1. Scope
This procedure covers the requirements associated with the operation of either a Hi-Rail
Crane Truck or EWP Boom Type under 11 metres working under live power inside the rail
corridor.
The following procedure has been developed to ensure the health and safety of persons
whose duties may involve working under live power with plant that has the potential to
come in contact with Overhead Power Lines.

2. Purpose
The purpose of this procedure is to ensure that staff who operate the above-mentioned
plant are aware of the risks associated with working under live power, the controls to
mitigate risk whilst operating the respective plant and the procedure that needs to be
followed should you be working under live power.
3. Definitions
Tag out
To be able to label the item intended for isolation with a “Out of Service Tag”

4. Roles & Responsibilities
Managers / Supervisors are responsible for ensuring that safe processes of work are
developed and implemented for employees who may work under live power. This can be
achieved by:
1. Identifying staff and plant that maybe working under live power
2. Ensuring a risk assessment/ESWMS is conducted for work that is performed under
live power
3. Ensuring all operators/drivers complete a Pre-Start Checklist on the Plant they are
operating ensuring that they answer the question around live power and clicking on
this procedure for review.
4. Consulting with staff, contractors and visitors that work under live power.
5. Approval of personnel to operate plant under live power.

6. Providing appropriate training regarding this procedure
Infraworks Staff, visitors and contractors are responsible to:
Follow the procedures for Operating Plant under live power;
Advise the supervisor of any delays or changes to the work being performed;
Not placing themselves at risk when working under live power;
Participate in training and apply the skills taught in the workplace;
5. Procedure
A risk management process should be undertaken in a methodical way to control risks
associated with under live power with either a Vehicle Loading Crane or an EWP Boom
Type unit under 11 meters.
In this instance Infraworks have adopted Isolation as a method of controlling the risk
1. Infraworks allocations team will identify scope of works when vehicle is allocated.
2. During allocations process in Assignar an orange “TAG” will appear asking if the
plant is working under live power.

3. If “YES” then allocations staff will instruct workshop staff to disable either the
Vehicle Loading Crane’s crane or disable the EWP Boom.
4. The operator, when completing the Pre-Start Checklist, will come across a question
asking if they will be working under live power.
5. If the answer is YES then they must click on the link on the App which will direct you
to this procedure.
6. It is very important that you check if Crane or EWP Boom has been disable if you
answered “YES”
7. Only then may you commence work under live power
8. On completion of the works the plant’s Boom or Crane will remain disabled.
