Kenneth Doctor is currently working for Orbital Engineering as a
Project Engineer secunded to BP. Prior to this he worked as a
QA/QC inspector for Northern Indiana Public Service Company
(NIPSCO) Transmission Distribution and Storage System
Improvement Charge Projects (TDSIC). He worked as a Quality
Assurance Engineer for the BP Whiting Projects Team in Whiting,
IN. Ken has 37 years’ experience in the electrical and
instrumentation field. He has worked on power distribution, oil
refineries, wastewater treatment plants, industrial facilities, Pepsi
bottling lines, retail stores, hospitals and schools.
Ken has worked in construction management, project engineering,
quality assurance and quality control positions for electrical and
instrumentation. His experience includes the installation, startup,
and commissioning of electrical systems (both high and low voltage
distribution), computer networks, and instrumentation systems.
Furthermore, he has extensive experience creating and maintaining
schedules, coordinating with other crafts, interpreting material
specifications, performing layout and field design, and hiring and
managing construction crews.

Construction Management
Project Engineer BP (Orbital Engineering INC. secunded to BP) Development, design and
implementation of projects for BP’s Whiting Refinery.
QC/QA Orbital Engineering, Inc. (Senior EI&C Technical Specialist) On-site inspection and
reporting of Northern Indiana Public Service Company (NIPSCO) Transmission Distribution and

QAE (Quality Assurance Engineer). BP WPT (Whiting Projects Team)
Worked closely with Engineering, reviewing specifications and drawings from design through
construction. Performed ongoing audits, surveillances, inspections, and evaluations of construction
contractor quality programs and activities, walked down finished projects and signed off for turnover
to BP Operations.
Lead Quality Control Inspector for Electrical and Instrumentation OSBL Pillar.
BP WRMP Project. Whiting, IN. Fluor Corporation (Subcontracted from ACMS Group Inc.),
Coordinated Instrumentation and Electrical Inspectors and implemented the Construction Quality
Program by proactively interfacing with engineering and craft. Inspected and verified work as it was
installed. Created punch lists. Also was responsible for witnessing and documenting the testing of
electrical and instrumentation components and systems. Worked with turnover to coordinate and
document the turnover procedure.
General Foreman/Area Superintendent
Handled all phases of electrical construction projects. Work scope was high and low voltage electric,
computer networks, telephone networks and instrumentation. Responsibilities also included
witnessing and verifying testing and the subsequent documentation for the electrical instrumentation
and computer networks on projects.

Was responsible for individual construction projects. Duties were the same as the general foreman,
excluding management of other foreman.
