Alternative to Arc and Taxes
1. Objective
To develop and operate a successful, sustainable,
community recreational facility without creating yet
another tax burden on the citizens of Kirkland.
“Y” not look at another Option?
2. The YMCA has 100 years experience building and
operating beautiful, vibrant facilities at a far more
reasonable cost and without a permanent tax bill.
“Y” not look at another Option?
YMCA Sq Ft Cost Community Funds
Stanwood 48,000 $23M $17M
Sumner 110,000 $35M $16.4M
Hazelwood 85,000 $22M $12M

3. Prop 1 – It doesn’t end when the ARC
is paid for …. It’s forever!

$3,000,000 $750.00 $2,250.00 $22,500.00 $67,500.00
Your cost over 30 years ….
4. Cost of ARC unknown
Cost of use unknown but …
Daily use fee for the ARC may be about $4 per day per
person. This means ….
Kirkland ARC - $4.00 per visit
Per Day Per Month Per Year
Individual $4.00 $120.00 $1,440.00
Family of 4 $16.00 $480.00 $5,760.00
Then add Property Tax Each Year of $125 to $375 for a
$500K house. Over 30 years – the cost could range from
$3750 to 11,250
5. The Alternative
YMCA has a sliding scale based, but the max is:
Per Day Per Month 1x Fee
Adult $57.00 $100.00
Family of 4 $130.00 $150.00
No annual membership fee or tax
Unlimited use - free classes, pools, etc.
No tax burden to the citizens
100 years of experience in building and operations
6. The proposed tax on the citizens of Kirkland is
unnecessary when the YMCA will provide a world
class facility at no burden to the tax payer.
The YMCA is the premier developer of community
recreation facilities in the United States, with a 130
year track record of success of unequaled
contribution to the communities they serve.
“Y” not get a proposal from the Y?
7. The closing of a local high school pool has inspired
interest in researching not only the high school pool
replacement, but also, enhancing the fitness and
wellness opportunities in Kirkland.
The Stanwood/Camano YMCA, now under
construction, was also inspired by the closing of their
pool. Their facility, their process and their project, is
included in these project examples.
Kirkland isn’t the only City that has
lost their HS Swim Pool

17. Four recent, relevant development examples were chosen, three
from YMCA/Pierce/Kitsap Association, and one, Stanwood/Camano,
now under construction, from YMCA Snohomish County Association. All
of these examples were developed, owned and operated by the YMCA.
YMCA Branches are organized into associations by county.
Kirkland would be within Greater Seattle YMCA Assoc. covering King
County.
Greater Seattle Association YMCA Branches include the majority of
classes and programs without class fees. Swimming lessons are the
exception at low fees from $48 to $78 for 8 lessons. Other pool use and
programs are ‘no charge’.
