My solution would need a small amount of government funding to create nice homeless shelters where many could live with full living facilities. Even small community of the igloos that I presented last class would be good. The first month would be free for tenants to get a bearing on life with a place to call home. After the first month a small amount of rent would be charged, but every tenant would be given a job that paid enough to cover rent. The idea behind this is that the homeless would learn how to function with a job, and also have a sense for what its like to pay rent. Different counseling services could be offered, such as drug addiction courses. Other classes like financial planning could also be offered. The idea is that this place would be a halfway point for people to move onto their own housing eventually. According to Utah’s successful program, the homeless first need a place to live before they can confront their addictions and other “demons”. Our situation in Hawaii is unique because space is limited. This is why I propose we use smaller, more compact housing such as the igloo shaped houses.
