Gandhi was not in Delhi. He
was in far away Calcutta to
stop the communal carnage
in the city
.
On 20th February Prime
Minister Clement Attlee
made a statement in the
House of Commons announc-
ing his majesty’s govern-
ment’s decision that peaceful
transfer of power into respon-
sible Indian hands “by a date
not later than June 1948”. The
word Independence was nev-
er mentioned.
Lord Mountbatten suc-
ceeded Lord Wavell as Vice-
roy and Governor General.
He arrived in Delhi on 22nd
March 1947. Even before he
was sworn in, he wrote to
Gandhiji and Mr. Jinnah in-
vited them to Delhi for dis-
cussions.
During the next few weeks
the Viceroy met leaders of all
important political parties.
The outcome was not encour-
aging. Mr. Jinnah insisted on
Partition. Eventually the Con-
gress leaders Jawaharlal
Nehru, Sardar Patel and C.
Rajagopalachari accepted the
inevitable. Nehru said, It was
‘the lesser evil’. Gandhiji did
not agree.
On 3rd June Lord Mount-
batten broadcast over All In-
dia Radio, giving details of
the plan to divide India. He
was followed by Jawaharlal
Nehru, MA Jinnah and
Baldev Singh.
The AICC met in New Delhi
on 14th June. It passed a reso-
lution accepting the June 3rd
plan. The resolution was
moved by Pandit Gobind
Ballabh Pant and reluctantly
seconded by Mulana Abul
Kalam Azad. Nehru and Patel
also spoke. Minor differences
were ironed out.
VP Menon was a practical
and wise man. I quote him.
“Thus was the plan accepted
by the three main political
parties. But accepting was
one thing; its implementation
was a different matter alto-
gether. Here was a task which
normally should have taken
years to accomplish but which
had to be compressed into the
short space of a few weeks! It
was a task before which any-
body would have quailed, for
it was one which seemed ver-
ily tempt the God’s.”
Lord Mountbatten, who
had commanded armies and
navies, did not anticipate
that partition would be fol-
lowed by millions of Hindus
and Sikhs migrating to India,
millions of Muslims going to
Pakistan. Before reaching
their destination lakhs would
be brutally murdered, wom-
en raped, children not spared.
If thought had been given to
the migration problem by
Mountbatten, Nehru, Patel
and others for an orderly mi-
gration no lives would have
been lost.
Horrendous communal ri-
ots took place in Delhi and
many parts of north India.
These should have been an-
ticipated. The facts are given
in G.D Khosla’s book, “Stern
Reckoning”.

in me a myriad of conflicting
emotions while I enthusiasti-
cally wait to celebrate our 75th
Independence Day
. Paradoxi-
cally enough, after more than 7
decades of practicing democ-
racy and hundreds of years of
our struggle for attaining inde-
pendence, it is still puzzling to
see Indian democracy not
reaching to the expectations of
a common man.
The disciplined veteran in
me triggered my thought pro-
cess to speculate on the so-
called democratic state of af-
fairs in our country vis a vis
the real perception of freedom
and liberty
. As it stands today
,
our beloved country has not
achieved the desired ranking
amongst world democracies.
Frankly speaking, freedom
and liberty must always re-
mainplantsof rapidgrowthin
every society to flourish, as
they are the apostles of sound
and successful democracy that
ensuresajustbalancebetween
rights and duties of people.
Freedom is important be-
cause it leads to enhanced ex-
pressions of creativity, origi-
nal thought, increased produc-
tivity and an overall better
qualityof life.However,liberty
isthestateof beingfreewithin
society from oppressive re-
strictions imposed by authori-
ty on one’s way of life, behav-
ior, or political views. Never-
theless, ‘THE HARM PRINCI-
PLE’ of J S Mill on liberty is
another perspective of a free
society which is quite often
than not turned & twisted to
suit the fogged perception of
the political will.
The more I see the recent
debacles of the pandemic in-
fested challenges vis a vis the
poor response of Indian medi-
cal infrastructure and facili-
ties, it is obvious that our pri-
orities of governance have
been derailed or lost under a
chaotic socio-economic sys-
tem of the people and their
government. I am reminded
of the famous interpretation
of Franklin D. Roosvelt “The
only sure bulwark of continu-
ing liberty is a government
strong enough to protect the
interest of the people, and a
people strong enough and well
enough informed to maintain
its sovereign control over the
government”. However, much
as it would be desired, it is far
from a reality and appears an
illusion in our context.
Let us then heave the wheel
of democracy together to real-
ize the proverbial dream of
Tagore, ‘Where the mind is
without fear and the Head is
held high.’ Only then can we re-
alizeimportanceof muchstrug-
gled & attained freedom ob-
tained by our forefathers. If not
nowthenwhen&if notIndians
then who? At this crucial junc-
ture of 21st century
, never ever
was it more relevant than now,
to question policies & inten-
tions of our democratic param-
eters. If we as a state and the
peopledonotrecognizeourrole
& play it earnestly
, democracy
willturnintoafarce& journey
of independent India may get
jeopardizedataltarof confused
polity & non vigilant citizens.

KOSHIYARI MEETS SHAH
Maharashtra Governor Bhagat Singh Koshiyari met Un-
ion Home Minister Amit Shah in New Delhi on Friday.
The Raj Bhawan described the meeting as a courtesy

after the Bombay High Court made observations on the
impasse between the Governor and the state govern-
ment over nominations of 12 members to the state

Saturday said parlia-
ment is the “temple of
the country’s democra-
cy” which provides the
highest forum to debate
issues for the well-being
of people, in his first re-
marks following an
abruptendtoanacrimo-
nious monsoon session.
In his televised ad-
dress to the nation on
the eve of the 75th Inde-
pendence Day, the Pres-
ident also referred to
the second wave of
COVID-19, expressing
grief at the huge num-
ber of deaths. Saying
that the country is not
yet out of the woods
when it comes to Covid,
he urged people to not
let their guard down.
President Kovind also
sought to address the
concerns raised by pro-
testing farmers’ unions
against the three con-
tentious farm laws, say-
ing the series of agricul-
turalmarketingreforms
will empower our ‘anna-
data’ farmers and help
them get better price for
their produce.

said when India won in-
dependence, many
sceptics thought democ-
racy would not survive
in India.
“Little did they know
that roots of democracy
were nurtured in this
soil in ancient times,
and even in modern
times India was ahead
of many western na-
tions in offering fran-
chise to all adults, re-
gardless of any distinc-
tions.”
The founding fathers
had reposed their faith
in the wisdom of the
people, and ‘we, the peo-
ple of India’’ have made
India a strong democ-
racy, he added.
New Delhi: Ahead of the 75th Independence Day on
Sunday, Prime Minister Narendra Modi Saturday said the
pain of partition can never be forgotten and announced
that August 14 will be remembered as Partition Horrors
Remembrance Day in memory of people’s struggles and
sacrifices during that period. PM said, “May the Partition
Horrors Remembrance Day keep reminding us of the
need to remove the poison of social divisions, dishar-
mony and further strengthen the spirit of oneness.”

suicide bid of a young
man and a young
woman by jumping
in front of train here
took a vicious turn on
Saturday after the girl
told police that 3 men
gangraped her then
tried to throw her in
front of a running train.
Narrating incident, the
13-year-old victim said
that 2 youth kidnapped
her while another one
joined them later. The
3 took turns in raping
her under bridge near
Collectorate and then
attempted to kill her by
throwing her in front of
train to give it a suicide
angle. Later, she some-
how saved herself.
Jaipur: A trailer filled
with LPG cylinders
at Datri on the Jaipur
Ajmer Highway caught
fire at around 8.30 pm
on Saturday. The acci-
dent was so severe that
even after 2 hours the
fire could not be extin-
guished. The highway
was jammed for 10-10
kms, the police said.
The sound of the blasts
was heard in an area of
20 km. There were no
reports of casualties.

the Congress and its
leaders in certain awe
and respect, however,

West Bengal assembly
election results, the
situation has changed
dramatically
.
In order to stay rel-
evant in the political
clime, while Rahul
Gandhi is trying to
take centre stage and
rebuild his image as
the ‘leader of opposi-
tion’, when an alliance
is formed, the Con-
gress matriarch So-
nia Gandhi appears
to be doing what she
has done over the
years... bring various
parties together and
let Congress sail.
While her son Ra-
hul has held two meet-
ings with opposition
party leaders and led
them a handful of
times on march till
Parliament, sources
reveal that now Sonia
has called for a simi-
lar meeting with po-
litical heavyweigts.
Although no date has
been formalised for
this meet, but sending
out the invite, Sonia
has spoken to Sharad
Pawar, mamata Ba-
nerjee, Uddhav Thack-
eray, Hemant Soren
and M Stalin amongst
others.
It is a well known
fact that in the recent
years, NDA has lost
some of its old allies
and therefore Sonia’s
strategy is to bring
these parties in the
UPA kitty as well and
strengthen its posi-
tion. In fact, the rele-
vance of Sonia Gan-
dhi can be inferred
from the fact that
while she attended the
formal tea meeting of
Lok Sabha Speaker
Om Birla, the Speaker
made sure to voice out
the concern of run-
ning the House with
support of the opposi-
tion parties, since the
opposition did not let
the House function
properly, and with So-
nia in tune with the
concerns, even Birla
believes that things
could get better in the
House.
Therefore, while So-
nia may be trying to
make all out efforts to
lead the coalition of
parties for the 2023
general election,
even the remaining
opposition parties
and surely the
BJP acknowl-
edge the pow-
er she weilds,
which may

sombre as of now.

organised a cultural evening to infuse
and spread the feeling of patriotism
even deeper in each one of us. Transport

Jagdeesh Chandra welcomed all the
guests present and conveyed his best
wishes to one and all on the occasion of
the 75th Independence Day of our nation.
He also congratulated Senior Editor Syed
Umar and the entire First India team for
the beautiful evening soaked in patriot-
ism. The programme started with paying
respect to the nation with the heartfelt
singing of National Anthem by all those
present after which Jepu Khan Langa
and his team started their performance
singing Rajasthani patriotic songs which
wooed the audience. This was followed
by Artiste Sriyamvada Vyas singing ‘Ae
mere watan ke logon’ which left every-
one misty eyed! Her soulful voice which
belted out the best of patriotic songs held
everyone in a thrall. The stage was next
taken by ‘shayars’ who put forth their best
compositions of ‘veer ras’. Anjeev Anjum
was followed by Azam Shakri. Emerging
start Rahul Bhat took over the stage and
sang Rajasthani songs to the enjoyment
of all those present. After this Aadil
Rashid, Raza Shedai and Govind wooed
the audience with their compositions. The
evening ended with Kalyan Sahai singing
the ever popular song Dharti Dhora ri in
which everyone sang along! The entire
evening was masterfully handled by the

Once known as the
party of Brahmans
and Baniyas, the BJP
has now emerged as the
b i g g e s t
champion
of OBC
c a s t e s .
The Modi
g o ve r n -
ment first
played the
OBC reservation card
for the medical entrance
exam in order to check
the political wave in
which they got the de-
sired success. After it,
the OBC reservation bill
was passed in the Parlia-
ment without any objec-
tion. At the same time,
RSS leader Dattatreya
Hosabole’s statement
that ‘Sangh is a strong
supporter of reserva-
tion,’ made the occasion
significant.Itisnotewor-
thy that RSS chief Mo-
han Bhagwat had made
comment about rethink-
ing the reservation pro-
cess during the 2015-Bi-
har Assembly elections.
He had also demanded
the formation of a politi-
cal committee to recon-
sider the reservation
process. In September
2015, Bhagwat made a
statement in Kullu that
reservation should be
givenoneconomicbasis,
not caste. When VP Sin-
gh brought the Mandal
Commission in Parlia-
ment, LK Advani had
said in the House that
‘BJP is against caste
basedreservation,reser-
vation should be given
on economic basis.’ But
now, this is the new BJP
ledbyNarendraModi.In
the 2014-Lok Sabha elec-
tion meetings, he had
declared his caste due to
whichalargenumberof
OBC voters tilted in fa-
vour of BJP
. The ques-
tion now arises whether
all the recent feats of the
BJP regarding the OBC
castes is a juggernaut to
make the party win UP
elections next year? In
terms of caste equa-
tions,UPhasthehighest
52% OBC voters. Even if
the Yadav voters are ex-
cluded, the number re-
mains around 42%.
In 16 districts of the
state, 12% Kurmi
votersareindom-
inating posi-
tion while
there are 10%
Maurya, Kushwaha and
Shakya voters in 13 dis-
tricts. Similarly
, in 23
districts including Cen-
tral, Western UP and
Bundelkhand, there are
about 7% Lodh votes,
about 6% of the popula-
tionresidingonthebanks
of the Ganga, Yamuna
andGomtiriversareMal-
lah voters. Apart from
this Lohar, Kumhar, Bi-
yarcastesarealsoindeci-
siveroleindifferentpock-
ets. In the last elections,
these OBC castes were
more or less in favour of
the BJP but this time,
theyhavebeensomewhat
disillusioned with the
Saffron party and to
bring them back to its
fold,thepartyisusingthe
OBC reservation card.

decisions on his own.
Soon after becoming
CM, he announced gov-
ernment scholarship
with a fund of Rs1000
crore for the children of
poor farmers. While
most of Hindutva lead-
ers of the state wanted a
big aid package to be an-
nouncedfortheLingayat
communitybutwhathas

to the wish of Bommai.

In all fairness there
appears to be an un-
derstanding, of sorts,
between two senior
leaders, current Chief
Minister Ashok Ge-
hlot and former Chief
Minister Vasundhara
Raje, may be in the
overall interest or de-
velopmentof thestate.
The reason for this
being Gehlot extend-
ing an ‘extra gesture’
towards Raje, which
in the formal proto-
col, has never been
witnessed before. But
what is this ‘develop-
ment’?
Recently, when for-
mer Chief Minister
Vasundhara Raje
reached the Dholpur
helipad, in a one of a
kindsituation,district
CollectorandSuperin-
tendent of Police,
reached the helipad to
welcome Raje. They
were even carrying
flower bouquet to wel-
come Raje. Interest-
ingly, knowledgeable
sources reveal that
such a protocol is ac-
corded to CM, and not
a former CM.
Notably
, in the past
two and a half years, a
similar welcome has
never been accorded to
Raje anywhere in the
state. Therefore, this
shows a new type of
bonding of the three
time CM Ashok Ge-
hlot with his contem-
porary and two time
chief minister
Vasundhara Raje.
Interestingly
, con-
spiracy theorists be-
lieve that Gehlot-Raje
are in a symbiotic un-
derstanding and cite
Raje’sstandduringthe
Pilot rebellion, where
BJP seem primed to
change the govern-
ment in the state and
grab power, however,
few Raje camp MLAs
never appeared to be
with the state unit and
became absent as the
BJP leaders tried to
‘consolidate’ power,
thereby hurting the
party’schances.Infact,
thematterhadgoneup
tillthelevelof PM Nar-
endra Modi and Home
Minister Amit Shah.
According to political
observers, this prox-
imity between Gehlot
and Raje may again
give a chance to her
opponents to raise the
issue before the par-
ty’s central leadership

best of education and free-
dom of expression then
we must also as stringent-
ly be aware of our duties.
We all have a duty to
stand united for the na-
tion, at all times. We must
strive to be together and
fight the pandemic WITH
the government. As a citi-
zen, do not spread misin-
formation or fuel ru-
mours. A responsible
citizen today is one
who stays masked,
minimizes social
contact and gets
vaccinated as
soon as possible,
who thinks for fel-
low citizens as
much as we do for
ourselves!
Let us all promise
ourselves to always
think NATION
FIRST and do sim-
ple daily things to
which will empower
our nation!
Let us promise that we

of religion and caste, we
will be kind and compas-
sionate towards others, we

Captain Ram Singh
Thakur but the har-
monious tune of our
national anthem he
created is imbibed in the heart
of every Individual. Singh as
the bandmaster of the Indian
National Army (INA), contrib-
uted immensely to ignite the
spirit of patriotism among peo-
ple in the era of 1940. Died at
the age of 87 in Lucknow, Capt
Singh was born on August 15th
in 1914, at Khaniyara near
Dharamshala in Himachal
Pradesh, in the Thakur family.
In 1999 writer Rajendra Rajan
from Hamirpur, Himachal
Pradesh met him in Dharam-
shala, and to make people aware
of his contribution to our na-
tion, Rajan penned a book on
Singh’s life journey entitled ‘Un-
sung composer of INA -Capt.
Ramsingh Thakur’. Rajan in a
candid conversation with me,
reminisced, “After completing
school in 1922, Singh joined the
2nd Gorkha Rifles in 1928 at
Dharamshala Cantonment as a
recruit in the unit band. Since
childhood, Capt Singh was in-
clined towards music and par-
ticularly in ballads (a long song
or poem that tells a story), west-
ern with classical music. While
serving in the North-West Fron-
tier Province he received the
King George VI Medal for brav-
ery during the 1937-39 Khyber-
Phaktunwala war and was pro-
moted as Company Havildar
Major.”
Talking about the idea behind
the formation of the national
anthem, Rajan replied, “At the
time of 2nd world war, Singh
and his battalion were shipped
overseastoSingapore.TheJapa-
nese forces attacked the Malaya-
Thailand border in December
1941 and many Indian soldiers
were arrested in this attack. On
15th February 1942, Singapore
Allied forces surrendered them-
selvestoGeneralFujiwara.Gen-
eral handed over thousands of
Indian Prisoners of War to Gen-
eral Mohan Singh of the 14 Pun-
jab Regiment, who was involved
in the formation of the Indian

Rajan further said that on
21st October 1943 the INA came
into power in Singapore under
the leadership of Netaji Sub-
hash Chandra Bose. Seeing
Bose’s leadership, a large num-
ber of Indian prisoners joined
the INA along with Singh with
the sole intent to make India
free from Britishers. In all this,
Subhash Chandra Bose recog-
nised the talent of Captain
Ram Singh Thakur as a com-
mitted musician. With passing
time Singh composed tunes of
almost 71 famous patriotic
songs including Saare Jahan Se
Achha.
Rajan said that for such nota-
ble achievement in the form of
the set-up of INA, Azad Hind
Government felt an urgent de-
sire for a national anthem. In
this vein, Captain Lakshmi Sah-
gal, an INA legend, forwarded
the selection of Jana Gana
Mana. The song was based on a
poem by Rabindranath Tagore
andwastranslatedintoHindiby
Abid Ali. The present National
Anthem’stunewascomposedby
Capt. Ram Singh in the form of
‘Qaumi Tarana’ of the INA in
Singapore.
Singh with his orchestra first
time played this Qaumi Tarana
of INA on 23rd October 1943 at
the Cathay Building of Singa-
pore. The song ‘Subh Sukh
Chain Ki Barkha Barse’ or ‘Qau-
mi Taran’ thundered the entire
building with nationalism. For
this wonderful creation, Singh
was awarded a gold medal and a
Netaji’s citation at Rangoon in
the presence of all INA officers
on January 23rd, 1944.
Post-independence, Constitu-
ent Assemble took almost 3
years and found ‘Qaumi Tarana’
of INA suitable and apt as the
national anthem for Independ-
ent India instead of ‘Vande Ma-
taram.
Later, Singh played the Na-
tional Anthem of the INA in the
presenceof MahatmaGandhiin
Delhi. Also, on August 15th,
1947, Jawaharlal Nehru hoisted
the Indian flag on Red Fort, and
CaptSinghwasspeciallyinvited
to play the tune of ‘Qaumi Tara-
na’ of the INA there.
At the time of retirement
from the Provincial Armed
Constabulary band of Uttar
Pradesh in 1974, Singh was con-
ferred with the honorary rank
of DSP and was conferred with
many recognitions, awards
from the centre, and the title of
‘Emeritus Musician’ and Life
Advisor Music from Govt. of
UP. In the end, Rajan with dis-
appointment said that it’s a
grim scenario that people don’t
even know such jewels who
have rendered selfless service
for our nation.
