Aviation Support Specialist, Manager
Summary
As a candidate for a specialist position, I bring over 37 years of air traffic control and management
experience to the table, plus eleven years after retirement. I was an air traffic controller in the USAF
(radar approach control) for over seven years, at three duty stations. I worked at some of the busiest and
most complex bases in the world. At Ubon RTAFB we served as a CERAP (Center-Rapcon) between
Bangkok and Saigon. This was my first exposure to ICAO. I also was a controller, specialist, and
supervisor for twenty-nine years with the FAA. After retirement I spent three years as an instructor in the
Atlanta ARTCC training department teaching radar and non-radar procedures, and eight years with
Lockheed Martin as an Operations Support Specialist. In addition to three years of college, I have
received much training, aimed at building strong interpersonal skills, working under pressure, and
producing quality results.

Lockheed Martin Company, Eastern Service Center,(ESC) Atlanta, Ga. 2008 to present
Air Traffic Systems Requirements Support
Provide support, assistance, and expertise to the Operations Support Group. Respond promptly to all
inquiries concerning airport, airspace, procedural or special project issues. Participate in telcons/meetings
to discuss the issue in detail. Review LOA’s/LTA reports for Quality Assurance, as necessary. Provide
support in the development of documents, orders, notices and memorandums. Review document and
track Document Change Proposals. Participate in the SMS/SRM process as a panel member and subject
matter expert. Provide Traffic Management support and assistance to the Director/Group Manager for
Tactical Operations for the Eastern Service Area. I was a member of the 24 hour Call In Duty team for four
years. As such, being on call nights and weekends to page out any NAS outages or special interest
issues. My facilities were San Juan Center/Rapcon and Miami Air Route Control Center. I was the ESC
Ops Support point of contact (POC) for ADS-B, and the National Hurricane Operations Plan. I also was
the OSG POC for Performance Routes in the Gulf of Mexico. I brief the Enroute and Oceanic Director on
any and all matters of business concerning international issues of which I am involved. I have been
involved in radar data acquisition for Miami Center and San Juan CERAP to enhance their abilities to
provide air traffic services to the user community. I was recently moved to the Tactical Team, where I
respond to requests for Certificates of Authorization for waiver or authorization for rocket/balloon
operations.
2. Washington Consulting Group, Hampton, Ga. 2005 to 2008
Training Instructor/Lead Instructor
Planned lectures organized and prepared materials for classroom instruction. Conducted training in the
dynamic simulation lab; evaluating and critiquing student performance. As a lead instructor I was
responsible for a group of students and instructors during a specific stage class. In addition to training, I
dealt with leave and personal issues, and was the liaison with FAA management.
FAA Atlanta ARTCC, Hampton, Ga. 1990 to 2005
Air Traffic Supervisor
Over sixteen years experience as Area supervisor, Traffic Management supervisor, and Watch supervisor
(OMIC) in Atlanta ARTCC. As such; I was responsible for planning and directing the operation in the
facility, or planning and directing multiple support activities for the facility such as training, quality
assurance, traffic management, airspace and procedures, plans and programs, and other facility program
areas. As a Traffic Management Supervisor I was responsible for the oversight of the TMU. This was one
of the most challenging and rewarding jobs of my career We dealt with the arrival and departure flow not
only to Atlanta and Charlotte, but with the East Coast flows from New York to Florida. We were also
involved with the summer weather reroutes, and ground stops due to thunderstorms, throughout the
country. We were in constant contact with the major approach controls, adjacent ARTCC's, and the
system command center in Herndon Va. We were also tasked to support athletic events, conventions, and
Nascar racing events. One of the more difficult tasks of my job was to convince the area supervisor that I
was there to help them; sometimes they weren't very comfortable with what we were doing. It took a little
explaining to assure them that we needed a systems approach to a problem they couldn't see.
While at Atlanta ARTCC I was the SUPCOM representative for Area Two. We met and discussed problem
areas within the center and came up with solutions; taking these ideas to the facility manager.
I was a member of the Atlanta ARTCC Facility Installation Team for URET, where we brought together the
planning, implementation, and utilization of a new system to replace paper strips, and process flight data,
along with conflict probe.
I was on a team of controllers and supervisors assigned to test Data Link, a new system for possible use
in Atlanta ARTCC. This was the forerunner of Controller Pilot Data Link Communications (CPDLC). We
traveled to the Tech Center in Atlantic City to work with Research and Development team. Testing on
specific Atlanta ARTCC sectors.
Jacksonville ARTCC 1983 to 1990
Controller and Specialist
I was an air traffic controller in the Central area, a traffic management coordinator, and a plans and
program specialist while at Jacksonville ARTCC. I was also a supervisor for a one year detail.
While at Jacksonville ARTCC during 1988-1989, I was assigned to the Plans and Program Office. I was
responsible for tracking frequency performance and interference, compiling studies and facility reports,
briefing facility personnel on new equipment coming on line, and was charged with maintaining and
formulating new items for the Facilities and Equipment budget. As the Plans and Program specialist I was
the interface between Air Traffic and Airways Facilities.
I was also involved in the new building expansion, DSR control room, and the installation of the Host
computer.
3. As a traffic management coordinator we worked with adjacent ARTCC's and the Air Traffic Control System
Command Center in Washington DC. to smooth the east coast flow of traffic between New York and
Florida. We were also involved with American Airlines expansion into Raleigh NC., Nashville Tn. This,
along with typical weather problems and the acquisition of military airspace, presented a constant
workload problem. And as a TMC at Jacksonville, I also performed as a Military Operations Specialist. We
covered both positions.
FAA Miami ARTCC, Miami Fl. 1976 to 1983
Air Traffic Controller
I was an air traffic controller in area A and area E while at Miami ARTCC. Area A was an Oceanic non-
radar and radar combination. It required manual coordination with several foreign Air Traffic Service
Providers and the knowledge of ICAO rules. Area E was a radar domestic area.
While at Miami ARTCC I was lucky enough to be elected to the Facility Air Traffic Advisory Committee
(FATAC), for the Oceanic area. I was involved in the building of an additional airway. This airway
accommodated Eastern’ s L101 aircraft to reach a higher altitude, for better fuel burn to San Juan.
USAF, multiple 1969 to 1976
Air Traffic Controller
I was an air traffic controller in the Air Force stationed at Shaw AFB, SC, 1969-1973, Ubon RTAFB,
Thailand, 1973-1974 and Loring AFB, Me. 1974-1976. These were all busy bases with unique traffic
patterns and types of aircraft.
Educational Profile
While not having a degree; I do have three years of formal education at the undergraduate level. I have
attended Gardner-Webb College, Georgia State Univ., University of South Carolina, Broward Community
College, and Florida International University. My majors were Business and Anthropology. I also have
taken many associated classes through the FAA Center for Management Development.
Affiliations
Board Member - Federal Managers Association, Chapter 157, Atlanta, Ga., 1991 to 2002. Throughout my
membership in FMA I served on the board. I served as treasurer, vice-president, and as president. I
represented my chapter at many regional and national assemblies.
Volunteer
McIntosh HS, Peachtree City, Ga
Band Booster, 1990 to 1994
Acted as vice-president and president of the booster organization during my years of membership. As
vice-president, I was responsible for fund-raising. As president, I was responsible for not letting the other
board members and parents kill one-another during meetings.
4. Vickery Lake Home Owners Association Board of Directors, served on the BOD from 2013-2015 as
second vice president. From 2006-2013, I served on committees.
