RICH DIVIDEND
ith a record haul of 107 medals at the Hang-
zhou Asian Games India has demonstrated
that it has a rich pool of sporting talent. One
can always argue that repeating this performance in
the Olympics may be difficult but the attention being
given to sports and the hike in government funding
could make the unachievable achievable. Target
Olympic Podium Scheme shows India’s intent to
emerge as a major sporting country who will no
longer be satisfied with just a few medals. The
Scheme provides for making expert coaches and
sports science experts available for potential medal
winners. Sending promising athletes abroad for gain-
ing experience is also responsible for the jump in
medals tally from 70 in Jakarta to over 100 in China.
The money and effort spent on archery—Rs 24
crore in 2022-23, hiring of best coaches and neuro-
scientists—paid rich dividends by way of nine med-
als. Made with a commitment towards the country,
these efforts will surely yield results.

he world has been taken aback by the sudden
and ghastly attack launched by Hamas, Pal-
estine’s terror arm, on Israel when the country
was on a Sabbath holiday on the occasion of Simchat
Torah, a day of joy.The dastardly attack came 50 years
after the Egypt and Syria attack on the Jewish country
was attacked by Egypt and Syria. The early morning
firing of over 5000 rockets and simultaneous infiltra-
tion by Hamas terrorists into Israeli territory caught
Israelis by surprise. Capture of Israeli civilians and
soldiers, including women, by Hamas was even more
daring. Israel carried out its retributive action prompt-
ly killing nearly a
thousand people.
More than 300 Israe-
lis died in Saturday’s
attack.

in Gaza, which has
been at the centre of
conflict between Pal-
estine and Israel ever
since Hamas, a party
of Islamists, was

forming a government in the West Bank and Hamas
in the Gaza strip from where it has been carrying out
attacks on Israel with Israel taking countermeasures.
Hamas claims that the Gaza strip belongs to Pal-

Al- Aqsa mosque”.

They constitute a well-
trained, self-motivated and
a highly disciplined work
force, who have given their
youth to the Nation.Transi-
tion from the military into
the civilian world has its
ups and downs for all mili-
tary veterans. The inade-
quacy of the pension to
meet the basic needs of
soldiers and their family as
the pension element was
brought down from 70% of
last pay drawn to 50%, as
also the soldiers are denied
the benefit of serving till 60
years of age, combined
with lack of suitable alter-
nate career options after
retirement, compounds the
problem. The government
has initiated measures in-
cluding training courses,
reservations in government
jobs and self-employment
schemes for resettlement of
veterans but in reality,
these actions by govern-
ment are neither proving
adequate nor appropriate in
today’s environment. The
issue of resettlement of vet-
erans becomes more perti-
nent as in coming years the
nation will have almost
30000 Agniveers joining
the civil life for settling
down in their second ca-
reers. Another major con-
cern is resettlement of
ESM widows specially in
the rural areas where due to
lack of opportunities they
are left to fend themselves
with meagre pension.
Findingafulfillingcareer
can be a challenge for any-
one. But it’s important for
us as friends, family, em-
ployers and the community
in general to understand
why it’s so difficult for our
combat veterans, and how
wecanhelp.Thechallenges
faced by our veterans dur-
ing their transition to the
civilian workforce are: -
Possess the skills and
knowledge, but not the
certifications or degrees.
While the military trains
well for military jobs, it
doesn’t provide the licens-
es or certifications needed
for civilian jobs of the
same calibre. Most veter-
ans do not have the time or
guidance to attain these,
which leads to their under-
employment. The issue has
been addressed to some
extent by government but
these equivalent degrees
do not hold same weight-
age as civil degrees for
jobs in private sector.
The resumes don’t eas-
ily translate to civil re-
quirements. Many of our
heroes join the armed forc-
es right out of high school
- meaning little or no col-
lege education or “real-
world experience.” It’s not
always easy to explain as to
how the medals and ranks
earned are relevant, or how
leading troops through
dangerous conditions, or
being in charge of millions
of rupees worth of machin-
ery can benefit the com-
pany veterans applying to.
Furthermore, many em-
ployers may not be able to
recognize why one’s mili-
tary background and soft
skills can overcome a lack
of “prior work experience.”
Sudden exposure to
family responsibilities
and social and domestic
work. Beyond finding a
solid career, a lot of our vet-
erans have to deal with the
domestic affairs. Break up
of joint families has been a
major jolt to Veterans as
they have been team play-
ers both at job and home
and this nucleus family of
today leaves him to do all
his work by himself like
construction of a house,
children education, toiling
ancestral land, social events
and domestic affairs which
otherwise had taken a back-
seat while in service. Apart
from this they need to man-
age health and medical is-
sues of self and family. The
preferred location of work
and stay becomes a major
obstacle while picking up
second career, compensa-
tion may be compromised,
co-workers may be nosy or
critical, scheduling can be
stressful and even employ-
ers may not be ready to
compromise with their
commercial goals.
Transition Stress. The
crucial transition stress due
to major cultural or situa-
tional change in the lives of
military veterans is very
common and some of them
even experience high lev-
els of stress throughout
their transition to civilian
life. The military provides
a sense of purpose, well-
defined roles and hierar-
chy, camaraderie, honour
and mission - things that
can be hard to find or de-
fine in the civilian world.
So, when our veterans tran-
sit out of the military, it can
spark a loss of identity and
meaning of life. It looks to
them as once they were a
member of the world’s
most elite workforce and
now they find themselves
back at square one. This
causes anxiety, depression,
relational conflicts and
other behaviour issues.
Therefore, it can be diffi-
cult to find a career with
camaraderie and purpose.
The Road Ahead: The
wellbeing of veterans and
their transition to a second
career by ensuring imple-
mentable policy initiatives
is a national obligation.
The resettlement of veter-
ans not only has a welfare
agenda but also an eco-
nomic sense to it, as it re-
sults in optimum use of a
well-trained and disci-
plined workforce.
l There is a need to have
a comprehensive all-
inclusive national policy
to synergise all efforts of
various stakeholders like,
Veterans, Governments
(centre and states), PSUs,
Private Sector industry,
Armed forces with review
of roles and reoriented
Directorate General of
Resettlement (DGR),
Army Welfare Placement
Organisation(AWPO),
Veterans Branches at
all levels, Department of
Ex-servicemen Welfare to
include Kendriya Sainik
Board, Rajya Sainik
Boards and District Soldier
Boards and NGOs looking
after welfare of Veterans.
l Work on filling reserved
seats for ESM and widows
in the government and
PSUs to support veterans
in their resettlement by
spreading awareness
and preparing them to
relocate and train them of
desired qualifications by
- Guidance and coaching
to clear qualifying tests
for reserved vacancies,
communication skills,
computer literacy and
basic English speaking
and writing.
l Avenue of lateral absorp-
tion into uniformed forces
like Central Armed Police
Forces (CAPF) deserves
a serious re-look where a
compulsive and enhanced
engagement will be mutu-
ally beneficial. A quick
work in this field will ease
absorption of Agniveers as
well as the veterans in an
optimal use of resources
for national development.
l The current absorption fig-
ures of veterans in private
companies are not very
encouraging; bulk being
contractual in the field of
security. The environment,
which otherwise holds a
soldier in very high es-
teem, is one of reluctance
to hire him for a decent
paying job when pitted
against millions of quali-
fied aspirants vying for the
same slot. There is need
of synergy of efforts be-
tween DGR and AWPO
along with Sainik Kalyan
Departments in preparing
the veterans in getting bet-
ter jobs at private sector.
There is also a require-
ment for skill development
and reorientation courses
for veterans that meets the
requirements of private
industry and assures a
decent placement.

‘CABE being remodelled, older version really broad’

visory Board of
E d u c a t i o n
(CABE), the high-pow-
ered committee that ad-
vises the government on
policy decisions about
education, is being re-
modelled as its older ver-
sion is really broad, Un-
ion Education Minister
Dharmendra Pradhan
told PTI in an interview.
Pradhan said when a
paradigm shift is being
undertakenbyimplement-
ing the new education
policy, CABE also needs
to be remodelled as de-
mands of today’s educa-
tion system are different.
The board’s members
include the Union educa-
tion minister, the minister
of state for education, the
education ministers of
various states, and the
heads of bodies like the
Central Board of Second-
ary Education (CBSE)
and the National Council
of Educational Research
and Training (NCERT),
among others.
The last meeting of the
CABE was held in Sep-
tember, 2019, and Prad-
han has not chaired any
meeting of the advisory
board. Asked about the
reason why there has
been no meeting of the
board for three years,
Pradhan said, “CABE is
being reconstituted.” “...
its older version is very
broad. The demands of
today’s education system
are different. We are in-
troducing the concept of
Balvatikas for the first
time, but their is no child
specialist in CABE, re-
search and development
has undergone a para-
digm shift, industry con-
nect is being talked
about... keeping all these
in mind, CABE needs to
be remodelled,” the Edu-
cation Minister said.

The entire nation is

brought home the high-
est ever total of 107
medals, the best ever
performance in the last
60 years,” Modi posted
on X.
“The unwavering de-
termination, relentless
spirit and hard work of
our players have made
the nation proud. Their
victories have given us
moments to remember,
inspired us all and have
reaffirmed our commit-
ment to excellence,” he
added further.
India won 28 gold
medals, 38 silver medals
and 41 bronze medals in
the Asian Games.
India had a terrific
2022 Asian Games at
Hangzhou, China and
the number of medals
are backed up by sport-
ing achievements both
good and great.
What a historic achievement for India at the
Asian Games! The entire nation is overjoyed
that our incredible athletes have brought

RECORDS FROM THE EDUCATION MINISTRY
The general practice of the board has been to hold a
meeting every year. While there have previously been
years with no meetings, this is the first time in a decade
that the committee has not met for a three-year period with no
plans for a meeting in the near future. The 2019 meeting also
took place after a delay of over a year and a half. The main
agenda of this meeting was the discussion on the draft of the
National Education Policy. There has been no CABE meeting
on the implementation of the policy. “Ultimately CABE has to
review this only...new curriculum, new syllabus, new textbooks,
new regulatory framework, new professional standards body,
accreditation mechanism & credit framework. ,” Pradhan said.

of 12 general managers
as executive directors
(EDs) of various public
sector banks (PSBs).
The Appointments
Committee of the Cabi-
net approved the appoint-
ments of 12 EDs. As per
the government order,
Sanjay Rudra, general
manager, Bank of Maha-
rashtra, has been appoint-
ed ED, Union Bank of
India. Another GM from
the same bank, Vijayku-
mar N Kamble will take
over as ED of UCO
Bank.
Besides, sources said,
Bhavendra Kumar, cur-
rently Chief General
Manager with Canara
Bank, has been elevated
to become ED of the
same bank.
Bibhu Prasad Ma-
hapatra, Chief General
Manager of Punjab Na-
tional Bank, has been
elevated as ED of the
bank, while Ravi Mehra,
general manager, has
been promoted to be-

‘Why BJP-ruled states not
conducting caste census’

The Congress on Sunday
questioned the silence of
Prime Minister Narendra
Modi on the issue of
caste census and asked
why BJP-ruled states
were not conducting
them to ensure social jus-
tice and rights.
The party’s remarks
come a day after the
Ashok Gehlot-led Con-
gress government issued
an order for the conduct
of a caste survey in Ra-
jasthan.
Congress general sec-
retary Jairam Ramesh
said when the Bharat
Jodo Yatra was in Ra-
jasthan, Rahul Gandhi
had met delegations of
many communities and
during that time OBC
delegations had specifi-
cally raised the demand
for a caste census. “Ra-
hul Gandhi took their
words very seriously.
Now the Rajasthan gov-
ernment has decided to
conduct a caste based
survey in accordance
with their sentiments.
This is a welcome step,”
he said in a post on X.
The Congress has
been pushing for a caste
census across the coun-
try and is making it a
poll issue. Rajasthan
will be the second state
in the country to conduct
a caste survey after Bi-
har. The assembly polls
in Rajasthan are due
later this year and the
election schedule is ex-
pected to be announced
anytime soon.

OBC delegations had specifically raised the demand for a caste census. “Rahul
Gandhi took their words very seriously. Now the Rajasthan government has
decided to conduct a caste based survey in accordance with their sentiments. This
is a welcome step. This will especially help in making policies for Scheduled

Postal Union treaty in
1872. On this occasion,

remember the remarka-
ble history of postal ser-
vices in India, particu-
larly the renowned
‘Mirdha Post’that played
a significant role in Ra-
jasthan’s communication
system.
The treaty was signed
in 1872 by 22 countries
in Switzerland to create
the Universal Poster Un-
ion. The day is celebrat-
ed as World Post Day.
Under this system,
which is about 150 years
old, today there are more
than 1.5 lakh post offic-
es, of which about 90
percent are in rural areas,
there is one post office
for every 21 kilometers
and population of 8086.
It was established as a
department in the coun-
try on 1 October 1854.
Even before the Brit-
ish introduced the postal
system in India, Ra-
jasthan and the Marwar
region of Rajputana had
their own unique postal
service known as ‘Mird-
ha Post.’
In a time when com-
munication and transpor-
tation were limited,
‘Mirdhas’were entrusted
with the important task
of delivering messages,
mail, and items safely
and accurately. The
‘Mirdha’ family, known
for their dedication and
loyalty, played a crucial
role in the postal system
and other government
activities in Marwar.

project, drinking wa-
ter connections can
be provided to
470 villages of

RAJ TALENT SEARCH EXAM, SCHOLARSHIP

On the lines of the National Talent Search
Exam, Rajasthan Talent Search Exam will
be organized for the meritorious students of the
state. In this, 10 thousand students selected will
get a scholarship of Rs 1250 per month for classes
11 and 12 and Rs 2000 per month for undergradu-
ate and postgraduate classes. CM Ashok Gehlot
has approved the proposal to this effect. Students
entering class 10th for the first time will be eligible
for this examination. The examination will be in
Hindi and English medium. Board of Secondary
Education Rajasthan Ajmer has been made the
nodal agency for the examination.

Chief Minister Ashok Gehlot has approved the
proposals for construction works of drains in
the Hawa Mahal area of Jaipur and the municipal
area of Kotputli. With this decision of Gehlot, a road
and drain will be constructed from Chaulai stand in
Kotputli to Kansli. Financial approval of Rs 9.80 crore
has been given for this.
Chief Minister Ashok Gehlot has approved to
provide a budget of Rs 1.27 crore for school
sports competitions. He has approved to provide Rs
90 lakh for national level competitions and Rs 37.50
lakh for state level competitions. With the approval,
for 6 national level competitions, an amount of Rs 15
lakh per sports competition.
Ahead of the Assembly elections, senior BJP lead-
ers are meeting each other. In this sequence, Leader
of Opposition Rajendra Rathore met Om Mathur for about
one and a half hour. Rathore met Om Mathur before his
departure to Delhi. If sources are to be believed, there was
a long discussion between the two regarding the assembly
elections. CP Joshi had also met Mathur at his residence in
Jaipur on Saturday. Before this, Kirodi Lal Meena also con-
sulted Om Mathur for 2 consecutive days. Hundreds of ticket
aspirants have met Mathur in 2 days with their bio-data.
A hostel will be constructed in Kasturba Gandhi
Girls Residential School in Kunthwa (Khamn-
aur) of Rajsamand district. Students from classes 9
to 12 will be able to stay and study in it. CM Ashok
Gehlot has given financial approval of Rs 4.41 crore
for the construction. With the approval, a hostel with
100 residential capacity will be built in the school.
Now all the girls and women of the state will
be given 90 percent discount in fare if they
get monthly roadways pass. Chief Minister Ashok
Gehlot has approved the proposal to this effect. This
discount will be applicable on ordinary and express
buses of RSRTC within the limits of Rajasthan state.
Chief Minister Ashok Gehlot has given approval
to convert 510 schools of various categories
into Government Mahatma Gandhi English Medium
Schools and to upgrade 47 upper primary schools
into higher secondary schools. By upgrading the
schools, 611 new posts will also be created.

the state, a hackathon will be organized by
Rajasthan Police. CM Gehlot has sanctioned Rs
1.98 crore for the hackathon. In this, students from

A BJP delegation led by
leader of opposition Ra-
jendra Rathore on Sunday
submitted a memoran-
dum to Governor Kalraj
Mishra demanding strict
action against the govern-
ment over increasing
crimes against women in
the state.   The party lead-
ers assembled at the par-
ty’s state headquarters
from there they reached
Raj Bhavan and submit-
ted the memorandum to
the Governor.  
“Within the last 48
hours, incidents of wom-
en’s atrocities and rape
have taken place at 13 dif-
ferentplacesinRajasthan,
every 48 hours a case of
women’s harassment in
some corner of the state is
being reported. A terrible
incident has happened
in Peepalkhunt of Pratap-
garh district,” Rathore
told reporters after sub-
mitting a memorandum.
Rathore said that after
registering the FIR in
cases, investigation re-
mains pending for a long
time.

level conference on the
topic ‘Innovation and Fu-
ture Planning in Mining
Sector’ on Sunday.
Actually, great work
has been done in various
sectors in the state, but
mining is one sector
which has seen unprece-
dented progress in the
last 5 years. With the
coming of the new min-
ing policy and recently
through Vision 2030, the
state government has
also discussed future
plans with the stakehold-
ers and has taken rapid
steps towards simplifica-
tion of various mining
processes.
Rajasthan has set new
records in the auction of
major minerals blocks.
While only eight blocks
of major minerals were
auctioned in the last fi-
nancial year, 16 mining
blocks have been auc-
tioned in the first six
months of this financial
year. Due to which the
revenue of the state
government has not
only increased but also
employment has been
created. Rajasthan State
Mines and Minerals has
made an unprecedented
contribution in the min-
ing sector.

ized, translating to an im-
pressive 70.8% imple-
mentation rate. Among
these announcements are
significant measures like
increasing the free elec-
tricity units from 50 to
100, distributing free An-
napurna food packets to
theneedy,andprovidinga
50% discount on road-
ways bus fares for women
instead of previous 30 %.
These announcements
have already been put into
practice. The budget also
includes provisions for
variousregionsanddemo-
graphics, including govt
jobsforchildrenorphaned
byCOVID-19.Gehlothas
been actively monitoring
the implementation of
budget announcements,
andthegovernment’spro-
active approach has re-
sulted in a successful
track record, with 92.1%
of the announcements

New record achieved for auction of
major mineral blocks in Rajasthan

A new record for the auc-
tion of major minerals in
the state has been
achieved in the first six
months of the current fi-
nancial year with 16 ma-
jor mineral blocks includ-
ing limestone, iron ore
and base metals success-
fully auctioned.
This marks a signifi-
cant increase, twice that
of the previous year, and
becomes a new record for
any single year. The auc-
tion process for an addi-
tional 15 major mineral
blocks is currently under-

commitment to promot-
ing exploration and legal
mining in the state, lead-
ing to increased revenue
and employment opportu-
nities through the discov-

from mining leases in the
next 50 years, with the es-
tablishment of mineral-

RAC CONSTABLE FOUND DEAD WITH INJURY MARKS
Jaipur: A 45-year-old Rajasthan Armed Constabu-
lary (RAC) constable was found dead here on Sun-
day morning, police said. Police suspect constable
Amar Singh, posted in the RAC fourth battalion, was ap-
parently attacked with a sharp-edged weapon, which led to
his death. “Multiple injury marks caused by a sharp-edged
weapon were found on the victim’s body, raising suspicion
that he was attacked by someone when he went out of his
home in the evening,” ACP (Amer) Aditya Poonia said. He
said the family members and locals will be questioned after
the postmortem, which will be conducted at Sawai Man
Singh (SMS) Hospital.

Jaipur: The team of PHQ CID Crime Branch has
caught another dacoit carrying a reward of Rs
10,000 in Baseri police station area of Dholpur dis-
trict. Accused Ashok Kumar (32) is a resident of Mudik vil-
lage of Baseri police station and was absconding. He was
wanted in a robbery and Arms Act cases. The accused
was a minor at time of incident. ADG Crime Dinesh MN
said that in view of the upcoming assembly elections, the
CID-CB team kept an eye on the wanted criminals. Crime

sure that no

bed hungry, the Ra-
jasthan government, un-
der the leadership of
Chief Minister Ashok
Gehlot, has launched the
Indira RasoiYojana. This
visionary scheme offers a
hearty meal to the com-
mon people for the nom-
inal price of Rs. 8 per
meal, backed by a sub-
stantial budget allocation
of Rs. 250 crore. As of
now, an impressive 14.33
crore individuals have
savored meals provided
through this initiative.
Presently, 995 kitchens
are operational through-
out the state, serving
meals to approximately
2.5 lakh people daily.
The efficient manage-
ment of these kitchens is
overseen by over 550
service-oriented organi-
zations and NGOs, se-
lected by district-level
committees.
In a noteworthy aspect,
the government extends a
subsidy of Rs. 17 per
meal, enabling the provi-
sion of nutritious suste-
nance comprising 100-
100 grams of vegetables
and pulses, 250 grams of
roti, and pickle. Meal ser-
vices are available from
8:30 am to 3 pm and from
5 pm to 9 pm.

Prior to May 2022,
Rajasthan boasted 213
civic bodies, but this re-
markable expansion has
added 39 new Munici-
pal Corporations, Coun-
cils, and Municipalities.
In the state budget, Al-
war Municipal Council
has been elevated to the
status of a Municipal
Corporation, bringing
the total number of Mu-
nicipal Corporations in
the state to 10.
A d d i t i o n a l l y ,
Fatehpur Municipality
in Sikar and Chomu in
Jaipur have been up-
graded to Municipal
Council status.
Likewise, Nawana in
Nagaur and Shahpura
Municipality in Jaipur
have been elevated to
higher-level categories.
The state’s budget
for the fiscal year
2023-24 has further
paved the way for the
creation of several new
municipalities.

the scheme extended its

programs, including
flood relief efforts, com-
petitive examinations,
and district-level sports
competitions.

Ensuring the quality
of food remains a
top priority, with Chief
Minister Ashok Gehlot
setting a personal ex-
ample by dining at Indira
Rasoi. He has also en-
couraged all MLAs and
public representatives
to partake in a monthly
meal at these kitchens.
To enhance the dining
experience, desert
coolers, and 42-inch
LED TVs have been
installed. The generos-
ity of donors has been
pivotal to the success
of Indira Rasoi. To date,
39,213 donors have
provided free meals to
44.92 lakh people on
special occasions such
as family anniversaries
and birthdays.
DIVERSE MENU WITH MILLETS
In alignment with the International Year of Millets in
2023, Chief Minister Gehlot has mandated the inclusion
of millets and other coarse grains in Indira Rasoi meals.
PRACTICALS UNDER CCTV SURVEILLANCE
To ensure transparency in the selection process, CCTV
cameras will be installed to monitor the practical tests.
The Practical Test Selection Committee will comprise
the Mayor or Chairman at the civic level, an RAS officer
nominated by the District Collector, the Deputy Mayor or an
equivalent public representative, an Assistant Engineer, a
Medical Officer, and the Chief Municipal Officer.

from neighboring states, with teams from Madhya Pradesh
and Chhattisgarh visiting to learn from their expertise.

issued notifica-
tion, the Mayor
in Municipal Corpora-
tions now receives a
monthly allowance of Rs.
27,600, while the Chair-
man in Municipal Coun-
cils and Chairman in Mu-
nicipalities are entitled to
Rs. 16,560 and Rs.
10,350, respectively.
The Rajasthan govern-
ment has recently issued
an order, elevating the
monthlyallowancesofkey
urban authorities within
the state, including the
Mayor of Municipal Cor-
porations, Chairman of
Municipal Councils, and
Chairman in Municipali-
ties.Thismarksthesecond
allowanceincrementwith-
in a year, demonstrating
the government’s commit-
ment to bolstering civic
leadership.
This enhancement is a
significant uptick from the
previous allowances,
which stood at Rs. 24,000
fortheMayorinMunicipal
Corporations, Rs. 14,400
for the Chairman in Mu-
nicipal Councils, and Rs.
9,000 for the Chairman in
Municipalities.
It’s worth noting that
the Gehlot government
had previously augment-

PROVISION WAS MADE FOR A BUDGET OF `800 CRORE
Under the budget announcement of the CM for year 2022-23, Indira Gandhi Urban Em-
ployment Guarantee Scheme was implemented. Last year, under the scheme, a budget of
Rs 800 crore was allocated to provide employment for 100 days per family. The scheme,
that started from Khaniya KI Baori in Jaipur, was initiated on September 9, 2022 wherein
needy families can ask for employment by making a job card through Aadhaar card.
RECRUITMENT ON 2569 POSTS
The state government had already appointed 2569
employees on various posts for the implementation
of the scheme. Along with this, training has been im-
parted to all concerned employees in all local bodies
and e-mitra operators. Under the scheme, the ration
of labour to material has been kept at 75:25.

Sang (PSKS) to pro-
vide leases to the land
holders in urban areas.
Under this campaign,
the government
worked to provide
lease to lakhs of peo-
ple who had been wait-
ing to get lease for
decades. Under the
campaign, till now
more than 8.66 lakh
leases have been dis-
tributed. The PSKS
was started in all local
bodies of the state on
October 2, 2021. The
urban bodies have dis-
tributed 5.89 lakh leas-
es while Development
Authorities and UITs
have distributed more
than 2.77 lakh leases.
The duration of the
campaign has been in-
creased till March 31,
2024. 2024.
S GOVT GIVES MAJOR RELIEFS
Under the campaign, lease is being pro-
vided for merely rupees 501 under Sec-
tion 69-A of Rajasthan Municipality Act, to
properties that have been established by
December 31, 2018 on non-agricultural,
populated land. 75 percent relief in lease to
colonies on agriculture land and major dis-
count has been provided on license fee for
building construction, subdivision/restructur-
ing fee and name transfer fee. The govern-
ment has provided this relief keeping in
mind the quick disposal of cases and public
interest. Now the public does not have to
to put the matter before land-use change
process and land-use change committee.
The concerned officer will issue a release to
change the land-use of all plots in the area
during the campaign period. However, a fee
will have to be paid for it. Due to this deci-
sion, the people will be able to get land-use
changed easily.
INTEREST FREE LOAN FOR SELF
EMPLOYMENT
Gehlot government launched Indira Gandhi Urban
Credit Card Scheme in 2021. Under this scheme,
interest free loan up to Rs 50 thousand is to be pro-
vided. The aim of this scheme is to provide financial
support to the unemployed youth who earn their living
by working as street vendors, rickshaw pullers, pot-
ters, tailors, washermen, masons, painters etc. and
provide them livelihood and self-employment through
loan facility of small amount without any guarantee.
RAJASTHAN MISSION 2030 CONSUL-
TATION CAMP WITH STAKEHOLDERS
For the first time, Chief Minister Ashok Gehlot, in
order to bring the state in the leading category and
increase the growth rate ten fold, invited suggestions
of common people from the grassroot and these
suggestions were collected in the form of documents
for the development of the state and districts. On this
basis, an outline of the future development programs
of the state for the coming years was prepared.
During the consultation session, suggestions were
collected regarding arrangement of sewerage line
and arrangement of rain water harvesting in small
towns. The state government took suggestions from
more than two crore citizens under Mission-2030.
Essay and speech competition was also organized by
the government among the students in schools and
colleges. In relation to the mission, surveys were also
conducted through face to face survey, web survey,
and interactive video.

Along with issuing of 2.77 lakh leases through 14 UITs

lease have been disposed off. During the campaign period, relief
has been given in various services and premium rate and charge
like Premium rate for agricultural land for non-agricultural purpose,
allotment rate of government land, rate of issue of cards in agricul-
tural land colonies, amount of interest on retained plots, building
construction charge, subdivision/restructuring fee charge and name
transfer charge.

This esca- lated after the Pales- tinian government with the Fatah faction forming a government in the West Bank and Hamas in the Gaza strip from where it has been carrying out attacks on Israel with Israel taking countermeasures. Hamas claims that the Gaza strip belongs to Pal- estine and wants to destroy Israel. The reason given for the attack on Jewish targets was “in defence of Al- Aqsa mosque”. Former Israeli Prime Minister Yitzhak Rabin mooted the installation of a barrier for a separation “between us and them” to keep the Jewish commu- nity safe from terrorism. The inade- quacy of the pension to meet the basic needs of soldiers and their family as the pension element was brought down from 70% of last pay drawn to 50%, as also the soldiers are denied the benefit of serving till 60 years of age, combined with lack of suitable alter- nate career options after retirement, compounds the problem. The government has initiated measures in- cluding training courses, reservations in government jobs and self-employment schemes for resettlement of veterans but in reality, these actions by govern- ment are neither proving adequate nor appropriate in today’s environment. The issue of resettlement of vet- erans becomes more perti- nent as in coming years the nation will have almost 30000 Agniveers joining the civil life for settling down in their second ca- reers. Another major con- cern is resettlement of ESM widows specially in the rural areas where due to lack of opportunities they are left to fend themselves with meagre pension. Findingafulfillingcareer can be a challenge for any- one. But it’s important for us as friends, family, em- ployers and the community in general to understand why it’s so difficult for our combat veterans, and how wecanhelp.Thechallenges faced by our veterans dur- ing their transition to the civilian workforce are: - Possess the skills and knowledge, but not the certifications or degrees. While the military trains well for military jobs, it doesn’t provide the licens- es or certifications needed for civilian jobs of the same calibre. Most veter- ans do not have the time or guidance to attain these, which leads to their under- employment. The issue has been addressed to some extent by government but these equivalent degrees do not hold same weight- age as civil degrees for jobs in private sector. The resumes don’t eas- ily translate to civil re- quirements. Many of our heroes join the armed forc- es right out of high school - meaning little or no col- lege education or “real- world experience.” It’s not always easy to explain as to how the medals and ranks earned are relevant, or how leading troops through dangerous conditions, or being in charge of millions of rupees worth of machin- ery can benefit the com- pany veterans applying to. Furthermore, many em- ployers may not be able to recognize why one’s mili- tary background and soft skills can overcome a lack of “prior work experience.” Sudden exposure to family responsibilities and social and domestic work. Beyond finding a solid career, a lot of our vet- erans have to deal with the domestic affairs. The preferred location of work and stay becomes a major obstacle while picking up second career, compensa- tion may be compromised, co-workers may be nosy or critical, scheduling can be stressful and even employ- ers may not be ready to compromise with their commercial goals. Transition Stress. The crucial transition stress due to major cultural or situa- tional change in the lives of military veterans is very common and some of them even experience high lev- els of stress throughout their transition to civilian life. The military provides a sense of purpose, well- defined roles and hierar- chy, camaraderie, honour and mission - things that can be hard to find or de- fine in the civilian world. So, when our veterans tran- sit out of the military, it can spark a loss of identity and meaning of life. It looks to them as once they were a member of the world’s most elite workforce and now they find themselves back at square one. This causes anxiety, depression, relational conflicts and other behaviour issues. Therefore, it can be diffi- cult to find a career with camaraderie and purpose. The Road Ahead: The wellbeing of veterans and their transition to a second career by ensuring imple- mentable policy initiatives is a national obligation. The resettlement of veter- ans not only has a welfare agenda but also an eco- nomic sense to it, as it re- sults in optimum use of a well-trained and disci- plined workforce. l There is a need to have a comprehensive all- inclusive national policy to synergise all efforts of various stakeholders like, Veterans, Governments (centre and states), PSUs, Private Sector industry, Armed forces with review of roles and reoriented Directorate General of Resettlement (DGR), Army Welfare Placement Organisation(AWPO), Veterans Branches at all levels, Department of Ex-servicemen Welfare to include Kendriya Sainik Board, Rajya Sainik Boards and District Soldier Boards and NGOs looking after welfare of Veterans. l Work on filling reserved seats for ESM and widows in the government and PSUs to support veterans in their resettlement by spreading awareness and preparing them to relocate and train them of desired qualifications by - Guidance and coaching to clear qualifying tests for reserved vacancies, communication skills, computer literacy and basic English speaking and writing. l Avenue of lateral absorp- tion into uniformed forces like Central Armed Police Forces (CAPF) deserves a serious re-look where a compulsive and enhanced engagement will be mutu- ally beneficial. A quick work in this field will ease absorption of Agniveers as well as the veterans in an optimal use of resources for national development. l The current absorption fig- ures of veterans in private companies are not very encouraging; bulk being contractual in the field of security. The environment, which otherwise holds a soldier in very high es- teem, is one of reluctance to hire him for a decent paying job when pitted against millions of quali- fied aspirants vying for the same slot. There is need of synergy of efforts be- tween DGR and AWPO along with Sainik Kalyan Departments in preparing the veterans in getting bet- ter jobs at private sector. There is also a require- ment for skill development and reorientation courses for veterans that meets the requirements of private industry and assures a decent placement. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL WOES OF VETERANS The inadequacy of the pension to meet the basic needs of soldiers and their family as the pension ele- ment was brought down from 70% of last pay drawn to 50%, as also the soldiers are denied the benefit of serving till 60 years of age, combined with lack of suitable alternate career options after retirement, compounds the problem. The government has initi- ated measures including training courses, reserva- tions in government jobs and self-employment schemes for resettlement of veterans but in reality, these actions by govern- ment are neither proving adequate nor appropriate in today’s environment. The issue of resettlement of veterans becomes more pertinent as in coming years the nation will have almost 30000 Agniveers joining the civil life for set- tling down in their second careers. Another major concern is resettlement of ESM widows specially in the rural areas where due to lack of opportunities they are left to fend themselves with meagre pension SOLDIERS FROM UNIFORM TO CIVIES Holisticapproachneededfor utilisationoftheseNationalAssets Beyond finding a solid career, a lot of our veterans have to deal with the domestic affairs. Break up of joint families has been a major jolt to Veterans as they have been team players both at job and home and this nucleus family of today leaves him to do all his work by himself like construction of a house, children education, toiling ancestral land, social events and domestic affairs which otherwise had taken a backseat while in service. PRADHAN ON EDUCATION BODY ‘CABE being remodelled, older version really broad’ PTI New Delhi he Central Ad- visory Board of E d u c a t i o n (CABE), the high-pow- ered committee that ad- vises the government on policy decisions about education, is being re- modelled as its older ver- sion is really broad, Un- ion Education Minister Dharmendra Pradhan told PTI in an interview. Pradhan said when a paradigm shift is being undertakenbyimplement- ing the new education policy, CABE also needs to be remodelled as de- mands of today’s educa- tion system are different. The board’s members include the Union educa- tion minister, the minister of state for education, the education ministers of various states, and the heads of bodies like the Central Board of Second- ary Education (CBSE) and the National Council of Educational Research and Training (NCERT), among others. The last meeting of the CABE was held in Sep- tember, 2019, and Prad- han has not chaired any meeting of the advisory board. Asked about the reason why there has been no meeting of the board for three years, Pradhan said, “CABE is being reconstituted.” “... its older version is very broad. The demands of today’s education system are different. This visionary scheme offers a hearty meal to the com- mon people for the nom- inal price of Rs. 8 per meal, backed by a sub- stantial budget allocation of Rs. 250 crore. As of now, an impressive 14.33 crore individuals have savored meals provided through this initiative. Presently, 995 kitchens are operational through- out the state, serving meals to approximately 2.5 lakh people daily. The efficient manage- ment of these kitchens is overseen by over 550 service-oriented organi- zations and NGOs, se- lected by district-level committees. Chief Minister Ashok Gehlot launched the scheme in Jaipur on 9 September 2022 and an- nounced 100 days of em- ployment under the scheme.Underthescheme which started on lines of MNREGA, now employ- ment of 125 days is being provided per family. CM Ashok Gehlot had approved the proposal to increase employment and support the unemployed by increasing the 100 day of work to 125 days. The government has incurred an expenditure of approx- imately Rs 1100 crore by providing 25 days of ad- ditional employment to the urban unemployed. It is noteworthy that the Chief Minister had an- nounced this in Budget 2023-24. T THESE WORKS ARE BEING DONE 9,593 works were identi- fied in all local bodies and budget was allotted to all local bodies. Under the scheme, works related to environment conservation, water con- servation, heritage con- servation, cleanliness, service, conservation and property damage have been allowed. PROVISION WAS MADE FOR A BUDGET OF `800 CRORE Under the budget announcement of the CM for year 2022-23, Indira Gandhi Urban Em- ployment Guarantee Scheme was implemented. Last year, under the scheme, a budget of Rs 800 crore was allocated to provide employment for 100 days per family. The scheme, that started from Khaniya KI Baori in Jaipur, was initiated on September 9, 2022 wherein needy families can ask for employment by making a job card through Aadhaar card. RECRUITMENT ON 2569 POSTS The state government had already appointed 2569 employees on various posts for the implementation of the scheme. Along with this, training has been im- parted to all concerned employees in all local bodies and e-mitra operators. Under the scheme, the ration of labour to material has been kept at 75:25. Under this campaign, the government worked to provide lease to lakhs of peo- ple who had been wait- ing to get lease for decades. Under the campaign, till now more than 8.66 lakh leases have been dis- tributed. The PSKS was started in all local bodies of the state on October 2, 2021. The urban bodies have dis- tributed 5.89 lakh leas- es while Development Authorities and UITs have distributed more than 2.77 lakh leases. The duration of the campaign has been in- creased till March 31, 2024. 2024. S GOVT GIVES MAJOR RELIEFS Under the campaign, lease is being pro- vided for merely rupees 501 under Sec- tion 69-A of Rajasthan Municipality Act, to properties that have been established by December 31, 2018 on non-agricultural, populated land. 75 percent relief in lease to colonies on agriculture land and major dis- count has been provided on license fee for building construction, subdivision/restructur- ing fee and name transfer fee. The govern- ment has provided this relief keeping in mind the quick disposal of cases and public interest. Now the public does not have to to put the matter before land-use change process and land-use change committee. The concerned officer will issue a release to change the land-use of all plots in the area during the campaign period. However, a fee will have to be paid for it. Due to this deci- sion, the people will be able to get land-use changed easily. INTEREST FREE LOAN FOR SELF EMPLOYMENT Gehlot government launched Indira Gandhi Urban Credit Card Scheme in 2021. Under this scheme, interest free loan up to Rs 50 thousand is to be pro- vided. The aim of this scheme is to provide financial support to the unemployed youth who earn their living by working as street vendors, rickshaw pullers, pot- ters, tailors, washermen, masons, painters etc. and provide them livelihood and self-employment through loan facility of small amount without any guarantee. RAJASTHAN MISSION 2030 CONSUL- TATION CAMP WITH STAKEHOLDERS For the first time, Chief Minister Ashok Gehlot, in order to bring the state in the leading category and increase the growth rate ten fold, invited suggestions of common people from the grassroot and these suggestions were collected in the form of documents for the development of the state and districts. On this basis, an outline of the future development programs of the state for the coming years was prepared. During the consultation session, suggestions were collected regarding arrangement of sewerage line and arrangement of rain water harvesting in small towns. The state government took suggestions from more than two crore citizens under Mission-2030. Essay and speech competition was also organized by the government among the students in schools and colleges. In relation to the mission, surveys were also conducted through face to face survey, web survey, and interactive video.
