The 21st century society has moved to the digital domain, this is a key factor to understand the adoption of the Smart City concept. However, beyond technology, there are some questions that must be taken into account in the social, cultural and economic areas to better develop the Smart City. Last but not least ICT technologies have transformed the way that public administrations work internally as well as their relationship with citizens, who become an active part in the management of the city.
