CITYFLO 650 for Shenzhen Metro Line 3
Original contract awarded in 2008
Customer realised that signalling
supplier would not be able to
commission on time (June 30, 2011 -
before the 26th Summer Universiade
due to take place in Aug 2011)
The original supplier was replaced by
Bombardier in February 2009
Background

Technology challenges
The original plan for the system architecture had to be changed
– Contract signed based on similar system to Neihu
– Separate interlocking (independent of RATP) was desired
– It was decided to base it on the Metro Madrid architecture
The two-site project (with all components originating from one product centre)
became a five-site project with products coming from three product centres
– EBI Lock CBI from Sweden and application engineering from Bangkok
– EBI Screen ATS from Finland with application work in Pittsburgh / Bangkok
– EBI Cab (ATP and ATO) from Pittsburgh
– System design from Pittsburgh, with support from Bangkok and Stockholm
– Site testing and interface engineering in Shenzhen
Interfaces with other subsystems
– Most suppliers had already finalised their designs – being the last one, it was the
responsibility of the signalling supplier to adapt their designs to match the others

Key market requirements and challenges
Hot standby (seamless switchover) for both on-board and wayside systems
Independent interlocking so that if CBTC fails, basic inter-station interlocking
can be operated
Intermittent ATP required as another back up operation mode
Coded Train and Wayside Communications (TWC) (becoming mandatory)
Independent 3rd party safety certification
prior to full commissioning
Station stopping accuracy at ATO mode is
99.995% within ±±±± 0.3m and 99.9999% within
the ±±±± 0.5 m range
Other higher than normal RAMS numbers

Resource management challenges
System delivered from five countries
– USA, Thailand, Finland, Sweden and China
– Located in three continents and across five different time zones
– Language as well as cultural barriers
Training
– Project team members with little CBTC experience (Bangkok / China)
– Local site staff
– Partners / Customers
• Partner: INSIGMA (new entrant to the market)
• Shenzhen Metro (experienced operator, but not so familiar with CBTC)

Keys to success
Mature Technology
– CITYFLO 650 has been in service since 2002
– Robust TWC design – (already on the 3rd generation)
An Experienced Team
– Straight from the Madrid Metro implementation (for Pittsburgh based team)
– Extensive mass transit experience for Pittsburgh and Bangkok teams
A Cooperative Customer
– Support from senior and working level for access allowance, safety review etc
Strong Project Management
– Focussed / hands-on management
– Detailed attention to schedule, including weekly updates on delivery progress
Senior Management Support
– Monthly and Quarterly reviews
– Gate reviews and audits of the system design, resource allocation, risks and
milestones

Additional success factors
Unified team
– Bombardier, the partner and the customer were all united
Communication
– Key project milestones were well communicated to all sites
– Product delivery (the timely communication of all changes to everyone)
– Open communication within the team (aim to have answers to all open questions)
– Communication outside of the team using a strict single channel protocol
Training
– Partner training (execution)
– Customer training (operation)
Documentation
– Detailed installation instructions created which were precise and explicit to allow for
engineers to install equipment without CBTC knowledge
– Detailed and precise test procedures detailing all parts of the test process

Key achievements
Short delivery time of 22 months from notice to proceed (NTP)
Project delivered within budget and with a minimum of unforeseen
issues, reducing any extra costs at project completion
Global cooperation through multi-site engineering and project
team (China, Thailand and US)
The project team was proud to complete the project in line with
Bombardier’s strategic goal to strive for operational excellence
especially in project execution
