
14.1 Submission of PAT protocols/documents. Y
Huawei shall submit complete PAT documents for
finalization within one month after effective date of contract.
14.2 Approval of PAT protocols/documents. Y
NTC head N&SE will approve the PAT protocols within one
(1) month after submission.
14.3 Nomination of PAT teams Y Y
NTC will detail PAT team. Test equipment and Transport
shall be arranged by Huawei. At least two PAT teams shall
be required for each ring.
14.4 Pre PAT Test Y Y
M/s Huawei shall perform a pre-PAT test along with NTC
team before offering of PAT.
14.5 Offering of PAT Y After successful completion of installation of equipment.
14.6 Conduct of PAT. Y Y
The acceptance tests on the Equipment shall be conducted on
ring Basis. The Provisional Acceptance Testing (PAT) shall
be started by Huawei and NTC within five working (5) days
after the date of submission of the PAT offer by the Huawei.
14.7 Removal of discrepancies Y
In case of any deficiency/discrepancy during provisional
acceptance testing (PAT), it will be recorded and
acknowledged by both the NTC and the Vendor. The Vendor
will remove/rectify such faults/defects and again
conduct/offer equipment/ring for PAT to NTC.
13.7
Support during network operation after trial
loading.

14 Spares
14.1 Arrangement of store for spare. Y NTC shall arrange the storage of Spares.
14.2 Spares shall be provided as per BOQ. Y Spares shall be handed over and tested at the time of PAT.

In case of any Conflict and Difference of
Opinion.
15.1
In case of any Conflict and Difference of Opinion
arising during the project implementation
regarding BOQ and installation etc, the contract
agreement shall be referred and decision shall be
made.
Y Y NTC and Huawei shall follow.
16 Traffic Shifting/Cutover Plan
16.1
Shifting of load from existing SDH STM-4
(SIEMENS) to newly installed 10 G DWDM/NG
SDH System.
Y
NTC shall fully coordinate at every stage. Huawei and NTC
shall define methodology before start of this activity.
16.2
The detailed cutover plan shall be submitted by
M/s Hauwei within 30 x days after signing of this
contract and same shall be approved by NTC.
Y Y NTC Shall approve the shifting/cutover plan.
16.3
supply, install and commission the equipment
including load shifting from old system to newly
installed system within 06 months from the date
of signing of contract.

16.4 Stabilization Period.
M/s Huawei Will ensure during the observatory period that
no outage or breakdown is encountered during the
stabilization period.
17 PAC Issuance Y As per contract.
18 FAC Issuance Y As per contract.

  • 1. ANNEX-"B" 1 Factory Inspection 1.1 Pre-Shipment/Factory Inspection Y Y M/s Huawei will arrange, NTC will conduct as per contract Agreement. 2 Transportation 2.1 Transportation of equipment to warehouse and Sites Y M/s Huawei shall render the delivery of equipment at its respective ware houses (Karachi/Lahore/Islamabad) and at destination/site at its own risk and cost. 3 Storage space 3.1 Arrangement of storage for equipment at site. Y Respective regional directors NTC (Islamabad, Peshawar, Lahore, Multan, Karachi) shall provide space for storage of delivered sealed boxes. 4 Implementation Plan 4.1 supply the complete implementation schedule before effective date of contract. Y Y Huawei shall submit Project Implementation Plan and NTC shall approve. 5 Delivery of Equipment 5.1 Delivery from Sea/dry port to warehouse. Y M/s Huawei shall arrange the delivery of equipment from sea/dry port to warehouse. 5.2 Delivery plan Y NTC shall provide delivery plan within 45 days after arrival of equipment in Huawei warehouses. 5.3 Delivery at sites Y M/s Huawei shall arrange the delivery of equipment at NTC sites. 5.4 Security of sealed boxes on site. Y Sealed boxes along with delivery note having all necessary information will be handed over by rep of M/s Huawei to the NTC official at site. 5.5 Open box inspection as per BOQ. Y Y Site wise Joint inspection shall be carried out as per mutually agreed schedule. 5.6 Left over accessories/loose items after completion of installation. Y Y M/s Huawei shall handover all the leftover accessories/loose items to NTC rep duly checked by both parties and sealed in a box by M/s Huawei. 5.7 Taking over of Equipment (After PAT) Y After completion of successful PAT the equipment will be taken over by Respective regional directors NTC (Islamabad, Peshawar, Lahore, Multan, Karachi) as per BOQ. 6 Site Survey Responsibility Matrix RemarksHuawei NTCS.   • 2. 6.1 Documentation of Survey reports Y 6.2 Approval of survey reports Y with in seven (7) days after effective date of contract. 7 Site Preparation 7.1 Acquisition of site. Y For PTCL sites. 7.2 Site space Y Dismantling etc. 7.3 Renovation of sites as per BOQ. Y Civil works, Air-conditioning etc. 7.4 Provision of Engine Generators connectivity. Y Y NTC will provide E/G backup for rectifiers whereas M/s Huawei shall provide and lay the power cable from Engine Gen. to ACDB. 7.5 Minor Civil works in result of installation on site e.g. digging of trench, Duct hole etc. Y Huawei shall do the civil works against laying of AC/DC cable, runways etc. 8 Approval of experienced sub contractors Y Y Hauwei shall get approval of subcon from Project Director NTC 8.1 Number of installation teams of Subcontractor Y At least two in small rings and three in a big ring. 8.2 Intimation of name and contacts numbers of installation teams and arranging a meeting with NTC DWDM teams for briefing.   • 3. 9 DWDM/ NG SDH Equipment installation and Installation material. 9.1 Installation of SDH/DWDM equipment complete in all respect including runways and fitting material etc. Y As per technical specification, BOQ and site Survey. 9.2 DWDM/NG SDH power equipment and Environmental alarms Y All the DWDM/NG SDH power equipment and Environmental alarms other than supplied under this Contract will be provided by NTC. 9.3 Integration of DWDM/NG SDH power equipment and Environmental alarms Y Extension and integration of the alarms with NMS placed at Karachi, Islamabad, Lahore, Multan (Central) and Peshawar shall be the responsibility of M/s Huawei. 9.4 Laying of patch cords from line ODF to the equipment, inter ODF patching for the pass through node to through connect the fiber pair for DWDM system end to end including all material required. Y NTC Shall coordinate/assist. 9.5 Allocation of fiber pair Y 9.6 All optical tributaries shall be terminated on ODF. Y As per BOQ. 10 Power Equipment 10.1 Provision of DC power (Rectifiers and Battery Banks) Y As per site survey and BOQ, Huawei shall provide rectifiers (Single/Three phase) and battery banks (Low Mtce/Mtce free). However, The sites mentioned by NTC where Huawei EMERSON NGN rectifiers and batterybanks are available, DC power for DWDM/ NG SDH shall be drawn from existing rectifiers. 10.2 Installation of Power equipment complete in all respect including runways, trenches, power cable, AC breakers, AC and DC DBs as required in the BOQ and site survey. Y M/s Huawei will provide complete accessories which are necessary for a complete functioning of an entity. 10.3 Provision and installation of AC MCCB and ACDB Y 1) Huawei shall provide and install AC MCCB in case space is available in the existing AC DB otherwise AC MCCB shall be provided and terminated by M/s Huawei as per site survey. 2) ACDB shall be provided and installed by M/s Huawei as per BOQ. 10.4 Design and approval of PCM cables, coaxial cables, Power cables, AC/DC DB and ODF etc Y Y Huawei shall furnish the technical details and samples to NTC for approval. NTC shall approve as per quality standards and technical specifications.
  • 4. 11 Commercial Power Y Y NTC shall provide the AC power termination point in the nearest room or DG set room. Power cables and ACDB shall be arranged and properly terminated by M/s Huawei as per Hardware Quality standards ANX 'F' 12 EARTHING 12.1 Grounding (Telecom equipment and Power) Y 1)Huawei will provide new earthing (Telecom equipment and Power) as per BOQ, technical specifications and site survey. 2) Hauwei shall improve the earthing where the ohmic value of earth resistance is greater than 1, also Huawei shall extend the grounding cable of sufficient gauge from the existing earth pit/earth plate to connect with the new equipment. 12.2 Exsisting Earth Bus. Y If existing earth bus in the equipment room has less number of extension points then Huawei shall arrange a separate earth plate. However earth resistance increase due to the new connection cable shall be taken in to account by Huawei so that it does not increase 1 ohm. 13 O&M Terminals 13.1 U-2000 Server and Clients and LCT terminals. Y To be provided as per BOQ, technical specification and made fully functional as an entity after detailed survey. 13.2 Licensed Software for server, clients along with CD. Y To be provided as per BOQ, technical specification and made fully functional as an entity after detailed survey. 13.3 Routers/Switches for DCN connectivity. Y To be provided as per BOQ, technical specification and made fully functional as an entity after detailed survey. 13.4 UPS for O&M Terminals Y To be provided as per BOQ, technical specification and made fully functional as an entity after detailed survey. 13.5 Furniture for O&M Terminal (where required) Y To be arranged by NTC. 13.6 Cable ducts/sockets and all other accessories for NMS terminal (at Lahore, Karachi, Peshawar, Multan C, Islamabad). Y To be provided by M/s Huawei as per site requirement and detailed site survey. 14 PAT 14.1 Submission of PAT protocols/documents. Y Huawei shall submit complete PAT documents for finalization within one month after effective date of contract. 14.2 Approval of PAT protocols/documents. Y NTC head N&SE will approve the PAT protocols within one (1) month after submission. 14.3 Nomination of PAT teams Y Y NTC will detail PAT team. Test equipment and Transport shall be arranged by Huawei. At least two PAT teams shall be required for each ring. 14.4 Pre PAT Test Y Y M/s Huawei shall perform a pre-PAT test along with NTC team before offering of PAT.
  • 5. 14.5 Offering of PAT Y After successful completion of installation of equipment. 14.6 Conduct of PAT. Y Y The acceptance tests on the Equipment shall be conducted on ring Basis. The Provisional Acceptance Testing (PAT) shall be started by Huawei and NTC within five working (5) days after the date of submission of the PAT offer by the Huawei. 14.7 Removal of discrepancies Y In case of any deficiency/discrepancy during provisional acceptance testing (PAT), it will be recorded and acknowledged by both the NTC and the Vendor. The Vendor will remove/rectify such faults/defects and again conduct/offer equipment/ring for PAT to NTC. 13.7 Support during network operation after trial loading. Y 14 Spares 14.1 Arrangement of store for spare. Y NTC shall arrange the storage of Spares. 14.2 Spares shall be provided as per BOQ. Y Spares shall be handed over and tested at the time of PAT. 15 In case of any Conflict and Difference of Opinion. 15.1 In case of any Conflict and Difference of Opinion arising during the project implementation regarding BOQ and installation etc, the contract agreement shall be referred and decision shall be made. Y Y NTC and Huawei shall follow. 16 Traffic Shifting/Cutover Plan 16.1 Shifting of load from existing SDH STM-4 (SIEMENS) to newly installed 10 G DWDM/NG SDH System. Y NTC shall fully coordinate at every stage. Huawei and NTC shall define methodology before start of this activity. 16.2 The detailed cutover plan shall be submitted by M/s Hauwei within 30 x days after signing of this contract and same shall be approved by NTC. Y Y NTC Shall approve the shifting/cutover plan.
  • 6. 16.3 supply, install and commission the equipment including load shifting from old system to newly installed system within 06 months from the date of signing of contract. Y 16.4 Stabilization Period. M/s Huawei Will ensure during the observatory period that no outage or breakdown is encountered during the stabilization period. 17 PAC Issuance Y As per contract. 18 FAC Issuance Y As per contract.
