Presentation by Mike Kenny, Associate Commercial Director, Innovation Agency: Digital Innovation: the art of the possible on Wednesday 13 March 2019 at Haydock Park Racecourse.
2. Lord Ara Darzi - Chair of the Accelerated Access Collaborative
(a joint government–industry group to speed up patient access to ground-breaking technologies and treatments)
3. 3 Real world Health & Care System Stories about using existing materials
differently to create better & more efficient care
• Using Amazon Echo Smart Speaker in Adult Social Care - a partnership
between Argenti, Hampshire County Council and the Local Government
Association
• FLO – Telehealth with a Human Touch, a collaboration across
Sunderland CCG and City Hospitals Sunderland in Gestational Diabetes
• everyLIFE PASSsystem – Liverpool City Council working with domiciliary
care providers to use Smartphone tech to transform home care

4. The UK population is aging, with the Over
65’s population set to rise 45% by 2030
Local Government Association predicts
councils will have an overall funding gap of
£5.8 billion by the end of 2019
1. There are 1.2 million care workers in
England BUT the # of job vacancies grew
1.6% in 2018 to 76,000
2. More people are relying on their friends
and family for assistance (est. £60billion),
with “Carer burnout” becoming an
increasing concern
@InnovationNWC
• YouGov research shows 6.6mill
UK adults owned a smart speaker
by Q1 2018
5. The combination of demand for adult social
care, risk of carer burnout & an increase in
familiarity with smart devices – catalysed
Hampshire Council to explore using a
readily available cost effective consumer
device
1. In this trial, Amazon Echo smart speakers
were chosen because they have strong
out-of-the-box capabilities, such as eBooks
and smart home integration
2. Very easy to create new skills for it – so it
can be customised for the specific needs
of each person in the trial and offer support
to their carers.
@InnovationNWC
Other Smart Speakers are
available
6. Person centred
Each device is customised for each service
user, based on what do they do daily, what
challenges do they face, what do they wish
they could do?
Devices can also be integrated with other
smart home devices
1. Smart lights
2. Heating controls
3. Voice controlled device activation
@InnovationNWC
7. Each system is designed with specific users in mind. Functionality included:
Reminders for medication & calendar appts for people with memory issues
Turning on music, audiobooks, news & radio to combat social isolation and
help people feel connected
Writing online shopping lists so carers can shop for those who are
housebound
Activating smart lights, fans etc, a completely enabling feature for those with
severe mobility issues
Setting specific routines for those who need prompts to cook, drink and more
Calling family and friends so loved ones and carers can take a break while
staying in touch with the person at home
@InnovationNWC
10. A prospective pilot into the effectiveness of
incorporating “Simple Telehealth”
Consecutive patients with gestational
diabetes were offered enrolment along with
usual antenatal diabetes care
Outcomes were evaluated and the potential
economic benefit from a reduction in
frequency of out patient attendance whilst
maintaining a high degree of safety
@InnovationNWC
1. Mobile phones used by most patients
2. Flo – simple, configurable, secure
3. £57 to £80 per patient per year
11. Person centred – text messaging service used to:
Support, reassurance, encouragements for
achieving targets for glucose & weight
targets via SMS reminders
Dose adjustments of oral medication &
insulin titration, In a timely manner
Maintenance of normal life - Fewer clinic
visits, reassurance
Good outcome
@InnovationNWC
12. There were no adverse outcomes reported during the pilot to mother or baby
Home monitoring for Gestational Diabetes using Simple Telehealth
technology is deliverable
Pregnant women find the technology easy to use and the concept highly
acceptable
Cost saving attained:
Total cost of ‘Simple Telehealth’ £80/patient/yr.
Ave. 3.2 hospital visits prevented per patient per pregnancy
Total saving of £1,024/pt/yr.
@InnovationNWC
13. INSERT IMAGE
and ‘Send to Back’
Sting in the tail?
@InnovationNWC
Total saving of £1,024/pt/yr.
Actually represented a reduction in
income to the Trust, which threatened
adoption beyond the pilot and into other
areas of care
Opinion about addition of Flo Support
1. Reduction in Maternity Outpatient
visits reduced reliance on Agency
Staff on Maternity Wards
2. Maternity staff redeployment to the
wards made the case to continue
and expand Flo
14. Home care providers deliver vital support to
their service users
A lack of innovation & investment has meant
companies complete, collect & process
assessment paperwork & medication records
manually
Paperwork isn’t processed until carer returns to
base -often a day or more after visit
Critical delay in changes of medication/careplan
Completing and reviewing paperwork takes up
carer workers’ time during visits, which typically
last for half an hour
@InnovationNWC
Homecare providers using smartphone tech to transform home care
15. Working with the Innovation Agency,
Liverpool City Council received €1 million
from a EU funded project (STOPandGO)
which was designed to enable innovative
procurement in the public sector
Liverpool home care providers were brought
together with dozens of technology
businesses in a market place type event,
designed to create partnerships between the
care and technology providers
@InnovationNWC
1. This resulted in all but one of the 18 care
provider companies contracting with
technology business to adopt technology
that would improve service delivery
16. PASS System is now used by all care providers in Liverpool
Carers have instant access to a patient’s
care plan via their smartphones, allowing
them to easily familiarise themselves with
the personal needs of a client before they
visit
The app also provides carers with a
checklist of tasks which need to be
undertaken during the visit, including
medication assistance
Carer’s notes are inputted via smartphone,
& immediately uploaded to the care
management system and viewable by
homecare managers and clients’ families
@InnovationNWC
17. Impact
Carers have a detailed more accessible care plan that prompts the care to
make their visit and care more person centred
Carers spend more time with service users visits increasing quality of care
Families of service users can see what care has been provided and when via
the App, which provides reassurance
Going paperless has saved time, money and reduced risk and error rates
Homecarers (Liverpool) Limited, were graded ‘Good’ in all areas by CQC.
CQC were especially impressed with the PASSsystem, commending it for
being more transparent and improving patient safety
