COVID SURGE: CENTRE TELLS DELHI, ADJOINING
DISTRICTS TO RAMP UP HEALTH FACILITIES
New Delhi: Amid a
surge in Covid cases,
Union Home Secretary
Ajay Bhalla has asked
Delhi and neighbouring
districts to immediately
strengthen health infra-
structure, maintain
buffer stocks of essen-
tial drugs and ensure
that oxygen supply
equipment is fully func-
tional.
At a meeting con-
vened to review the
COVID-19 situation in
the national capital and
adjoining districts on
Thursday, Bhalla also
favoured ramping up of
testing in all districts of
Delhi-NCR where the
number of tests is low.
The home secretary
stressed that the health
infrastructure in all
districts of Delhi-NCR
should be immediately
strengthened to be able
to deal with any en-
hanced requirement, an
official statement said.
Further, it should be
ensured that oxygen
supply equipment is
fully functional and
buffer stocks of essen-
tial drugs are main-
tained, he said in the
meeting.
The meeting was con-
vened in view of the
recent surge in corona-
virus cases, especially
those of the Omicron
variant of the virus, in
Delhi-NCR.
Bhalla reviewed the
COVID-19 situation and
preparedness in Delhi-
NCR, which includes
the national capital and
nine bordering districts
in Uttar Pradesh and
Haryana.
Keeping in view the
close-knit urban struc-
ture of the NCR, he em-
phasised that it is nec-
essary for all concerned
authorities in the re-
gion to come together to
tackle the virus and
have a unified strategy
.
Bhalla said due to the
high transmissibility
of the Omicron variant,
no stone should be left
unturned to deal with
the surge in cases and
immediate steps should
be taken to further
strengthen the monitor-
ing and containment

infection. Delhi’s
weekend curfew will

in effect till 5 am on
Monday. The regular
night curfew will
continue to remain
in force.

preme Court on Friday

uate (NEET-PG) admis-
sions while upholding
the 27 per cent quota
for OBCs and 10 per
cent for the economi-
cally weaker sections
(EWS) for 2021-22.

Ayodhya: The Assis-
tant Record Officer
(ARO) court in Ayodhya
has declared a govern-
ment order transfer-
ring nearly 21 bigha
(52,000 square metres)
of Dalit land to Mahari-
shi Ramayan Vidyap-
eeth Trust (MRVT) on
August 22, 1996, void
after finding the trans-
fer to be “illegal”. The
court has now vested
the land, free from all
encumbrances, in the
state government.
It, however, did not
recommend any action
against the trust since
there was no forgery in-
volved. In the flurry of
these land deals, one set
of transactions had
raised questions of pro-
priety and conflict of
interest. Some buyers
were closely related to a
couple of officials in-
volved in probing the
seller, Maharishi Rama-
yan Vidyapeeth Trust,
for alleged irregulari-
ties in land transfer
from Dalit residents.

London: Britain’s Ministry of Defence on
Friday said that it had begun the deploy-
ment of the military to support hospitals
experiencing staff shortages and extreme
pressures due to record Covid-19 cases
in the country. The government said that
200 Armed Forces personnel had been
made available to support the National
Health Service for the next three weeks.
Britain has reported over 150,000 new
cases each day over the last week.

The Pune police on Wednesday took custody of controversial godman Kalich-
aran Maharaj from Raipur in connection with an alleged inflammatory speech

jasthan Rural Develop-

direct recruitment,
which will be modified
by this decision and ra-
tio of direct recruit-
ment and promotion
can be made 50-50. With
this, 50% posts of jun-
ior pay series of Ra-
jasthan Rural Develop-
ment State Service will
be filled through pro-
motion of additional
development officers.
With this Cabinet de-
cision, more number of
posts will be available
for the promotion of As-
sistant and Additional
Development Officers
and the vacant posts of

Covid-19 cases with an
alarming positivity
rate. Delhi’s Health
Minister Satyendar
Jain said that there was
a positivity rate of
around 17 per cent.
He said Delhi is the
first to witness a surge
in infections because
most of the internation-
al flights come to the
capital.
“That is the reason
we have implemented
stricter measures to
contain the spread of
COVID-19 as compared
to other states. Some
people may say that
this is not needed but it
is better than repent-
ing later,” Jain told re-
porters.
On the World Health
Organisation terming
the Omicron variant
of coronavirus “not
mild”, the minister said
only experts will be
able to tell if it is mild

IN PLACE TO ENFORCE
CURFEW: AUTHORITIES
New Delhi: Delhiites
will stay put at their
homes for two days as
the 55-hour-long week-
end curfew kicks in
from 10 pm on Friday,
with the authorities say-
ing adequate arrange-
ments have been made
to enforce the curfew
across the city to arrest
the spread of the coro-
navirus.
The weekend curfew,
during which the move-
ment of people, except
those involved in essen-
tial services and those
covered under the ex-
empted categories, will
remain restricted for 55
hours.
In view of a surge in
the number of fresh cor-
onavirus cases due to its
Omicron variant, the
Delhi government an-
nounced the weekend
curfew on Tuesday.
During the weekend
curfew, only those in-
volved in essential ser-
vices and those facing an
emergency situation will
be allowed to step out of
their homes. Those ven-
turing out will have to
produce e-passes issued
by the government or
valid identity cards.
“We have made ade-
quate arrangements to
enforce the weekend cur-

vigil at markets, on the
roads, colonies and other
public places,” a senior

as teachers slammed
the city government for
not releasing full
grants.

Teachers’ Association
(DUTA) members on
Friday held a ‘Jan Sun-
wai’ and a protest dur-
ing which teachers
from the 12 colleges,
which are fully funded
by the government,
shared their woes while
other panelists, too,
questioned the govern-
ment.
AAP MLA Atishi had
earlier in a statement
said the government
had released the
funds well ahead of
time but alleged finan-
cial mismanagement in
colleges.

New Delhi: The air quality in the national capital
improved to ‘poor’ from ‘very poor’ category on
Friday, a day after the national capital experienced
intermittent rain spells, with the overall Air Quality
Index (AQI) at 273, according to the System of Air
Quality and Weather Forecasting And Research (SA-
FAR). High winds and intermittent rains are likely
during January 5 to 8 which is expected to improve
AQI through strong dispersion and wet deposition.

counselling will start
functioning at govern-
ment schools in the city
next week.

ary 17. The setting up of

The poor never get
it. We are more
worried that if
there is another
lockdown, we will
not survive a finan-
cial crunch,” Mee-
na Devi, a migrant
labourer in Kara-

DDMA ASKS DMS TO NUMBER ALL SHOPS WITHIN 24 HOURS
New Delhi: In view of
the violations of the odd-
even formula for opening
of shops dealing in non-
essential items, the Delhi
Disaster Management
Authority (DDMA) Fri-
day asked all district
magistrates to number
all shops under their ju-
risdictions by Saturday.
The authority also di-
rected the district magis-
trates and officials to
ensure that only one
weekly market is allowed
to open in a municipal
zone following all Covid
protocols. The DDMA in
its earlier order on De-
cember 28 had directed
that shops and establish-
ments dealing in nones-
sential goods and servic-
es, malls and weekly
markets would be al-
lowed to open on alter-
nate days as per odd-even
system depending on
their numbers. —PTI

gress party had played
a master stroke in Pun-
jab. Captain Amarinder
Singh was removed and
Charanjit Singh Chan-
ni was made the Chief
Minister. Congress had
played its trump card
by appointing the first
Dalit CM of the state.
This gave Congress a
huge advantage over
other parties.
The Akali Dal had
taken a gamble to win
Dalit votes by aligning
with the Bahujan Samaj
Party and the Aam Aad-
mi Party had laid its
cards for the Dalit vote
by announcing the ap-
pointment of the Dalit
Deputy CM. In the
meantime, Congress ap-
pointed a Dalit Chief
Minister and turned
the entire chessboard
around. But since then
the Congress appears to
be in a bid to loose its
winning bet.
The Dalit vote has
the strongest arithme-
tic in the social equa-
tion from Punjab and
this group has the high-
est aspiration for pow-
er. About 34% of the
state’s population be-
longs to the Dalit com-
munity and the feeling
of social and political
hegemony has become
very strong in this com-
munity for some time
now. But since all the
parties are led by the
Jat Sikh community,
which accounts for 16%
of the population, Dal-
its remained behind in
political participation
despite social upheaval.
Congress gave a big
message by making a
Dalit CM, which can be
of great benefit to it in
the next elections.
However, Congress’
own leaders claim that
the next election will
not be fought in the
name of Chief Minister
Channi, but in the name
of the party and the
MLAs will decide the
Chief Minister after the
election.
It simply means that
if the Congress wins
the election, Channi
will not be the Chief
Minister. Because even
during his Chief Minis-
terial tenure, if the
dominant population of
the state—especially
the Jat Sikh and Jat
community leaders—
are not allowing his
name to be announced,
then how will they al-
low him to become the
Chief Minister after the
elections.
It will not be very dif-
ficult for Dalit voters to
understand this. It may
be noted that State Pres-
ident Navjot Singh Sid-
hu, State Deputy Chief
Minister Sukhjinder
Singh Randhawa and
Election Campaign
Committee President
Sunil Jakhar have put
pressure on the Con-
gress high command
that Channi should not
be projected as CM face.
If Congress doesn’t
project Channi as CM
face then it will be a big
mistake.
Today the leaders
who are putting pres-
sure on the high com-
mand do not have the
status of gathering
mere five per cent votes
for the party
.
The Jat Sikh popula-
tion is 16 per cent,
whose vote traditional-
ly goes to the Akali Dal
and the remaining rad-
ical-minded vote is go-
ing to the Aam Aadmi
Party from the last two
elections.
This time Captain is
a separate contender
for this vote. So, if Sid-
hu, Randhawa and
Jakhar can get even
five per cent of this vote
to the Congress, it will
be a big deal.
But if the Congress
fights by declaring
Channi as the Chief
Minister, the majority
of Dalit votes will be
guaranteed. Hindu up-
per caste and OBC votes
will also join the Con-
gress then.
CONGRESS IS LOSING ITS HARD EARNED ADVANTAGE IN PUNJAB!

New Delhi: The bien-
nial elections to the Ra-
jya Sabha will be held
in March-April, but
from now on, lobbying
and manipulation for it
has started. Although
the maximum contend-
ers for the Rajya Sabha
are from West Bengal,
but there is no election
this year.
In Bengal, six seats
are falling vacant in Au-
gust next year. There-
fore, Mamata Banerjee
and her team can keep
the leaders from out-
side engaged till then.
However, the most in-
teresting elections to
the Rajya Sabha are to
be held in Bihar and
Jharkhand and this will
happen because the
Congress is hoping for
one seat each in both
the states. There will be
bi-annual elections for
five seats in Bihar and
by-election on one seat.
Since the seat for the by-
election is of Janata
Dal-U, that seat will go
to JDU’s account. Out
of the remaining 5
seats, 3 seats will go to
the ruling coalition and
2 will go to the RJD-
Congress-Left alliance.
Last time both the seats
went to the account of
RJD, so this time Con-
gress is asking for one
seat. The problem with
RJD is that its vacant
seat belongs to Misa
Bharti and Tejashwi Ya-
dav is compelled to send
his sister to Rajya Sab-
ha again.
Tejashwi wants Con-
gress to leave its seat
this time and it will get
one seat in 2024. Con-
gress, on the other
hand, says that it has
one seat in 2024 because
its leader Akhilesh
Prasad Singh is retir-
ing. That seat was won
by Congress in 2018.
Then he did not get the
seat in 2020, so this time
he has a claim. Who will
be the Congress candi-
date, it is not decided
yet but the party is pres-
surising for the first
seat. It is being said that
Tejashwi has said that
he will talk to Rahul
Gandhi about this.
On the other hand,
the Congress has 18
MLAs in the Jharkhand
Assembly and govern-
ment of Hemant Soren,
formed after the 2019 as-
sembly elections, is
running with Congress
support. In the 2020
polls, the founder of
Jharkhand Mukti Mor-
cha, Shibu Soren was
sent to Rajya Sabha. It
was decided at that time
that the Congress would
get the seat next time
i.e. in 2022. However,
now CM Hemant Soren
is pressurising Con-
gress to leave the seat.
Two seats are falling
vacant in the state, out
of which one seat will
go to the BJP and the
other will go to JMM-
Congress-RJD alliance.
JMM has been able to
win one seat on its own.
But the support of
Congress is necessary
to run the government,
so there is a tussle going
on. Even there the can-
didate of Congress is
not fixed but Congress
wants to confirm it by
claiming the seat. After
that the party high com-
mand will make some-
one a candidate.

with its two allies, but
the seat-sharing delib-
erations have not hap-
pened yet. Even though
elections can be an-
nounced any day now,
despite this, seat alloca-
tion has not been done
so far. It is being said
that BJP has kept silent
due to the demand for
seats of both the allies.
This time the BJP has
tied up with the Nishad
Party, whose leaders
Sanjay Nishad and
Praveen Nishad like to
haggle much. Their sta-
tus is higher than that
of Suheldev Bharatiya
Samaj Party leader Om-
prakash Rajbhar, who
left the alliance.
It may be recalled that
the Nishad father-son
duo defeated Yogi Adi-
tyanath in Gorakhpur
seat.
After becoming the
Chief Minister, Yogi
had left the Gorakhpur
Lok Sabha seat and
when the by-election
was held, Praveen Ni-
shad had challenged on
behalf of SP and won
the election. After that
BJP took the initiative
and took Nishad father-
son with them and
fought with their alli-
ance in the 2019 Lok
Sabha elections. That is
why Nishad Party is
bargaining more, ask-
ing for more seats. In-
terestingly, last time in
2017 the Nishad Party
had fought on 72 seats
alone and won only 1
seat. The BJP wants the
Nishad Party to fight on
the same number of
seats it had given to Ra-
jbhar’s party in the last
election.
In the last election,
Rajbhar’s party was
given eight seats by the
BJP
, out of which it won
four. This time BJP
wants to give an almost
similar number of seats
to Nishad Party but Ni-
shad father and son duo
are not ready for it.
Another BJP ally,
Anupriya Patel’s Apna
Dal, had fought on 11
seats last time and won
nine. This time she
wants to fight on at least
15 seats. The BJP had
left a total of 19 seats in
the alliance last time,
while this time there is
pressure on it to leave
30 seats.

of this, BJP will get only
one seat this time. If BJP
gives that one seat to
an outsider & that too
to a Muslim leader, it
will have a big political
impact. It is worth men-
tioning that BJP wants
to topple Hemant Soren
govt and form its own
govt.Therefore, prefer-
ence is likely to be given
to a local leader in RS
polls. He can be a tribal
or non-tribal. Naqvi can
be sent from MP instead
of Akbar. Naqvi is retir-
ing in April and polls will
be held in his home state
UP in July. There are 13
seats falling vacant. The
results of Assembly polls
will decide how many
seats BJP will get out
of that. Secondly, Syed
Zafar Islam is also in RS
from UP & his seat is
falling vacant. So BJP
may not send two Mus-
lims from UP together in
the Rajya Sabha.

New Delhi: Delhi Government on Friday told Delhi HC that
marital rape has already been covered as a crime of cruelty
under IPC. Appearing for Delhi Government, advocate Nan-
dita Rao said that marital rape is a crime of cruelty in India
and married and unmarried women are kept differently
under every single law. She also apprised the Court that
an FIR had been registered under Section 498A IPC on the
complaint of one of the petitioners, who claimed a victim of
repeated marital rape. —ANI
HC STAYS CWC’S ORDER TO SHIFT
ORPHAN KIDS WITHOUT VALID REASON
Jabalpur: The Madhya Pradesh HC has stayed an order
issued by the state-run CWC in Sagar to shift three out
of 44 children from Saint Francis Orphanage to some
other place without any reason amid the chilly weather
and pandemic. The court has sought a report on the
issue from the CWC of Sagar district within two weeks,
and has served three weeks returnable notices to the
state government, the Women and Child Welfare Dept
among others. While hearing a petition challenging the
shifting of children from the orphanage, Justice Nandita
Dubey on Thursday said, “I deem it proper to direct the
authorities not to shift the children right now”. “’There is
nothing on record as to under what circumstances and
what provision the children are being shifted from the
orphanage to some other place,” court order read. —ANI

The financial relief will de-
volve a financial burden on the
cash-strapped UP Power Corpo-
ration. To offset that, the gov-
ernment has agreed to give a Rs
1000 crore subsidy to UPPCL
against Rs 12,000 crore sought
by the corporation last year.
The move also somewhat
matches Akhilesh Yadav’s prom-
ise of 300 units of free electrici-
ty to all the power consumers.
However, given UPPCL’s fi-
nancial health, there is bound to
be some concern over supplying
power at subsidised rates.

n a relief to doc-
tors the Supreme
Court has cleared
the way for NEET-
PG counselling. It
has upheld the 27 percent
reservation for Other Back-
ward Classes (OBC).
The more ticklish issue of
Rs 8 lakh annual income cri-
teria for 10 percent reserva-
tion for economically weaker
section (EWS) has been al-
lowed for the time being but
the court will examine the Rs
8 lakh minimum annual in-
come criteria in March.
The judgement will apply
prospectively on future ad-
missions. The court will es-
sentially be looking into the
feasibility of Rs 8 lakh cap.
The quota for OBC and EWS
was introduced in July 2021.
Prime Minister Narendra
Modi called it a “landmark”
decision. The quota was in-
troduced after the notifica-
tion for exams.
The decision ran into legal
hurdles after the Supreme
Court asked the Centre about
the basis for fixing Rs 8 lakh
as the income criteria for
EWS category as the limit
was the same for the OBCs.
As the reservations will ap-
ply across all state and Cen-
tral government medical col-
leges, the court asked in an
earlier hearing if it was rea-
sonable to apply the same
income criteria on small
town candidates and those
from metros. With the Centre
agreeing to revisit the crite-
ria to determine the EWS
future NEET admissions are
likely to be hassle free.
Resident doctors in vari-
ous Delhi hospitals went on
strike in the last week of De-
cember to protest against the
delay in NEET-PG counsel-
ling for admissions.
The postponement of
counselling due to litigation
resulted in zero admissions
to PG courses adding to the
shortage of doctors in hospi-
tals.

BLOCKADE OF AFGHANISTAN
s the Western world emerges
from a holiday season made
less festive by COVID-19, mil-
lions of children in Afghani-
stan are starting 2022 facing
theprospectof famine,illness,
and a lost education. Seldom
has a human tragedy been so
extensively foretold. But the
same governments now rush-
ing to apply humanitarian
bandages to Afghanistan’s
open wounds are steadfastly
refusing to switch on the eco-
nomic life-support systems
needed to avert catastrophe.
Even before the Taliban re-
turned to power last August,
Afghanistan topped the global
roster of humanitarian emer-
gencies. Successive droughts
and escalating conflict had
left one-third of the country’s
population facing acute food
insecurity. Aid agencies
warned they were in a race
against time as winter ap-
proached. Now, United King-
dom’s Disasters Emergency
Committee believes race is
close to being lost.
The numbers are harrow-
ing. Some 23 million people in
a country of 39 million are in
a state of humanitarian emer-
gency
. The UNICEF estimates
that over one million Afghan
children are at risk of dying
from malnutrition and hun-
ger-related disease.
Human development is in
freefall as gains of last two
decades unravel. Donor-fi-
nanced Sehatmandi health
programme, which provides
vital child  maternal health
services across 31 of Afghani-
stan’s 34 provinces, is under
immense pressure, putting
fragile gains in child survival
at risk. An education system
that had served 9 million chil-
dren, including 3.6 million
girls, and provided employ-
ment opportunities to female
teachers now is crumbling.
Some of the blame for Af-
ghanistan’s unfolding crisis
rests squarely with the new
Taliban government. Policy-
making is mired in abject con-
fusion, and factional disagree-
ments have stymied the hu-
manitarian response. The de-
cision to prohibit girls from
attending secondary school,
which the Taliban now denies
is official policy, undermines
the national self-interest, and
mixed messages on women’s
employment have compound-
ed poverty
.
But government incompe-
tence is only part of the story
.
When the Taliban took power,
the foreign aid that financed
three-quarters of all govern-
ment spending was stopped
overnight, leaving millions of
teachers, health workers, wa-
ter and sanitation engineers,
and public officials unpaid.
The entirely predictable col-
lapse of social infrastructure
has fueled the humanitarian
catastrophe.
In the name of denying the
Taliban recognition, Afghani-
stan has been subjected to an
economic blockade. The US
has frozen $9 billion of Af-
ghanistan’s foreign-currency
reserves and invoked sanc-
tions legislation to prevent
banks from transferring
funds to the country. Citing
“guidance from the interna-
tional community” (which
means strictures from the
United States and Europe) the
International Monetary Fund
suspended a planned emer-
gency loan and withheld ac-
cess to a new issue of special
drawing rights, the Fund’s
reserve asset. Support
throughWorldBank-adminis-
tered Afghanistan Recon-
struction Trust Fund, which
had been largest funding
source for government budg-
et, has all but dried up.
The consequences have
been entirely predictable. Ac-
cording to IMF, Afghan econ-
omy is set to contract by
around a third. The banking
system has all but collapsed,
leaving businesses without
capital and farmers without
markets. Liquidity has been
sucked out of the economy,
destroying livelihoods. Infla-
tion is rampant, while cur-
rency devaluation has left the
country unable to finance im-
ports of medicine, machinery
,
and food. Over half the popu-
lation already was living on
less than $1.90 a day – the in-
ternational poverty line – be-
fore the Taliban takeover.
That figure now could surge
to a world-beating 97%.
The UN has responded to
the crisis by issuing a “flash
appeal” for humanitarian
aid.Donorshavenowpledged
over $1 billion. But even if
the money arrives, it only
will be a band-aid on a bullet
wound. Without economic
recovery and restored public
services, Afghanistan will
become trapped in a down-
ward spiral of hunger, pov-
erty, and human-develop-
ment reversals.

some places in Nagpur.”
“They conducted rec-
ce on the Sangh head-
quarters building in
Nagpur. It is understood
that recce has been done
not only at the Sangh
headquarters but also at
important places in
Nagpur,” he said.

Friday there is no need
to impose stern curbs at
this time as things are
under control.
Mumbai has already
banned large gatherings
and also put restrictions
on the number of people
that can attend events.
No lockdown and no fur-
ther restrictions are
planned even if cases
were to rise, Commis-
sioner Iqbal Singh Cha-
hal said while interact-
ing with the media.
He claimed majority
of the new cases are
asymptomatic and that
only a small number of
people are currently re-
quiring hospitalisation.

vaccinated and getting

“Out of around 1,900
infected patients in 186
Mumbai hospitals, 96
per cent are on oxygen
support and are unvac-
cinated,” Chahal said.
The proportion of seri-
ous cases with a single
dose of COVID-19 vac-
cination is around 3-4
per cent. Most patients
who needed medical
help were not vaccinat-
ed, he added.
He also said, “The
best thing about omi-
cron is that it takes the
space of delta variant,
which was lethal, which
would take you to oxy-
genated and ICU venti-
lator beds very fast.”
Sharing the data on
immunisation, the
Commissioner said
that Mumbai’s vaccina-
tion performance is the
best in the country. So
far, the city has vacci-
nated 98 per cent of the
total population with
the second dose of
COVID-19 vaccine.

gling to come back on

New Delhi: India’s
economy will return
to growth in 2021-22
and expected to grow
9.2% as against a con-
traction of 7.3% in the
previous fiscal, the
first advance esti-
mates by the National
Statistical Office
(NSO) released on Fri-
day showed.
The estimated
growth in real GDP is
lower than RBI’s pro-
jection of 9.5% made
in its monetary policy
committee meeting.
Nominal GDP,
which will be used as
the base for FY22 re-
vised estimates in the
upcoming budget, is
seen growing 17.6% as
against the 14.4%
growth used during
the budget estimates
for FY22.
Gross Value Added
(GVA) is expected to
rise by 8.6% com-
pared to a contraction
of 6.2% in FY21.
“However, these are
early projections for
2021-22,” the Ministry
of Statistics  Pro-
gramme Implementa-
tion said.
As per the ministry,
the actual perfor-
mance of various in-
dicators, actual tax
collections and ex-
penditure incurred
on subsidies in the fol-
lowing months, fresh
relief measures for
the vulnerable sec-
tions (such as provid-
ing free food grains
which has now been
extended till March
2022) and other meas-
ures, if any, taken by
the government to
contain the spread of
Covid-19 would have a
bearing on subse-
quent revisions of
these estimates.
India’s GDP rose

quarter of the fiscal
year and 8.4% in the
second quarter. Agri-
culture is estimated
to grow 3.9% in FY22
compared to a growth
of 3.6% in FY21 while

Conducted in No-
vember 2021, the expe-
dition team was led by
the NIMAS Director,
Colonel Sarfaraz Singh.
The team comprised
of 12 people – eight
Army personnel and
four youths of
Arunachal Pradesh.

Delhi. He distributed

cates and commended
the team for completing
the expedition without

gh Shekhawat an-
nounced on Friday

Ministry of Jal Shakti
awarded Rajasthan and

third ranks, respective-
ly, for their work and ef-
forts towards water con-
servation.
Addressing the 2020
National Water Awards,
the Minister for Jal
Shakti said the country
required 1,000 billion
cubic metres of water
per year to cater to its
agriculture, irrigation,
industrial and domestic
requirements.
“The usage of water
is increasing but its
availability is decreas-
ing. Rainfall patterns
are changing... By 2050,
the demand for water
would rise from 1,000
billion cubic metres to
1,400-1,500 billion cubic
metres. So, we must
move ahead with a posi-
tive attitude and take
effective steps,” Shek-
hawat said.

the best district award
in the northern zone fol-

situation in the state.
Raj CM has said that it
has been proved that
vaccination is the most
effective way of preven-
tion from Covid. “In
such a situation, it is
very important to get
every age group vacci-
nated. Young children
are being vaccinated in
many countries of the
world. Thus the Centre
should start vaccina-
tion of young children
in India soon and in-
crease the scope of
booster dose, because
co-morbid patients are
found in every age
group,” CM Gehlot said
while addressing the re-
view meeting from
CMR on Friday
.
Raj CM Gehlot said
that children are the fu-
ture of the country.
“The country has a
large child population.
They must be vaccinat-
ed and protecting their
health should be our top
priority. Experts be-
lieve that after a certain
time the effect of the
vaccine starts decreas-
ing and patients with
diabetes, hypertension,
BP, heart-related co-
morbidities are found
in all age groups. In
such a situation, the
Centre should allow
booster doses for every-
one,” he said. Raj CM
said that Rajasthan is a
model state in the coun-
try in terms of vaccina-
tion and So far, more
than 92% people have
been given the first dose
of the vaccine and
about 78% have been
given the second dose.

COVID SURGE: CENTRE TELLS DELHI, ADJOINING DISTRICTS TO RAMP UP HEALTH FACILITIES New Delhi: Amid a surge in Covid cases, Union Home Secretary Ajay Bhalla has asked Delhi and neighbouring districts to immediately strengthen health infra- structure, maintain buffer stocks of essen- tial drugs and ensure that oxygen supply equipment is fully func- tional. At a meeting con- vened to review the COVID-19 situation in the national capital and adjoining districts on Thursday, Bhalla also favoured ramping up of testing in all districts of Delhi-NCR where the number of tests is low. The home secretary stressed that the health infrastructure in all districts of Delhi-NCR should be immediately strengthened to be able to deal with any en- hanced requirement, an official statement said. Further, it should be ensured that oxygen supply equipment is fully functional and buffer stocks of essen- tial drugs are main- tained, he said in the meeting. The meeting was con- vened in view of the recent surge in corona- virus cases, especially those of the Omicron variant of the virus, in Delhi-NCR. Bhalla reviewed the COVID-19 situation and preparedness in Delhi- NCR, which includes the national capital and nine bordering districts in Uttar Pradesh and Haryana. Keeping in view the close-knit urban struc- ture of the NCR, he em- phasised that it is nec- essary for all concerned authorities in the re- gion to come together to tackle the virus and have a unified strategy . Delhi’s Health Minister Satyendar Jain said that there was a positivity rate of around 17 per cent. He said Delhi is the first to witness a surge in infections because most of the internation- al flights come to the capital. “That is the reason we have implemented stricter measures to contain the spread of COVID-19 as compared to other states. Some people may say that this is not needed but it is better than repent- ing later,” Jain told re- porters. The authority also di- rected the district magis- trates and officials to ensure that only one weekly market is allowed to open in a municipal zone following all Covid protocols. Captain Amarinder Singh was removed and Charanjit Singh Chan- ni was made the Chief Minister. Congress had played its trump card by appointing the first Dalit CM of the state. This gave Congress a huge advantage over other parties. The Akali Dal had taken a gamble to win Dalit votes by aligning with the Bahujan Samaj Party and the Aam Aad- mi Party had laid its cards for the Dalit vote by announcing the ap- pointment of the Dalit Deputy CM. In the meantime, Congress ap- pointed a Dalit Chief Minister and turned the entire chessboard around. But since then the Congress appears to be in a bid to loose its winning bet. The Dalit vote has the strongest arithme- tic in the social equa- tion from Punjab and this group has the high- est aspiration for pow- er. About 34% of the state’s population be- longs to the Dalit com- munity and the feeling of social and political hegemony has become very strong in this com- munity for some time now. But since all the parties are led by the Jat Sikh community, which accounts for 16% of the population, Dal- its remained behind in political participation despite social upheaval. Congress gave a big message by making a Dalit CM, which can be of great benefit to it in the next elections. However, Congress’ own leaders claim that the next election will not be fought in the name of Chief Minister Channi, but in the name of the party and the MLAs will decide the Chief Minister after the election. It simply means that if the Congress wins the election, Channi will not be the Chief Minister. Because even during his Chief Minis- terial tenure, if the dominant population of the state—especially the Jat Sikh and Jat community leaders— are not allowing his name to be announced, then how will they al- low him to become the Chief Minister after the elections. It will not be very dif- ficult for Dalit voters to understand this. It may be noted that State Pres- ident Navjot Singh Sid- hu, State Deputy Chief Minister Sukhjinder Singh Randhawa and Election Campaign Committee President Sunil Jakhar have put pressure on the Con- gress high command that Channi should not be projected as CM face. If Congress doesn’t project Channi as CM face then it will be a big mistake. Today the leaders who are putting pres- sure on the high com- mand do not have the status of gathering mere five per cent votes for the party . The Jat Sikh popula- tion is 16 per cent, whose vote traditional- ly goes to the Akali Dal and the remaining rad- ical-minded vote is go- ing to the Aam Aadmi Party from the last two elections. This time Captain is a separate contender for this vote. So, if Sid- hu, Randhawa and Jakhar can get even five per cent of this vote to the Congress, it will be a big deal. But if the Congress fights by declaring Channi as the Chief Minister, the majority of Dalit votes will be guaranteed. Hindu up- per caste and OBC votes will also join the Con- gress then. CONGRESS IS LOSING ITS HARD EARNED ADVANTAGE IN PUNJAB! Kavita Pant New Delhi: The bien- nial elections to the Ra- jya Sabha will be held in March-April, but from now on, lobbying and manipulation for it has started. Although the maximum contend- ers for the Rajya Sabha are from West Bengal, but there is no election this year. In Bengal, six seats are falling vacant in Au- gust next year. There- fore, Mamata Banerjee and her team can keep the leaders from out- side engaged till then. However, the most in- teresting elections to the Rajya Sabha are to be held in Bihar and Jharkhand and this will happen because the Congress is hoping for one seat each in both the states. There will be bi-annual elections for five seats in Bihar and by-election on one seat. Since the seat for the by- election is of Janata Dal-U, that seat will go to JDU’s account. Out of the remaining 5 seats, 3 seats will go to the ruling coalition and 2 will go to the RJD- Congress-Left alliance. Last time both the seats went to the account of RJD, so this time Con- gress is asking for one seat. The problem with RJD is that its vacant seat belongs to Misa Bharti and Tejashwi Ya- dav is compelled to send his sister to Rajya Sab- ha again. Tejashwi wants Con- gress to leave its seat this time and it will get one seat in 2024. Con- gress, on the other hand, says that it has one seat in 2024 because its leader Akhilesh Prasad Singh is retir- ing. That seat was won by Congress in 2018. Then he did not get the seat in 2020, so this time he has a claim. Who will be the Congress candi- date, it is not decided yet but the party is pres- surising for the first seat. It is being said that Tejashwi has said that he will talk to Rahul Gandhi about this. On the other hand, the Congress has 18 MLAs in the Jharkhand Assembly and govern- ment of Hemant Soren, formed after the 2019 as- sembly elections, is running with Congress support. In the 2020 polls, the founder of Jharkhand Mukti Mor- cha, Shibu Soren was sent to Rajya Sabha. It was decided at that time that the Congress would get the seat next time i.e. in 2022. However, now CM Hemant Soren is pressurising Con- gress to leave the seat. Two seats are falling vacant in the state, out of which one seat will go to the BJP and the other will go to JMM- Congress-RJD alliance. JMM has been able to win one seat on its own. But the support of Congress is necessary to run the government, so there is a tussle going on. Even there the can- didate of Congress is not fixed but Congress wants to confirm it by claiming the seat. After that the party high com- mand will make some- one a candidate. It is being said that BJP has kept silent due to the demand for seats of both the allies. This time the BJP has tied up with the Nishad Party, whose leaders Sanjay Nishad and Praveen Nishad like to haggle much. Their sta- tus is higher than that of Suheldev Bharatiya Samaj Party leader Om- prakash Rajbhar, who left the alliance. It may be recalled that the Nishad father-son duo defeated Yogi Adi- tyanath in Gorakhpur seat. After becoming the Chief Minister, Yogi had left the Gorakhpur Lok Sabha seat and when the by-election was held, Praveen Ni- shad had challenged on behalf of SP and won the election. After that BJP took the initiative and took Nishad father- son with them and fought with their alli- ance in the 2019 Lok Sabha elections. That is why Nishad Party is bargaining more, ask- ing for more seats. In- terestingly, last time in 2017 the Nishad Party had fought on 72 seats alone and won only 1 seat. The BJP wants the Nishad Party to fight on the same number of seats it had given to Ra- jbhar’s party in the last election. In the last election, Rajbhar’s party was given eight seats by the BJP , out of which it won four. This time BJP wants to give an almost similar number of seats to Nishad Party but Ni- shad father and son duo are not ready for it. Another BJP ally, Anupriya Patel’s Apna Dal, had fought on 11 seats last time and won nine. This time she wants to fight on at least 15 seats. The BJP had left a total of 19 seats in the alliance last time, while this time there is pressure on it to leave 30 seats. WOOING THE DALITS Punjab CM Charanjit Singh Channi. WHAT WILL HAPPEN TO NAQVI, AKBAR AND ZAFAR ISLAM? The term of 3 Muslim RS MPs from BJP— Mukhtar Abbas Naqvi, MJ Akbar and Syed Zafar Islam—is ending this year. Akbar is RS MP from Madhya Pradesh & Naqvi from Jharkhand. 3 seats are falling vacant in MP, out of which 2 are of BJP and this time also it will get these. But the question is, will BJP send Akbar to RS again? He had to resign as Un- ion Minister after allega- tions leveled by women journalists. So his return seems difficult. Naqvi is Union Minister & party’s Muslim face after Shahnawaz Hussain was sent to Bihar. There- fore BJP can send him again to RS. But the big question is whether he will again be sent to RS from Jharkhand or from any other state? 2 seats are getting vacant in Jharkhand and both are of BJP. Naqvi & Mahesh Poddar are retiring. Out of this, BJP will get only one seat this time. If BJP gives that one seat to an outsider & that too to a Muslim leader, it will have a big political impact. It is worth men- tioning that BJP wants to topple Hemant Soren govt and form its own govt.Therefore, prefer- ence is likely to be given to a local leader in RS polls. He can be a tribal or non-tribal. Naqvi can be sent from MP instead of Akbar. Naqvi is retir- ing in April and polls will be held in his home state UP in July. There are 13 seats falling vacant. The results of Assembly polls will decide how many seats BJP will get out of that. Secondly, Syed Zafar Islam is also in RS from UP & his seat is falling vacant. I n a relief to doc- tors the Supreme Court has cleared the way for NEET- PG counselling. It has upheld the 27 percent reservation for Other Back- ward Classes (OBC). The more ticklish issue of Rs 8 lakh annual income cri- teria for 10 percent reserva- tion for economically weaker section (EWS) has been al- lowed for the time being but the court will examine the Rs 8 lakh minimum annual in- come criteria in March. The judgement will apply prospectively on future ad- missions. The court will es- sentially be looking into the feasibility of Rs 8 lakh cap. The quota for OBC and EWS was introduced in July 2021. Prime Minister Narendra Modi called it a “landmark” decision. The quota was in- troduced after the notifica- tion for exams. The decision ran into legal hurdles after the Supreme Court asked the Centre about the basis for fixing Rs 8 lakh as the income criteria for EWS category as the limit was the same for the OBCs. As the reservations will ap- ply across all state and Cen- tral government medical col- leges, the court asked in an earlier hearing if it was rea- sonable to apply the same income criteria on small town candidates and those from metros. With the Centre agreeing to revisit the crite- ria to determine the EWS future NEET admissions are likely to be hassle free. Resident doctors in vari- ous Delhi hospitals went on strike in the last week of De- cember to protest against the delay in NEET-PG counsel- ling for admissions. The postponement of counselling due to litigation resulted in zero admissions to PG courses adding to the shortage of doctors in hospi- tals. But the same governments now rush- ing to apply humanitarian bandages to Afghanistan’s open wounds are steadfastly refusing to switch on the eco- nomic life-support systems needed to avert catastrophe. Even before the Taliban re- turned to power last August, Afghanistan topped the global roster of humanitarian emer- gencies. Successive droughts and escalating conflict had left one-third of the country’s population facing acute food insecurity. Aid agencies warned they were in a race against time as winter ap- proached. Now, United King- dom’s Disasters Emergency Committee believes race is close to being lost. The numbers are harrow- ing. Some 23 million people in a country of 39 million are in a state of humanitarian emer- gency . The UNICEF estimates that over one million Afghan children are at risk of dying from malnutrition and hun- ger-related disease. Human development is in freefall as gains of last two decades unravel. Donor-fi- nanced Sehatmandi health programme, which provides vital child maternal health services across 31 of Afghani- stan’s 34 provinces, is under immense pressure, putting fragile gains in child survival at risk. An education system that had served 9 million chil- dren, including 3.6 million girls, and provided employ- ment opportunities to female teachers now is crumbling. Some of the blame for Af- ghanistan’s unfolding crisis rests squarely with the new Taliban government. Policy- making is mired in abject con- fusion, and factional disagree- ments have stymied the hu- manitarian response. The de- cision to prohibit girls from attending secondary school, which the Taliban now denies is official policy, undermines the national self-interest, and mixed messages on women’s employment have compound- ed poverty . But government incompe- tence is only part of the story . When the Taliban took power, the foreign aid that financed three-quarters of all govern- ment spending was stopped overnight, leaving millions of teachers, health workers, wa- ter and sanitation engineers, and public officials unpaid. The entirely predictable col- lapse of social infrastructure has fueled the humanitarian catastrophe. In the name of denying the Taliban recognition, Afghani- stan has been subjected to an economic blockade. The US has frozen $9 billion of Af- ghanistan’s foreign-currency reserves and invoked sanc- tions legislation to prevent banks from transferring funds to the country. Citing “guidance from the interna- tional community” (which means strictures from the United States and Europe) the International Monetary Fund suspended a planned emer- gency loan and withheld ac- cess to a new issue of special drawing rights, the Fund’s reserve asset. Support throughWorldBank-adminis- tered Afghanistan Recon- struction Trust Fund, which had been largest funding source for government budg- et, has all but dried up. The consequences have been entirely predictable. Ac- cording to IMF, Afghan econ- omy is set to contract by around a third. The banking system has all but collapsed, leaving businesses without capital and farmers without markets. Liquidity has been sucked out of the economy, destroying livelihoods. Infla- tion is rampant, while cur- rency devaluation has left the country unable to finance im- ports of medicine, machinery , and food. Over half the popu- lation already was living on less than $1.90 a day – the in- ternational poverty line – be- fore the Taliban takeover. That figure now could surge to a world-beating 97%. The UN has responded to the crisis by issuing a “flash appeal” for humanitarian aid.Donorshavenowpledged over $1 billion. But even if the money arrives, it only will be a band-aid on a bullet wound. Without economic recovery and restored public services, Afghanistan will become trapped in a down- ward spiral of hunger, pov- erty, and human-develop- ment reversals. That can be a bit dis- ruptive,” he said. New Delhi: India’s economy will return to growth in 2021-22 and expected to grow 9.2% as against a con- traction of 7.3% in the previous fiscal, the first advance esti- mates by the National Statistical Office (NSO) released on Fri- day showed. The estimated growth in real GDP is lower than RBI’s pro- jection of 9.5% made in its monetary policy committee meeting. Nominal GDP, which will be used as the base for FY22 re- vised estimates in the upcoming budget, is seen growing 17.6% as against the 14.4% growth used during the budget estimates for FY22. Gross Value Added (GVA) is expected to rise by 8.6% com- pared to a contraction of 6.2% in FY21. “However, these are early projections for 2021-22,” the Ministry of Statistics Pro- gramme Implementa- tion said. As per the ministry, the actual perfor- mance of various in- dicators, actual tax collections and ex- penditure incurred on subsidies in the fol- lowing months, fresh relief measures for the vulnerable sec- tions (such as provid- ing free food grains which has now been extended till March 2022) and other meas- ures, if any, taken by the government to contain the spread of Covid-19 would have a bearing on subse- quent revisions of these estimates.
