EMULIES innovative and integrated response of the Inter-
American Organization for Gender Equity in Higher Education

2. EMULIES in the context of the Inter-American Organization
for Higher Education (OUI-IOHE)
Based on the results of a consultation to a group of 30
women leaders of higher education institutions (HEI)
from 14 countries in the Americas about previous work
conducted by the school of the Americas.
The Board of Directors, held in San Luis Potosí, in
November of 2011, declared the year 2012: Year of the
Women Leaders in Higher Education Institutions of the
Americas.

3. EMULIES is the result of a process of dialogue and exchange
of a core of University leaders, academics and researchers
that identified the following needs and demands.
While the last 15 years have been marked by the rise of some
leading women to the highest posts of driving, HEIs limitations
to the participation of women under conditions of equality still
continue.
The base information is scattered and disjointed, which makes
difficult the monitoring of the position of women in bodies of
Government of the HEI.

4. EMULIES: Space for Women Leaders of Higher Education
Institutions of the Americas
- EMULIES constitutes a space for reflection, exchange and
academic production on university
management, innovative, inclusive and socially
responsible, constituted by a group of female leaders of
higher education institutions (HEI) under the auspices of the
Inter-American University Organization (OUI).

5. The specific objectives of EMULIES are the following:
(a) To contribute to the strengthening of the leadership
and participation of women in decision-making in the
field of higher education.
(b) To provide rigorous and up-to-date information about
the situation of women in the HEIs, in particular with
regard to their participation in decision-making.
(c) To influence higher education policies that promote
equity, specially gender equity.
Four areas of work: research, training, cooperation and
exchange, and the dissemination and communication.

10. Results of EMULIES meetings:
1. Declaration of Mexico. First Meeting Space of Women
Leaders of the HEI of the Americas (Polytechnic Institute of
Mexico, June 2011), 30 women leaders participating, 25
HEIs, 12 countries represented.
2. Declaration of San José. Costa Rica
University, Towards the construction of EMULIES (October
2011), 30 women leaders, 25 HEIs, 14 countries
represented.
3. Integration of a team monitoring the agreements to
Mexico and San Jose, with representatives of five HEI of 10
11. 4. Release of the virtual space of EMULIES (pilot phase).
5. Preparatory meeting to the II meeting of women leaders
of the HEI of the Americas, Brazil 2012
(Florianópolis, Brazil, December 2011).
6. Realization of the second meeting of EMULIES (Rio de
Janeiro, Brazil, April 2012). 48 women leaders from 11
countries of the region.
8. Call for the Third Meeting of EMULIES in 2013.

12. Latest Advances
Launch of a training program in Gender and
University Leadership by COLAM, in September
2012
It has a rigorous theoretical foundation but, at the
same time, a potential inmediate application in the
headquarters of participating institutions, with
emphasis in a framework for exchange and
collaborative learning and oriented towards network
creation and cooperative work.

13. Promotion of the Observatory for Gender Equality in
HEI in the Americas
There is a need to construct an indicator
system, allowing to monitor the position of women in
the governmental instances of HEI
Three types of assessments:
1. Political will assessment (express political will of
university authorities)
2. Process assessment (baseline, sex-disaggregated
information available)
3. Result assessment (achievements)

Latin America Project, an iniciative co-founded by the
OUI and the China Education Association for
