Question 1:
As I am the responsible Captain of the county jail my objective responsibility will be responsibility to the organization. However all objective responsibility involves responsibility to someone or some collective body and the expectation coming from outside. In my position I will be in authority to provide security inside the county jail and provide safety for the outside citizen. In the other hand, my subjective responsibility will be expression about my personal values, moral, and believes. I should be accountable to my subjective responsibilities in order to carry out objective responsibilities.
In my position it is normal to face some of any ethical authority. I might be face conflict of authority with upper level supervisors, upper level supervisors form outside the units, and with the jail commander. However, as I am responsible to oversee daily operation of the jail in multiple capacities also I am responsible to evaluate the upper-level supervisors on an annual basis I may face disagreement form upper-level supervisors if he do not want to do the evaluation or if he refuse my ideas. Also, as a captain in such a big position I may miss use of authority towards my employees. Such position with high level of authority is not that easy and some people may miss use in some areas. For example, I might be not fare with some staff working with me. However, I can solve those issues or those conflicts by clarifying my subjective and objective responsibilities, clarify my mission which are safety and security, serve the public needs instead of assisting my supervisors to achieve their goals in not being helpful in dong the evaluation about them which is against my objective authorities. In additions, I should follow the rules and laws rather than personal authority that mean I have to know how to make fairness for all people at the same level.
Regarding the ethical rule that I might face is outside- inside rules. For example in the outside rule I might have problem with my parents because they want me to give up my job due to a fetal fight happened in the jail that causes sever medical condition to some people. In the other hand, Inside rule, as a captain for the county jail and responsible for the facility safety and security in the absence of the jail commander I will refuse to leave my position because this is part of my objective and subjective responsibilities.
There are two general approaches responsible conducts inside the organization, which are internal control and external control. In the internal control, I have to use value and moral in order to shape the professional standards in the organization and to enhance the ethical conduct. Whereas, in the external control, that involves law, regulations, and rules I have to provide external control in order to maintain the desired conduct not only for me but also for providing ethical environment around all positions. Question 2:
Public administration theory faced huge development since the
last decades by many successful theorists who engaged their
views and ideas in order to improve and enhance the public
administration concept in both public sector and private sector.
Moreover those concepts have chanced people view toward
organizations after those theorists’ theories. In this paper I will
write about theorists who came from different two schools the
first one is, the old classical school theory that focus on the
organization and include Woodrow Wilson, Weber, and Taylor.
In the other hand, the other school is the new classical school
that focuses on worker as human and work force, In this school
I will write about Mary Follette.
One of the famous theorist from the old classical school is,
Woodrow Wilson who is the father of public administration and
who had the article of The Study of Administration that
provided the for the first time the concept of public policy
3. which is leaded to change people view toward organization until
our current time. Moreover, Wilson, had the study of
dichotomy, In this study he distinguished between the political
official and administrations. Political side elect and make a
policy or law whereas, the administrators implement it. This
study debated in the literatures throughout 20th century. Wilson
theory aims to discover the most official way for carrying out
the policy for the public.
Another theorist contributed in developing the concept of
public administration from the old classical school is, Weber
the founder of the concept of bureaucracy and defined it as a
machine and he explained the worker as a cogs and thy have to
work together in order to get an affective result in the
organization. However, his theory focuses on the institutions
and efficiency more than their employees. In the organization
each public administrator has a task to complete and have to
follow specific rules to accomplish the task. His bureaucracy
includes three characteristics:
1. Division of labor: where they break down the workers into
particular duties preformed by traind staff and competent. The
efficient workers enjoyed their work because the ability and the
expert that they have to carry out the work efficiency.
2. Hierarchical order: differentiate superior from subordinate
and define how promotions are assessed.
3. Appointed official perform tasks efficiently as advancement
based upon performance. Move the authority from below are
from powerful party men and less subject to the influences of a
superior authority’s advancement.
4. Impersonal rules: written instructions are necessary to carry
out certain tasks. The worker required to follow prescribed
methods and carry out laws.
The third theorist who engaged in developing the public
administration from the same school is, Taylor, the father of
scientific management, he focused on productivity, rationality,
and profit. He also concerned with increasing production in the
least possible resources and time, he wanted to increase the
4. outcome as possible as they can. Moreover, Taylor believed that
there is one certain way to do the work appropriately that is by
watching the most sufficient movement in doing a certain work.
His theory continues to influence and help modern management
approaches and techniques today because of its internal logic.
The last theorist from the new classical school is, Follett
who changed people view toward workers in the organization.
She believes that worker need should be accomplished by the
organization and the organization can reach the successful level
if they proved the employee’s needs. Follett focuses on the
human wright in the work place and their safty unlike Taylor
and weber who focus on how to do the work sufficient in the
organization instead of worker needs.
To sum up, public administrations considered one of the
important concept that is become to real world by theorist ideas,
theories, and efforts.
