Abstract
José M. Medina holds an M.Sc.degree in Civil Engineering (Polytechnic University of Madrid, 1984) and
also a Ph.D. in Marine Sciences by the Polytechnic University of Catalonia (2.007). He got the award of
Certified Professional Expert Engineer IPr® (equivalent to the British “Chartered Engineer”) given by
the Spanish Association of Civil Engineers, and he is evaluator of Professional Engineers, as well. He is a
commercial diver, able to dive with enriched air (Nitrox), Advanced Scientific Diver (CASD) awarded
by the Scientific Committee of the World Confederation of Sub-aquatic activities and M.Sc. Environmen-
tal Engineer. He is Professor of Marine and Coastal Engineering, Advanced Mathematical Models
in Ocean Engineering, Maintenance and reparation of quays, at the Polytechnical School of the Eu-
ropean University at Madrid (member of Laureate International Universities Corporation). He is also an
Official Judicial Expert and got the award of Skipper (sailing yachts), from the General Directorate of
Merchant Marine. In parallel, he did an International MBA in the Bureau Veritas Bussines School and
the Camilo Jose Cela University. Currently, he is getting the award of Yacht Captain at the General Direc-
torate of Merchant Marine.
He authored two books: "Hydrodynamics of Beach Profile" (publish by the Spanish Institution of Civil En-
gineers) and "Marine Engineering – I. Oscillations of the Sea" (publish by Open, University Editions) and
numerous papers, submitted to specialized magazines and Congresses on Marine Engineering.
He speaks English fluently. He speaks French as well and also Spanish as mother language.
He has worked several years in calculation of structures and also on roads.
In January 1985 he joined the team of hydraulic works at COTAS INTERNATIONAL, SA (AGROMAN
group), working draft of dams, channels, reclamation works and ports, as well as in quality control of hy-
draulic works for the Community of Madrid.
He joined the Department of Hydraulic Works of INITEC (then U.S. National Engineering and Technolo-
gy, the INI) in 1988, working draft waterworks and development of databases.
In 1989 he joined the Spanish Corps of Civil Engineers. He worked for the General Sub-Directorate of
Coastal and Marine Signals of the Directorate General of Ports and Coasts of the Ministry of Public
Works and Transportation, as Head of the Section 2 Management and the Public Domain, then going to
the Port of PASAJES as Chief of Projects, Construction and Maintenance of Civil Works.
At the end of 1989 he is incorporated to the Ports and Coasts Studies Center of CEDEX (Spanish Minis-
try for Public Works), with service in the lab, where he studies in physical model, to go immediately to the
Coastal Sector, where he has developed several studies related to engineering costs, as well as physical
models of mobile bottom. During his stay (twelve years) at CEDEX, he was involved in several European
projects and was elected the Spanish to MAST program in the European Commission.
He served on the committee of expert evaluators of R+D projects of DG XII of the European Commission.
At the end of 2000 he left the Ministry to return to the private sector as Director of the Coastal Department
of Alatec, S.A. where he created the department, building a multidisciplinary group running field studies
and related Coastal Environment. He also created and fostered a scientific diving team within this de-

partment. He promoted the growth of field work relating to the environment and coastal hydrography. In
November 2002 he joined the Board of Shareholders and the Board of Directors of the firm. At the same
time, has been president and managing director of ALAES XXI, a company owned by Alatec group that
he cooperated to create a mid-2003, resigning in the middle of next year.
In December 2005 he resigned all the posts in Alatec, SA. In January 2006 he joined the Spanish branch
of the Danish Hydraulic Institute and became director of its Marine Division. At DHI he focused on studies
and maritime engineering projects in all its aspects and leaded a multidisciplinary team. He stopped work-
ing at DHI in November 2.008.
In December 2008 he created NAUTILUS Maritime Engineering, Ltd.
He began teaching Marine and Coastal Engineering at the European University of Madrid in the 2008 /
2009 academic year. This course deals with the units of waves in the Sea, Ports Engineering and Coastal
Engineering.
For some time, has conducted several studies related to the field of hydraulic engineering, coasts and
free exercise of Ports in the profession.
At present he works simultaneously in Nautilus and the European University of Madrid and he is also a
judicial expert.
