SUMMARY OF JERRY BISCARDI’S PROFESSIONAL EXPERIENCE
• 36 years employed with the Port Authority of New & New Jersey, total of 42
years as an Aviation Professional.
• Extensive experience in structural repairs and infrastructure maintenance
• Federally licensed in aircraft dispatch, flight planning, meteorology and
weight and balance
• 26 years directly involved with aviation fueling with an emphasis on FAR-139
Compliance.
• Lead State, Federal and Local Agencies in accident investigations with respect
to post incident fuel sampling. Subsequently published a post incident fuel
sampling protocol utilized in most major airports.
• 5 years experience as supervisor of Port Authority Environmental Control
Unit.

James Kaplin.
I will be teaching “Introduction to Airport Operations” an undergraduate course at
SUNY Farmingdale, this Fall Semester. (2003)
During the past few years with Allied Aviation Services, I was responsible for the
Operation Standards for 25 airports in the US, Latin America and Canada. I
spearheaded major environmental projects in San Diego and Miami International. I
lectured, extensively, with the United States Air Force Petroleum Office (AFPET) and
was key note speaker at the API/Defense Logistics 60th
Anniversary Awards Dinner.
I have worked with the Defense Department’s “Change Management” program and
hosted members of the Joint Chiefs, Under Secretaries Office and Defense Energy
Support Center. Subsequently, I attended the high level briefings with the Joint
Chiefs and Air Staff at the Pentagon.
3. Since my retirement I have traveled extensively and worked on redevelopment
projects on both coasts and in between.
