outs (new central office, macro etc). TXR’s primary function is an AT&T nodeB and eNode B logistics and
integration machine. I brought the Cricket, Metro PCS Macro Builds and NextG Small Cell/Hub work to TXR
and ran everything from inception to completion.
 In this position reporting to the President of the company, I run a large piece of Business Development, RFP
responses,contracts,P&L, technical recruiting/staffing, project/program/personnel management, construction,
installation, , maintenance management, BIDS, contractor selection/management, financials, etc.

 In my role, I was tasked as a Sr. Managerto be the liaison between the Cingular/AT&T and TeleworX to ensure
that their proprietary software information compilation process takes place within the allocated timeframes and
that the “Optimized” network results are scrubbed and signed off on by the clients Transport Network
Engineering teams.
 After the plan is completed and accepted by the client, we then move forward with the network implementation
phase that requires extensive planning with the affected carriers IE: SBC/AT&T, Verizon, Sprint, etc.
 I oversaw 4 Network Transport Engineers and 2 Provisioners working in my team.
 After the plan is in motion, we place all of the required new circuit orders with the appropriate carriers and
work with the providers and our network operations teams during the cutovers,etc.
 After the new networks are in place and cutover, we then go through an extensive decommissioning process that
incorporates the final savings metrics.
 I run all of the weekly conference calls with 5 markets, build, manage and update the market trackers, convey
all of the savings and progress reports to the high level teams weekly, manage and deal with all issues during
the course of the Transport Network Optimization project.

 I was tasked to complete approximately 100 of the A&E site walks relating to systemdesign and
implementation with a majority of the tower owners. IE: Crown Castle, American Tower, Cingular, Global

 In addition to completing the preliminary surveys I worked with the site acquisition, permitting, and zoning
personnel.
 I also interfaced with the Equipment Engineering, Structural Analysis,RF design,engineering, logistics, and

 I was hired to refine and expand upon a program that was already in motion with Tellabs, Cingular, and AT&T
wireless.
 This program involves re-homing of the BTS and BSC components within multiple networks covering a region
from NYC to N.Va.
 Extensive preliminary planning with all groups and processes and manages the teams that conduct the
maintenance window conference calls executing the activities.
 This position requires extensive preliminary coordination with many different key suppliers and vendors both
externally and in the central offices.

Copper Splicer’s, Field Electronics Installation Engineers, and the Field Maintenance Engineers.

Wright is a family owned and operated Contracting firm that has been in business forover 32 years with Verizon being their primary anchorclient.  Reporting to the General Managerover wireless and fiber construction,integration and maintenance, I facilitate a large piece of Business Development, Project/Program Management, Construction Management, Change Management, and Operations Management.  We have our own aerial and civil crews and sub all electric work.  I am involved with all of the day to day project, personnel,client, sub-contractorManagement with all related groups and processes.  Involved with all projects from inception to completion including running the business development/construction trackers, holding weekly conference calls, etc. My other responsibilities include site walks, bidding, civil/electrical/line and antenna construction management, RF PIM testing/reporting, optimization, E911, drive testing, fiber/Ethernet testing, 3rd party inspections,redlines, close out packages, etc. Extensive fiber ring and fiber to the tower work.  Clients included: Verizon Wireless, T-Mobile/Zayo Fiber to the Tower, Clearwire (Philadelphia, NJ, Harrisburg and Pittsburgh. Independent Consultant - Director of Business Development  TXR is a Global Wireless Services Provider that pretty much does it all supporting major wireless client build outs (new central office, macro etc). TXR’s primary function is an AT&T nodeB and eNode B logistics and integration machine. I brought the Cricket, Metro PCS Macro Builds and NextG Small Cell/Hub work to TXR and ran everything from inception to completion.  In this position reporting to the President of the company, I run a large piece of Business Development, RFP responses,contracts,P&L, technical recruiting/staffing, project/program/personnel management, construction, installation, , maintenance management, BIDS, contractor selection/management, financials, etc.  Macro & DAS site/hub construction, change management, central office construction,small cell builds, Macro builds, RF LNA integration, PIM testing,optimization, E911, drive testing, close outs technology upgrades (UMTS Node B/eNodeB, E911, legacy Decoms (tdma) etc.  Clients include: AT&T, Verizon, T-Mobile, Cricket, Metro PCS, Next G and True Position. Cingular/AT&T Mobility 02/12/07 to 10/12/07 Pittsburgh, PA. (Pennsylvania & Ohio Market) Contractor - Sr. Program/Project Manager (8 month contract)  In my role, I was tasked as a Sr. Managerto be the liaison between the Cingular/AT&T and TeleworX to ensure that their proprietary software information compilation process takes place within the allocated timeframes and that the “Optimized” network results are scrubbed and signed off on by the clients Transport Network Engineering teams.  After the plan is completed and accepted by the client, we then move forward with the network implementation phase that requires extensive planning with the affected carriers IE: SBC/AT&T, Verizon, Sprint, etc.  I oversaw 4 Network Transport Engineers and 2 Provisioners working in my team.  After the plan is in motion, we place all of the required new circuit orders with the appropriate carriers and work with the providers and our network operations teams during the cutovers,etc.  After the new networks are in place and cutover, we then go through an extensive decommissioning process that incorporates the final savings metrics.  I run all of the weekly conference calls with 5 markets, build, manage and update the market trackers, convey all of the savings and progress reports to the high level teams weekly, manage and deal with all issues during the course of the Transport Network Optimization project.  Extensive budget and finance intervention.

Owner/Partner-Independent Consultant/Contractor  GPS is a group of experienced consultants that specialize in “Global” program / project management, recruiting and staffing in the Telecommunications, IT, Engineering, Construction,Contractor Selection/Management, Operations, and Maintenance arenas.  I handle the telecom areas and specialize in small to large scale project/program management, etc.  Very experienced in site acquisition, CO/switch based networks, VoIP/GigE, fiber optics, microwave, RF- PTP/PMP, Cellular, 802.11, construction management, contractor selection/bid processes,provisioning, RF LNA integration, PIM testing, change management, optimization, E911/drive testing, test / turn up, close outs, operations,maintenance, and more. Crown Castle/Fiber Tower 02/06 to 04/06 Pittsburgh, Pa. Short Term Contract - Sr. Construction Manager  I worked a short term contract as a consultant for Crown Castle and Fiber Tower dealing with the Pittsburgh network preliminaries planning the wireless fiber microwave network infrastructure construction at existing collocation sites.  I was tasked to complete approximately 100 of the A&E site walks relating to systemdesign and implementation with a majority of the tower owners. IE: Crown Castle, American Tower, Cingular, Global Signal, SBA Towers, etc.  In addition to completing the preliminary surveys I worked with the site acquisition, permitting, and zoning personnel.  I also interfaced with the Equipment Engineering, Structural Analysis,RF design,engineering, logistics, and Contractor teams in preparation for network deployment. Extensive intervention with all key suppliers. AT&T/Cingular 11/05 to 02/06 Pittsburgh, Pa. / Naperville, IL. Contract - Sr. Program Manager  I was hired to refine and expand upon a program that was already in motion with Tellabs, Cingular, and AT&T wireless.  This program involves re-homing of the BTS and BSC components within multiple networks covering a region from NYC to N.Va.  Extensive preliminary planning with all groups and processes and manages the teams that conduct the maintenance window conference calls executing the activities.  This position requires extensive preliminary coordination with many different key suppliers and vendors both externally and in the central offices.  The companies involved are: Cingular, Nokia, Andrew, Tellabs, Intrado, PSAP 911 contact/testing,and all related drive test contractors (Mat Inc.), etc.  Extensive provisioning intervention at all levels and weekly high level activity post mortem reporting. The Star TEK Group 05/04 to 02/07 (POST 9-11) Owner  The Star TEK Group is a uniquely combined group of technical professionals that work with global Government and UN clients providing consulting,recruiting, & staffing services.  We identify global opportunities,bid RFP’s, program/project manage, and staff projects for the Federal Government, the United Nations, and many other international and domestic clients.  We are currently active with Lucent Technologies in Iraq with 15 Star Tek Consultants building a Motorola IDEN network for the Iraqi First ResponderServices that includes the Police, Fire, EMT, and E911 like centers. DC-NET/OCTO/SAIC 06/04 to 09/05 (POST 9-11) Washington, DC Contract - Sr. District Government Manager OSP/ISP Construction, Installation, & Maintenance  DC-NET is a Government owned and driven corporation that is building and managing their own 300 mile OC- 48 single mode Gig-E VOIP Sonet network that will encompass over 400 GSA buildings in the Washington Metropolitan area replacing their current Verizon network.

SAIC Contractors & Contracts, Fiber & Copper Splicer’s, Field Electronics Installation Engineers, and the Field Maintenance Engineers.  My teams and I work in conjunction with our Network Engineering division and Network Operations Control Center personnelto achieve our daily client facility build outs,change management, cutovers,and service (SLA) objectives.  I also oversee the groups and processes that facilitate the operational transition and acceptance, maintenance agreements, SLA’s, IRU’s, vendor relations, disaster recovery policy and procedures, etc.  Our network consists of VoIP 10/100GE Cisco and Avaya gear and we have redundant connectivity to multiple MCI centers.  Extensive high level involvement in the day to day operations with all groups, target GSA personnel, and processes. GOVTEL 02/04 to 05/04 Charleston, WV Contract - Sr. Project Manager-US Post Office Distribution Centers  Responsible for project managing the installation, integration, and migration of a new fiber and Cat 6 IT retrofits at large Government facilities.  Plan, assign and direct multiple subcontractors and coordinate material deliveries to ensure that work is completed on schedule and below budget.  Serve as the company liaison with the Government executives and the Corporate Headquarters.  Furnish all required reports,and assure QA/QC.  Also responsible for compliance with safety regulations, final testing, change management, and acceptance with Northrop Grumman.
