TOS/Test Blueprint is a tool used by teachers to
design a test. It is a table that maps out the test
objectives, contents, or topics by the test.
Steps in
Developing
a TOS
Determine the
objectives of the test.

3 types of Objectives: Cognitive, Affective, Psychomotor
For a written test, consider cognitive objectives
For pyschomotor domain, consider performance – based
assessment.
Determine the
coverage of the test.

Determine the contents of the test.
Determine the objectives and
coverage of the test
TOPIC OBJECTIVE
Theories and Concepts Recognize important concepts in
personality theories.
Calculate the weight
for each topic.

Percent of Time (weight) = time spent for that topic during
instruction/total amount of time spent for all topics covered in
the test X 100
Calculate the weight for each
topic.

General Rule: 60 seconds for 1 item/question with choices.
Example: 1 hour = 60 items ONLY but will be lessen to 50 items
because the remaining 10 minutes is for test instruction.
