National Housing Bank (NHB) is working to promote affordable housing in India through various initiatives:
1) NHB is collaborating with the UK Department for International Development (DFID) on a project to improve housing policies and systems in 8 low-income states.
2) As part of this, NHB is financing two demonstration housing projects using innovative construction technologies - one using expanded polystyrene core panels in Bhubaneswar, Odisha and another using monolithic construction with steel formwork systems in Bihar Sharif, Bihar.
3) NHB is also working to promote green affordable housing through refinancing energy efficient home loans and administering a subsidy scheme for solar home

Reserve Bank of India was set up on July 9, 1988
under the National Housing Bank Act, 1987 as an
apex level institution for housing finance.
NHB was set up to operate as a principal agency to
promote housing finance institutions both at local
and regional levels and to provide financial and
other support to such institutions and for matters
connected therewith or incidental thereto
NHB has provided a balance between the various
functions such as regulation, supervision, financing
and creating a market infrastructure towards

Government Efforts

The Ministry of New and Renewable
Energy (MNRE), Government of India
has introduced a Scheme on “Energy
Efficient Solar/ Green Buildings” for
implementation during 2013-14 and rest
of the 12th Five year Plan period.
The main objective of the Scheme is to
promote widespread construction of
energy efficient solar/ green buildings in
the country through a combination of
financial and promotional incentives,
and other support measures so as to
save a substantial amount of electricity
and other fossil fuels apart from having
peak load shavings in cities and towns.
Various financial incentives have been
provided for capacity building and
awareness activities, urban and local
bodies and the architects and design
consultants.
MNRE has also introduced schemes for
establishing solar cities in the country to
curb the electricity consumption in
those cities.
The Government of Tamil Nadu had
launched a scheme on Solar powered
Green House. Under this scheme 3 lakh
houses will be constructed with solar
powered lighting systems over a period
of 5 years from 2011-12 to 2015-16 for
the benefit of poor in rural areas .Out of
the Rs. 180 crore estimated cost, approx.
42.6 crores will be provided as subsidy
from the Government.
The Government will likely award
cheaper housing loans and reduced
registration fee to energy-efficient green
houses in a bid to take forward its
climate change goals
The ECBC-R 2017 is scheduled for release and will follow the basic structure of the Energy
Conservation Building Code (ECBC) 2007 which was meant for commercial buildings only

NHB - KfW - Promotional Programme
for Energy Efficient New Residential
Housing in India
This programme, the first of its kind in
India, was undertaken in partnership
with the KfW Development Bank of
Germany.
A Line of Credit of €50 million was
provided by KfW to NHB for extending
refinance assistance to primary lending
institutions in respect of their individual
housing loans for energy efficient units.
Capital Subsidy Scheme for Installation
of Solar Lighting Systems in Homes
The National Housing Bank has been
designated as a nodal agency for
administering and monitoring the capital
subsidy scheme for Installation of Solar
Lighting Systems in Homes.
The Scheme has commenced from 01-04-
2014 and loans disbursed on or after 01-
04-2014 are eligible to be covered under
the Scheme. Net Subsidy disbursed is ₹
30.64 crores for 18,979 beneficiaries.

Background: National Housing Bank (NHB) and Department for International Development (DFID),UK has entered into a collaboration
for a project namely “Making affordable housing market work for faster and sustained economic growth” in eight low income states in the
country viz., West Bengal, Odisha, Bihar, Jharkhand, Uttar Pradesh, Madhya Pradesh, Chhattisgarh and Rajasthan.
Under this project, DFID has sanctioned £10 million as grant which further comprises of £5 million as Technical Assistance (TA) and £5 million
for piloting innovative approaches to support state governments in the identified eight low income states to improve policies and systems related
to housing.
Project: Construction of 32 demonstration Houses in one building block with G+3 configuration along with all on-site infrastructure. The
demonstration building has been designed with Ground+ 3 storied configuration, having provision for 8 units per floor, with total 32 units, as
per BDA’s requirement. The carpet area of the housing unit is 23.08 sq mt. with drawing room size as 2.7 x3.5 mt & bed room as 2.7x3.00 sq
mt. The linkage to external services have also been proposed, so as to make the DUs habitable after its completion.
Technology Proposed: The Expanded Polystyrene (EPS) Core Panel System has been identified for this project.
Financing: NHB has agreed to become a partner in the demonstration housing project initiated by BMTPC in Bhubaneswar, to promote
implementation of emerging & green technologies, under NHB-DFID partnership programme, through sharing in project cost. The project cost
is expected to be around Rs.250 lakhs.

Project: BMTPC in collaboration with Bihar Sharif Nagar Nigam (BSNN) identified a land for demonstrating construction of 36
houses using Monolithic construction with Structural Stay in place steel form work System technology. The agency has indicated that
BSNN has allotted admeasuring 1435 sq.mt. at Sohar Kuan, Bihar Sharif. Three types of dwelling units in the proposed layout having
built-up area of 44.36 sq. mt., 46.91 sq. mt. and 46.35 sq. mt. with the estimated cost of the project is Rs. 315.55 lakhs approximate.
Technology Proposed: Structural stay-in-place CR steel specially designed formwork system consist of an integrated formwork
with two filtering grids (panels) made of rib lath reinforced by vertical stiffeners.
The panels in various sizes are fabricated and assembled in the factory. After the erection of panels in alignment, required
reinforcement concrete of Grade M25 is poured in the panels with a slump of around 12-18 cm.
The concreting may be done with a pump, bucket or with a shovel loader. The inside and outside walls are finished with cement plaster
of suitable grade. The painting of walls is to be done in the conventional manner.
Financing: BMTPC is planning the mode of construction as design and build basis through the agencies who are working in this
technology and have BMTPC's certificate or applied for it and is in process.
The tentative cost of building is estimated to be about Rs. 316 lakhs The completion period of the project will be 6 Months.
