Threat Assessment and Management Planning
As spotlighted by the US Secret Service's Safe School Initiative in 2002, most acts of
school violence by juvenile perpetrators are precipitated by communications or behavior
that, if properly recognized and assessed, can indicate a potential threat. In these
circumstances, effective recognition of potential threats can facilitate intervention before
crisis occurs.
To assist schools in recognizing and responding to threatening situations before they
evolve, the S2 Institute can assist in the development of a School Threat Assessment
System (STAS). Establishing the program involves authoring the STAS plan and support
media, organizing and training the STAS team members, and providing expert support
on implementation.

failing to fully account for security and emergency response. Establishing proper security
design criteria and specifications in the earliest phases of architectural design will

About The S2 Safety & Intelligence Institute

School Security Evaluation, Improvement and Training
As a Guardian SafeSchool client, our expert consultants can assist your institution in designing and implementing a comprehensive
security and emergency management strategy that addresses the nuances unique to your campus environment, both internally

The Three Phases of Guardian SafeSchool Consulting:
In Phase One, Security Program Assessment, Guardian SafeSchool consultants focus on auditing the school’s existing facilities,
operations, physical security measures, security and crisis procedures, and program implementation. The objective of the audit is
to assess the effectiveness of the current program, evaluate existing systems and crisis management structures, and identify
potential issues of concern.The focus in Phase One is on risk evaluation and security program design, physical security assessment
and guidance, procedural evaluation, forseeability issues and liability mitigation.
During Phase Two, Improvement of Security and Emergency Procedures, Guardian SafeSchool consultants begin working
in cooperation with designated staff to rewrite procedures as necessary and reformat emergency procedures manuals. Activities

School District’s new security force in Sandy Hook, CT.
Designed as a holistic and integrated system, the Guardian
SafeSchool Program significantly reduces risk by striving to prevent
violent acts. And, in the event of such an act, the program reduces
the level of damage that can occur through a set of proven protocols
created to put student safety first.
Among its many benefits,The Guardian SafeSchool Program enables
educators to educate and devote their resources to teaching their
students without having to act as security professionals. And, most
importantly, its unique approach to security implementation

The protective strategy behind the Guardian SafeSchool Program
involves a complex combination of risk mitigation and protective
design concepts. It is an integrated program that employs a multi-

typically catastrophic, the Guardian SafeSchool Program focuses
heavily on proactive security measures aimed at reducing threat and

Threat Assessment and Management Planning
As spotlighted by the US Secret Service's Safe School Initiative in 2002, most acts of
school violence by juvenile perpetrators are precipitated by communications or behavior

As the training and consulting arm of the KKP Security Group, S2 is the standard-bearer for consulting solutions related to methodology developed by CIS. In 2004, CIS created the Anti-Terrorism Officer (ATO) division for the specialized mission of protecting domestic critical infrastructure. In 2005, the US Government Accountability Office (GAO) hailed the ATO Division as “…a model for critical infrastructure protection.” As experts in the field of managing targeted violence risks, CIS has provided protection for numerous high profile individuals including a diverse range of political figures, executives, and entertainers. CIS subject matter experts provide training around the world on matters related to security and managing risks of targeted violence. The success of CIS's unique and innovative approaches to security problems have gained us worldwide recognition through media outlets worldwide. CIS staff members also frequently provide expert commentary for news organizations and expert witness testimony on matters related to school security, urban crime, targeted violence, and terrorism. CIS’ unique methods and operational philosophy has been studied and recognized by numerous criminal justice and government “think tanks” such as the Independent Institute, John Jay College of Criminal Justice, and the US GAO.
