What is the meaning of Poverty Reduction,
Prosperity for All, in a changin World ?
Presumably they were less country development differences across national borders
rather than under development within a same country between national regions.
Today, it is much difficult to classify lack of development :
●
1- Country classes are various : Developed, emerged, in transition, developing, least
developed, landlocked, isolated...and so on.
●
2- Amartya Sen (Economy Nobel Prize) relates development as a freedom.
●
3- Economic growth, Gross Domestic Product (GDP) is a measure with a quantitative
metric based on finance is a national business output of all organization production
activities (which far from reflectiong the real country activities i.e. Unformal sectors,
solidarity, social solidarity economy, and other forms of organizational productions,
for example, the prodution of natural capital.

4- On the one end, a country can grow, without being developed, on the other hand a
country can be developed without growing.

in cities. Before, it is presumed that worldwide countries were comparably as
developed, and under development were likely inside the national borders rather
than accross borders.

8- In fact, there is no ''development process''. Organization feeling, intuition,
facts to progress and a country development is analyzed in ''comparing accross
national borders the various country processes in order to justify the
inequalities, lack of progress, increase poverty, gender disparities, level of
education, unemployment, GDP,...
● 9- With the oil society (1950), development has been accelerated in its pathways
with opportunities and risks. Often, global risks are supported by most vulnerable
countries with more weights than developed nations. High Level Political
Processs is for all countries, however, United Nations prioritized the 44 Least
Developed Countries (LDC).
● 10- List of 44 LDCs : Afghanistan,...,Chad,...,Haiti,...,Myamar,...,
RDC,...,Somalia,...Zimbabwe. As the world changing through globalization,
climate change, population increase, increase risks... Benchmarking concept of
organization development processes seeks to find causes of underdevelopment
and bring the remedies with Agenda for actions (2030) that is a package of global
solution based on Post 2015 Sustainable Development Goals (17 SDG and 169
targets), whose 2nd annual review in the first cyle (HLPF 2017) has taken place
between 10 July and 19 July 2017.

● 11- VNRs are vlountarily National Reports on Post 2015 SDG progress
since 2015. 44 countries have submitted to UN there National Action
Plans for HPLF 2017, and in total today, nearly 100 countries have a
VNRs for sustainable sustainability development, which have been
reviewed or will be reviewed in the next HLPF (2018 and 2019) to close
the first cycle of 4 years review. Ultimately, a worldwide taskforce of
expert and scientists will make a final review to revised or correct the
Post 2015 SDG trajectory in 2019.
● 12- It think today an obvious issue is how to accelerate Post 2015 SDG
implementation. HLPF 2017 Stakeholders have already made an
importan efforts with new ideas, and contributions (including Business
Innovation Research Dev (BIRD) to speed up Sustainable Development
by 2030. Also, African continent Sustainable Development Goals are
more numerous and lagging compared to leading worldwide Post 2015
SDG. According to African Union Organization, it will take place in 2064
(however, African economies, which are majoritairly part of 44 LDC group
were inspired and in board the SDG process during HLPF, which is a
people process (Excellency SHAVA, ECOSOC President in 2016-2017)

● 13- As HLPF 2017 showed in a changing world, the ''world we are
living in will never be as before'', ''World We Want'' and Post 2015
SDG have included ''more metrics that are not quantitative (thus not
relying only on financial metrics).
In addition new sets of metrics (indicators) are qualititative ones. It is
important to develop new indexes for poverty reduction, prosperity for
all in a changing world. For example, World Bank is working on new
concept of development that can be analyzed with the economic
curves, to reduce poverty to zero by 2030. ''Until recently there is still
a level of poverty that cannot be reduced whatever economy
development methods'' (World Bank Group).
● Some stakeholders are using health, education (Buthan),...or
Happiness (Emirate Arab Unit) for their national country
wellbeing...For example, the aim of development according to the
leader is to make people happy, insuch a way, the whole
administration (officers, clerks, staffs) are on a working journey from
budget to tasks to increase the level of the national happiness.

● 13- As HLPF 2017 showed in a changing world, the ''world we are

● 14- Ultimate, Post 2015 SDG was perceived by the HPLF 2017 as a top down
approach. ''There is no need to change the 17 goals and 169 targets were
relevant to the period of intense consultations between United Nations and
worldwide stakeholders, from 2012 at Rio+ 20, then later with the world we want,
Also, Agenda 21...and many more global surveys'' (Excellency, Wu Hong Bo,
formerly UNDESA Under UN Secretary General), who has been replaced effective
on 26 July 2017 by the new ambassador and head of UNDESA (United Nations
Economic Social Affairs) Mr Liu Zehmin, ''who is bringing a wealth of experiences
and guidances to SDG and the secretariat (Excellency, UN Secretary General
Antonio Guterres)
● However, the HPLF 2017 send a mix bag of signals, as HLPF is People Process,
HLPF 2017 reviewers (Lead discussants, Major groups, state representatives...)
seeking to add values to Sustainable Development Goals annual process have
echoed the world reality of Sustainable Development, during 10 July and 19 July
2017. This browsing of the realty checks wiith different understanding of what is a
good or a bad review of Sustainable Development is a bottom up approach,
which has shown, there is no links (inter linkages or intra linkages) between Post
2015 SDG global framework and the realties of Sustainable development. It is
where and when United Nations, which is the most larger intergovernemental
organization aspiring to worldwide peace and securirty through diplomacy,
development has to count on every body and all relevant stakeholders to
implement Post 2015 SDG. With strategies and operations . States are in charge
of the implementations of VNRs and also, all relevant stakeholders and people
willing to make the world a better planet to live in for all.

pollutions (plastic bags....)

''X partnership'', which is a UN organization was looking at volunteers to
clean the rubbishes (plastic bags....)...etc.
Issue solving:
●
‘’If an organization wants to restore/conserve life below the sea
(SDG14)’’, BIRD assumed best practices would be governmental
enactment, enforce regulations against packaging of business products
sold in the retailing industries. The issue of pollutions have to be tackle at
the beginning for cost effective solution.
●
SDG –respectively MDG- is about sources of marine pollutions,
unsustainable packaging and plastic bags –respectively about the
sysmptoms of marine pollutions- which are outcomes from industries and
uneffective processes, garbages or unwanted marterials that flourish in
cities.

POLICY REGULATIONS:

Law in France to ban all unsustainable packaging (50 micron metres) plastic bags of
supermarket and sales contact points, effective, from 1 January 2017. Eco bags have replaced
the plastic bags of the supermarkets.
●
In the global world, 1/3 of food produced is thrown away in the thrash , while there is nearly
1 billion people starving or going hungry to bed. In 2012, socialist government eneacted a
law to donate food to homeless people. Charities are collecting the unsold food from a
certain size of supermarket, in exchange as a donation, the government refund 80% of the
food donate.
TECHNICAL MEASURES

In United Kingdom (London): Supermarkets LTD i.e. Tesco and Saintsbury have a business
policy for good image and reputation to increase sales and food turn over by discounting
food from the shelves at the end of a day sales, for customers with a low purchasing power
●
Also, Chinese shopping centers, where the customers can buy fresh food with packaging,
because pieces of products are alive (customer fishing to collect their livelihood, in a pond, or
the food is dry -dehydrated fish, prawns, meat, fruits-

  • 6. ● 11- VNRs are vlountarily National Reports on Post 2015 SDG progress since 2015. 44 countries have submitted to UN there National Action Plans for HPLF 2017, and in total today, nearly 100 countries have a VNRs for sustainable sustainability development, which have been reviewed or will be reviewed in the next HLPF (2018 and 2019) to close the first cycle of 4 years review. Ultimately, a worldwide taskforce of expert and scientists will make a final review to revised or correct the Post 2015 SDG trajectory in 2019. ● 12- It think today an obvious issue is how to accelerate Post 2015 SDG implementation. HLPF 2017 Stakeholders have already made an importan efforts with new ideas, and contributions (including Business Innovation Research Dev (BIRD) to speed up Sustainable Development by 2030. Also, African continent Sustainable Development Goals are more numerous and lagging compared to leading worldwide Post 2015 SDG. For example, World Bank is working on new concept of development that can be analyzed with the economic curves, to reduce poverty to zero by 2030.
