SUBJECT: Resolution authorizing the City Manager to award funds for the Fiscal Year 2024
Alamo Heights Community Improvement Grant

SUMMARY
Discussion and possible action on a Resolution authorizing the City Manager to award funds for
the Fiscal Year (FY) 2024 Alamo Heights Community Improvement Grant. A total of three
community organizations are proposed for funding in the total amount of $50,000. Proposed
funding recipients include Alamo Heights Optimist Club in an amount of $22,000, Bark Park
Alamo Heights in an amount of $18,000, and San Antonio Audubon Society Inc. in an amount of
$10,000.
BACKGROUND INFORMATION
In the Fiscal Year 2023 Budget, City Council budgeted $25,000 for local community groups to
support in-demand projects that improve public assets in the City. Many public parks and
community assets are managed by non-profit organizations or collections of engaged residents.
The funds were designated to provide financial assistance to improve these resources to allow for
greater use by the community. The distribution of these funds was competitive. Three
organizations submitted projects for funding consideration, and on May 22, 2023, Council awarded
two applicants $12,500 each for their respective projects. The funding awardees included the
Friends of the Hondondo Creek Trails for materials to improve the condition and longevity of an
existing section of the trail network between Acacia and Greely and the Alamo Heights Bike Park
for an entry gate and site fencing at the Bike Park at 230 Jones Maltsberger.
In the current FY 2024 Budget, City Council budgeted $50,000 for the Community Improvement
Grant. On November 8th
, 2023, the call for applications was announced via email blast, social
media, the City website, and email notification to previous applicants. A total of five applicants
submitted proposals before the January 12th
, 2024 deadline. The five applicants submitted the
following proposals:
 Alamo Heights Historical Association requested $40,047 for Centennial Homes historic
plaques to commemorate houses in Alamo Heights that are over 100 years old;
 Friends of the Hondondo Creek Trails requested $25,000 for materials to improve the
condition and longevity of an existing section of the Jack Judson Nature Trail between
Morse and Acacia;
 Alamo Heights Optimist Club requested $24,698 for adding lights and sprinkler system to
irrigate the green space at 212 Kampmann, also known as the Albert Earl Plaza;
 Bark Park Alamo Heights requested $20,000 for maintenance and improvements of the
drainage and plumbing systems at the Bark Park; and
 San Antonio Audubon Society Inc. requested $10,000 to repair and secure the Audubon
Trail House located near the trailhead for the Jack Judson Nature Trails.
Each of the grant applications was evaluated according to the organization’s goals and experience
and project proposal, the anticipated project impact, the return on city investment and leveraged
outside funding, and the project completion timeline. Due to these criteria, a proposal is submitted
to Council for consideration of the following awards:
 Alamo Heights Optimist Club – $22,000
 Bark Park Alamo Heights – $18,000
 San Antonio Audubon Society Inc. – $10,000
Funds will be issued on a reimbursement basis or via direct payment to vendors with prior approval
by the City’s Assistant City Manager and Finance Director.
POLICY ANALYSIS
The award of Community Improvement Grant funds to the San Antonio Audubon Society, San
Alamo Heights Optimist Club and Bark Park Alamo Heights is consistent with the City’s efforts
to provide quality recreational services to the citizens of Alamo Heights.
FISCAL IMPACT
This Resolution authorizes the City Manager to award $22,000.00 to Alamo Heights Optimist Club
for lights and a sprinkler system at Albert Earl Plaza, $18,000.00 to Bark Park Alamo Heights for
maintenance and improvements of the drainage and plumbing systems at the Bark Park, and
$10,00.00 to San Antonio Audubon Society Inc. for repairs and securing of the Audubon Trail
House from the Community Improvement Grant. The total award amount of $50,000 is available
in the General Fund’s FY 2024 Adopted Budget.
COORDINATION
Staff coordinated with the City Attorney and City Manager.

A RESOLUTION OF THE CITY OF ALAMO HEIGHTS, TEXAS
AUTHORIZING THE CITY MANAGER TO AWARD FUNDS TO SAN
ANTONIO AUDUBON SOCIETY INC. IN AN AMOUNT OF $10,000,
ALAMO HEIGHTS OPTIMIST CLUB IN AN AMOUNT OF $22,0000,
AND TO BARK PARK ALAMO HEIGHTS IN AN AMOUNT OF $18,000
FOR THE FISCAL YEAR 2024 ALAMO HEIGHTS COMMUNITY
IMPROVEMENT GRANT; AND SETTING AN EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights (“City”) supports the efforts of local community
groups, non-profit organizations, and collections of engaged residents to envision, develop, and
maintain public parks and other community assets in Alamo Heights; and
WHEREAS, the City demonstrated their support of local community groups by budgeting
funds in the amount of $50,000 in Fiscal Year (FY) 2024 for the Alamo Heights Community
Improvement Grant; and
WHEREAS, the Community Improvement Grant funds were designated to provide
financial assistance to improve community assets to allow for greater use by the community; and
WHEREAS, the funds would be awarded for in-demand projects submitted for funding
consideration by eligible non-profits that support Alamo Heights community assets; and
WHEREAS, five local community groups submitted applications for projects for funding
consideration: San Antonio Audubon Society Inc., Alamo Heights Optimist Club, Friends of the
Hondondo Creek Trails, Alamo Heights Historical Association, and Bark Park Alamo Heights;
and
WHEREAS, each of the grant applications was evaluated according to the organization’s
goals and experience and project proposal, the anticipated project impact, the return on city
investment and leveraged outside funding, and the project completion timeline; and
WHEREAS, this Resolution is to award funds for the FY 2024 Alamo Heights Community
Improvement Grant. Funds will be disbursed on a reimbursement basis, or via direct payment to
vendors pending prior approval by the City’s Assistant City Manager and Finance Director; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:
SECTION 1. The City Manager is authorized to award funds in the amount of $22,000 to
Alamo Heights Optimist Club for lights and a sprinkler system at Albert Earl Plaza at 212
Kampmann.
SECTION 2. The City Manager is authorized to award funds in the amount of $18,000 to
Bark Park Alamo Heights for maintenance and improvements of the drainage and plumbing
systems at the Bark Park.

CITY OF ALAMO HEIGHTS ADMINISTRATION DEPARTMENT CITY COUNCIL AGENDA MEMORANDUM TO: Mayor and City Council FROM: Phil Laney, Assistant City Manager SUBJECT: Resolution authorizing the City Manager to award funds for the Fiscal Year 2024 Alamo Heights Community Improvement Grant DATE: February 26, 2024 SUMMARY Discussion and possible action on a Resolution authorizing the City Manager to award funds for the Fiscal Year (FY) 2024 Alamo Heights Community Improvement Grant. A total of three community organizations are proposed for funding in the total amount of $50,000. Proposed funding recipients include Alamo Heights Optimist Club in an amount of $22,000, Bark Park Alamo Heights in an amount of $18,000, and San Antonio Audubon Society Inc. in an amount of $10,000. BACKGROUND INFORMATION In the Fiscal Year 2023 Budget, City Council budgeted $25,000 for local community groups to support in-demand projects that improve public assets in the City. Many public parks and community assets are managed by non-profit organizations or collections of engaged residents. The funds were designated to provide financial assistance to improve these resources to allow for greater use by the community. The distribution of these funds was competitive. Three organizations submitted projects for funding consideration, and on May 22, 2023, Council awarded two applicants $12,500 each for their respective projects. The funding awardees included the Friends of the Hondondo Creek Trails for materials to improve the condition and longevity of an existing section of the trail network between Acacia and Greely and the Alamo Heights Bike Park for an entry gate and site fencing at the Bike Park at 230 Jones Maltsberger. In the current FY 2024 Budget, City Council budgeted $50,000 for the Community Improvement Grant. On November 8th , 2023, the call for applications was announced via email blast, social media, the City website, and email notification to previous applicants. A total of five applicants submitted proposals before the January 12th , 2024 deadline. The five applicants submitted the following proposals:  Alamo Heights Historical Association requested $40,047 for Centennial Homes historic plaques to commemorate houses in Alamo Heights that are over 100 years old;  Friends of the Hondondo Creek Trails requested $25,000 for materials to improve the condition and longevity of an existing section of the Jack Judson Nature Trail between Morse and Acacia;  Alamo Heights Optimist Club requested $24,698 for adding lights and sprinkler system to irrigate the green space at 212 Kampmann, also known as the Albert Earl Plaza;
  • 2.  Bark Park Alamo Heights requested $20,000 for maintenance and improvements of the drainage and plumbing systems at the Bark Park; and  San Antonio Audubon Society Inc. requested $10,000 to repair and secure the Audubon Trail House located near the trailhead for the Jack Judson Nature Trails. Each of the grant applications was evaluated according to the organization’s goals and experience and project proposal, the anticipated project impact, the return on city investment and leveraged outside funding, and the project completion timeline. Due to these criteria, a proposal is submitted to Council for consideration of the following awards:  Alamo Heights Optimist Club – $22,000  Bark Park Alamo Heights – $18,000  San Antonio Audubon Society Inc. – $10,000 Funds will be issued on a reimbursement basis or via direct payment to vendors with prior approval by the City’s Assistant City Manager and Finance Director. POLICY ANALYSIS The award of Community Improvement Grant funds to the San Antonio Audubon Society, San Alamo Heights Optimist Club and Bark Park Alamo Heights is consistent with the City’s efforts to provide quality recreational services to the citizens of Alamo Heights. FISCAL IMPACT This Resolution authorizes the City Manager to award $22,000.00 to Alamo Heights Optimist Club for lights and a sprinkler system at Albert Earl Plaza, $18,000.00 to Bark Park Alamo Heights for maintenance and improvements of the drainage and plumbing systems at the Bark Park, and $10,00.00 to San Antonio Audubon Society Inc. for repairs and securing of the Audubon Trail House from the Community Improvement Grant. The total award amount of $50,000 is available in the General Fund’s FY 2024 Adopted Budget. COORDINATION Staff coordinated with the City Attorney and City Manager.   • 3. Attachment A 1 RESOLUTION NO. 2024R - 178 A RESOLUTION OF THE CITY OF ALAMO HEIGHTS, TEXAS AUTHORIZING THE CITY MANAGER TO AWARD FUNDS TO SAN ANTONIO AUDUBON SOCIETY INC. IN AN AMOUNT OF $10,000, ALAMO HEIGHTS OPTIMIST CLUB IN AN AMOUNT OF $22,0000, AND TO BARK PARK ALAMO HEIGHTS IN AN AMOUNT OF $18,000 FOR THE FISCAL YEAR 2024 ALAMO HEIGHTS COMMUNITY IMPROVEMENT GRANT; AND SETTING AN EFFECTIVE DATE. WHEREAS, the City of Alamo Heights (“City”) supports the efforts of local community groups, non-profit organizations, and collections of engaged residents to envision, develop, and maintain public parks and other community assets in Alamo Heights; and WHEREAS, the City demonstrated their support of local community groups by budgeting funds in the amount of $50,000 in Fiscal Year (FY) 2024 for the Alamo Heights Community Improvement Grant; and WHEREAS, the Community Improvement Grant funds were designated to provide financial assistance to improve community assets to allow for greater use by the community; and WHEREAS, the funds would be awarded for in-demand projects submitted for funding consideration by eligible non-profits that support Alamo Heights community assets; and WHEREAS, five local community groups submitted applications for projects for funding consideration: San Antonio Audubon Society Inc., Alamo Heights Optimist Club, Friends of the Hondondo Creek Trails, Alamo Heights Historical Association, and Bark Park Alamo Heights; and WHEREAS, each of the grant applications was evaluated according to the organization’s goals and experience and project proposal, the anticipated project impact, the return on city investment and leveraged outside funding, and the project completion timeline; and WHEREAS, this Resolution is to award funds for the FY 2024 Alamo Heights Community Improvement Grant. Funds will be disbursed on a reimbursement basis, or via direct payment to vendors pending prior approval by the City’s Assistant City Manager and Finance Director; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALAMO HEIGHTS, TEXAS: SECTION 1. The City Manager is authorized to award funds in the amount of $22,000 to Alamo Heights Optimist Club for lights and a sprinkler system at Albert Earl Plaza at 212 Kampmann. SECTION 2. The City Manager is authorized to award funds in the amount of $18,000 to Bark Park Alamo Heights for maintenance and improvements of the drainage and plumbing systems at the Bark Park.
