the end-of-programme assessment of the STAR-Ghana
Programme on four key aspects of the organization’s
operations, namely procurement and contract
management, financial management, institutional
arrangement and programmatic performance –
examining the programme’s achievement of the ‘four
Es’ of Value For Money – economy, efficiency,
effectiveness and equity or otherwise, and
• Provided an independent assessment of the VFM
achieved in programme spending managed by STAR-
Ghana and its Grant Partners, made
recommendations to enhance the achievement of
VFM in identified opportunities for improvement
and
• Coordinated the Advisory team’s assessment of
the programme’s institutional arrangements,
involving its governance structure, decision-
making processes, implementation arrangements,
relevant updated operational manuals and
policies
• Facilitated lessons learned in programme’s
tenure, to contribute to the improvement of the

Ghana Revenue Authority (GRA) 2012–2014 Strategic Plan Evaluation
Conducted detailed analysis of information gathered
from interviews and programme documentation,
amongst other activities, in EY’s aggregated review
the GRA Strategic Plan 2012 – 2014, and contributed
to the determination of the:
• Effectiveness of the plan’s implementation in
relation to its achievement against the six (6)
strategic goals set in the plan, and
• Capacity-building progress within GRA to perform
internal evaluation exercises going forward
through GRA management and staff participation
Consulting services to Oversee/Supervise the Development and Implementation of Enterprise
Resource Planning (ERP) Software for the West African Examinations Council
Conducted business requirements analysis for the
procurement and stores department of the financial
division (of WAEC), supporting the upgrade of its
existing information systems to improve the
efficiency of the Division’s operations through the
development and implementation of enterprise
resource planning software.
GCNet: GeGov programme Implementation Support – EY GeGov PMO
Supported Conducted a current state assessment
and gap analysis, (i.e. situation assessment) as part
of the ET Team, between GRA data sources and
procedures and the requirements for effective
migration of accurate data balances onto TRIPS via
site visits to 5 GRA offices (Spintex MTO, LTO,
Adabraka MTO, Lego MTO and Osu STO) representative
of legacy system distribution in GRA – providing
business process re-engineering support:
• Worked as part of EY Team in, collaboration with
GRA & GCNet Project Teams, to holistically
identify appropriate data migration approaches
for taxpayer data and balances onto TRIPS
• Proposed approaches for movement of taxpayer
balances from current legacy manual (i.e. paper
based) and automated systems (e.g. LTIPS, VIPS,
GHIFMIS, Collections & Targets etc.) onto TRIPS;
