Is content developed for each section?
Are tables and graphics in place, accurately depicting information in a way that
supplements the content for the section or addresses a requirement?
Have resumes been finished, and are they tailored and revised to fit the
requirements of the RFP?
Do Past Performances accurately tell a story that supports the solution,
demonstrating ‘where we’ve done it before’?
Do they have all of the required information?
Do you have all elements in place? (Cover letter, TOC, acronym list, etc.)

Have you told a persuasive story about how you understand the requirement
and how your team is prepared to provide the best solution?
Have you told how and where you’ve done it before?
Have you included win themes and ‘ghosted’ the competition?
Is the content well written and free of clichés?
Did you use active voice (for the most part) and clear, concise sentences?
Is the information well presented, with call-out boxes for key info and tables
and graphics completing the picture with ‘action captions’?

Did you adhere to the requirements for margins, font sizes, line spacing, and
page limits?
Did you follow cover sheet requirements?
Did you review Q&As and amendments to catch any changes in requirements?
Are requisite forms filled out?
Did you create and follow a compliance matrix, and update it for each
amendment?
Remember -- any compliance flaw in your proposal can send your document
to the reject pile before evaluators have a chance to consider your solution!

13. Other Considerations –
Ask executive leadership to attend the Red Team Review or be thoroughly
briefed so that there are no surprises or major revisions as you come down to
the wire for submission -- this is also important for pricing.
A virtual review is fine, though in-person ‘war room’ reviews are very effective
as people sit face-to-face to hammer out ideas and recommendations.

14. Other Considerations –
The proposal manager should incorporate comments and work with writers to
edit the document before pushing it to Gold Review;
Color reviews are not always neat and tidy – they sometimes repeat
themselves – you may have to host a second red review!
