with and supported a variety of organizations, including the OCA, which was previously known as
the Organization of Chinese Americans.
3. OCA Releases Statement on Senate Stalling of MSI
Funding
The non-profit has recently noted its disappointment at the stalling of Minority Serving Institution
(MSI) funding in the Senate, despite legislation having already been approved in the House to
enact this funding in mid-September. The law that was passed for this funding—the FUTURE
Act—has yet to be implemented, with Senator Lamar Alexander stalling voting in the Senate.

Much of this has been driven by Senator Alexander’s insistence on attempting to tie the Higher
Education Act (HEA) to FUTURE, although OCA notes that the HEA could take months, if not
years, to negotiate and pass. The organization also highlights that the funding for MSI is needed
immediately in order for them to continue operating, which has led many to scramble to try to find
income to do so.
