instructor on crisis negotiations was the senior
project manager for designing and developing the

Counterterrorism1

Firearms Skills & Tactics1
S2 has trained over 25,000 security, law enforcement,
and military professionals in firearms skills since
1998. At our Florida facilities, S2 conducts weekly
handgun certification courses for security and law

5. Physical Security Assessment & Design
The S2 Institute conducts a range of courses on physical protection
system (PPS) design and vulnerability assessment. Previous

presentation spanning the full spectrum of our expertise. However, if
an existing course does not comply directly with client requirements,
S2 instructors may create a custom training program to meet the
specific needs of the host organization. Custom program design may
include new curriculum development, integration of practical exercises
and skill evaluations, inclusion of testing or examinations to document
student learning, or complete enterprise-level assessment and program
design using the principles of the Kirkpatrick 4-Levels training model.

This special program was designed to
support the organization's objective of
increasing the capabilities of the
directorate specifically in relation to
counterterrorism. As a workshop-style
program, the course was designed to
be highly interactive and assist officers
in developing solutions to current real-
world challenges. Conducting the
program on-site in the US was also
decided to give officers an opportunity
for cultural exchange and better ability
to work with American partners.
The workshop is conducted by a multi-
disciplinary team of instructors
including a retired senior CIA officer,
former DIA officer, and experts in the
field of risk management and critical
infrastructure protection. Presentation
and discussion is facilitated by an
Arabic language interpreter-translator.

OPM-SANG US DoD, 2011
In 2011, the S2 Institute conducted a
series of 5-day courses on emergency
management and the National Incident
Management System (NIMS) for US DoD
employees assigned to OPM-SANG at
EskanVillage in Riyadh, SaudiArabia.The
program was designed to aid OPM-
SANG in migration to the NIMS model
for emergency response. All graduates
were tested and NIMS-certified through
the National Fire Academy.

Train-the-Trainer Program
Iraqi Ministry of Interior (via ITAM-
Police), 2010
As an example of an advanced-level
train-the-trainer program, the S2
Institute was contracted in 2010 by US
CENTCOM and ITAM-Police to design
and develop the new Anti-Terrorism &
Facility Security program for the Iraqi
Ministry of Interior.
The program encompassed development
of a three-week security training
program, preparation of instructional
materials for the future Arabic-language
instructors, and an on-site training
mission in Baghdad to train and assess
the new instructors. The on-site training
mission was conducted over several
months in late 2010. Upon completion of
the project, 16 Iraqi MOI instructors
successfully graduated prepared to
instruct the new curriculum to Iraqi
police.
The training curriculum was designed by
the S2 Institute's senior instructor for
anti-terrorism programs, a former US
Army expert on anti-terrorism/force
protection. Arabic translation support
was provided by US DoD and the on-site
training mission was conducted by two
S2 instructors, both retired US Navy SEAL
Commanders.

by the US Army to present a five-day

Organization for Security and
Cooperation in Europe, 2009-2010
In 2009, the S2 Institute was contracted
by the Organization for Security and
Cooperation in Europe to provide a
custom 4-day anti-terrorism and critical

representatives of the Georgian Ministry
of InternalAffairs andArmenian Ministry
of National Security responsible for
critical infrastructure protection and

day seminar on security planning for
chemical facilities. Topics included an
advanced exploration of terrorist threats,

AIChE/CCPS conference in Texas.

In 2008, the S2 Institute conducted a
two-day course on bomb security for
employees of the Federal Bureau of
Prisons and Texas Department of
Corrections on-site at the US Penitentary
Beaumont. The course was designed to
train correctional personnel in IED
technology, understanding of precursor
chemistry used in producing improvised
explosives, methods for screening and
searching for explosive and IED
components, and response to bomb/
explosive related incidents.
