This document summarizes a master plan presented on February 1, 2012 for revitalizing the area around the Adrienne Arsht Center in downtown Miami. It establishes the Town Square Neighborhood Development Corporation to guide the process. The aspirational plan outlines elements to shape the area's future into a vibrant, thriving neighborhood with the arts as the center of economic development. This includes considerations for transportation, land use, and creating a walkable, livable area that encourages civic engagement and addresses long-term growth impacts. The planning principles guide organized public spaces, connectivity, balanced local densities, a dynamic urban mix of uses, and highlighting historic landmarks.
6. In mid-2009, leadership of the
Adrienne Arsht Center, recognizing
that its future and that of the
surrounding neighborhood were
intertwined, undertook a master
planning effort to continue the
Center’s positive impact on its
downtown Miami neighborhoods.
The Center firmly believes that its
position as an increasingly
important magnet for Miami’s
cultural and social forces makes it
the ideal driver of a good-faith,
far-sighted perspective for a new
urban district that is vital and
inclusive.
7. The Town Square Neighborhood Development
Corporation (TSNDC), an allied non-profit with an
exclusive focus on the Center’s neighborhood agenda,
was created to ensure that civic leadership guides this
process.
8. A national initiative in concert with private foundations,
including the Knight Foundation, aimed at revitalizing
America’s cities by making the Arts the center of economic
development.
9. TSNDC conducted a detailed master plan of its
neighborhood. This aspirational blueprint is not a fixed
prescription for the future. Rather, its goal is to put forth a
long-term vision that evolves with the neighborhood and the
input of community stakeholders, both public and private.

12. Vision
With the help of the design and engineering partners,
stakeholders and community input, TSNDC created a
preliminary master plan featuring a desirable mix of
elements for a vibrant and cohesive neighborhood
development.
13. The aspirational plan outlines the
elements necessary to help shape the
area’s future and ensure that it evolves
into a vibrant, thriving neighborhood
making the arts the center of the
economic development.
15. This master planning effort included
consideration of transportation infrastructure,
land use and urban planning codes set forth in
Miami 21, and strategies for creating a
walkable, livable area that encourages civic
engagement.
In addition, the plan addressed the long-term
impact of growth on the existing infrastructure,
particularly in regards to traffic and parking.
43. Creating a dynamic mix of urban uses will
help to create a 24/7 neighborhood with
a mix of residential and commercial
buildings to accommodate for the
cultural hub envisioned
