The acceptance/dismissal process focused on administrative processes, not merit, to include timeliness, failure to state a claim, mootness, and other procedural elements of the complaint process;  Analyzed complaints processed using, Department of Defense (DOD), Department of the Navy (DON), Office of Personnel Management (OPM) and Norfolk Naval Shipyard (NNSY) instructions and manuals, EEOC regulations 29 CFR part 1614, EEO laws, and executive orders to evaluate compliance with issues of non-selection, sexual harassment, harassment non-sexual, assignment of duties, reasonable accommodations, promotions, awards, and time and attendance;  Facilitated complaint resolutions using informal mediation with management officials and the complainant, often resolving complaints before they were formalized. I provided guidance and assistance to management officials, employees, and applicants, always maintaining my position as a neutral. I accomplished this by applying my technical knowledge and familiarity with other areas of personnel, (i.e. recruitment, promotion, labor relations, employee relations, training, etc.) I possess advanced skills in written and oral communications. I provided guidance to management that develop an organizational culture that values diversity by including all people and treating them equal and to correct civilian workforce imbalances by addressing underrepresentation, and systematic barriers as it relate to hiring, awards, promotion and retention. I supported community outreach needs, by participating in the Portsmouth Chapter of the Links Inc., Career Fair, to recruit apprentice students for NNSY;  Provided training to supervisors, general foremen, deputies and department heads to include the EEO process and procedures, Special Emphasis Programs, Affirmative Action, reasonable accommodations, and the importance of maintaining documentation to support management decisions;  Supported the Special Emphasis Programs by providing input to develop, plan, coordinate, monitor, evaluate, and update assigned programs activities. As of member of the Disability Program Advisory Committee, I demonstrated extensive knowledge of the Americans with Disabilities Act, staying aware of the ADA’s expansion of what is defined as targeted disabled persons. As a member of the Federal Women’s Program Advisory Committee, I was recognized, by the Director of Human Resources, for my dedication of time and energy in support of the Federal Women’s Program;  Implemented and maintained complaints tracking through the DCPDS CATS (Complaints Activity Tracking) system which was redesigned as iComplaints to be used as the agency’s 462 report - meeting the EEO command requirement;  Special Project: I initiated, designed, and implemented, for the Affirmative Employment Program Manager, a new computerized activity database which provided monitoring and assessment, via computer, and statistical analysis, to determine if under representation existed in specific occupational series and grade categories. This information was further used to assess results by reviewing selection packages in areas of under representation for adherence to DON/NNSY EEO staffing goals. I collected, computed, analyzed and summarized statistical data detailing comprehensive workforce profiles (shipyard-wide and department/code), for all selections within the activity.
