researcher with Agricultural Research Corporation (Sudan) and its think tank-Agricultural Economics and Policy Research Centre (Khartoum North). Fair experience in using the WB-ADePT
Software platform for applied economic analysis: ADePT software developed to automate and standardize the production of analytical reports. ADePT uses micro-level data from various
types of surveys, such, as Household Budget Surveys, Demographic and Health Surveys and Labour Force surveys to produce rich sets of tables and graphs for a particular area of
economic research. ADePT dramatically reduces time required for the production of analytical results, minimizes human errors, allows easy introduction of new techniques and methods to a
wide audience of policy practitioners, and allows users to free up resources for other activities, including drawing policy implications from the empirical evidence. I use the WB- ADePT
Software with the new module ADePT FSM (Food Security Module) developed in cooperation with the Statistic Division of UN FAO. ADePT FSM derives a rich set of food security statistics
from the National Household Surveys, such as Living Standards Measurement Study (LSMS), Household Budget Surveys (HBS), and other micro-level surveys containing data on household
food consumption

Countries in the Arab region still face numerous challenges in food security. The historic events of the “Arab Awakening”
have manifested that these challenges must be overcome urgently. There are discussions from many voices on what Arab
country governments should do, both in the short‐ and longer term, to reach their food security, poverty reduction, and job
creation goals. Yet the roadmap to reach these goals remains subject to much debate. The International Food Policy
Research Institute (IFPRI), jointly with the United Nations Economic and Social Commission for Western Asia (UN ‐ESCWA),
invites you to participate in an international conference, ”A Food Secure Arab World: A Roadmap for Policy and Research,”
which aims to set priorities to achieve these goals. This conference is organized in collaboration with the Economic
Research Forum, the University of Cairo, the American University of Beirut, the University of Rabat, and the International
Center for Agricultural Research in the Dry Area. The conference, which will take place on February 6 and 7, 2012, in Beirut,
Lebanon, will present a situation analysis of food security and poverty in the region, and identify promising policies,
technological and institutional innovations, and priorities of investments. IFPRI Director General Shenggen Fan and UN‐
ESCWA Deputy Executive Secretary Nadim Khouri will give welcoming remarks. We would be honored if you would agree to

Dear Celine Baker, Agrisystems,
I know Dr. Eltighani Mirghani Elamin personally since 2001. Because of his advanced scientific qualification and his very
engaged research activities in Sudan and at international level, I encouraged him to apply at the German Academic Exchange
Service (DAAD) for a postdoc research scholarship for Germany. The successful application led to a research visit at the
Department of Project- and Regional Planning at the University of Giessen / Germany during the time 01 April to 30. June
2003.During this time I had intensive contacts and close collaboration with Dr. Elamin. He worked on several research topics,
particularly on subsistence agriculture and commercialization of agriculture and their determinants in various developing
countries. For this research, Dr. Elamin applied advanced econometric methods and mathematical programming models.
After his return to Sudan, I have permanent contact with Dr. Elamin and I meet him several times during research trips in
Sudan.
Mr. Elamin is very active and successful in publishing to outcome of this research in scientific journals and through
contributions in scientific national and international conferences.
Given this background and the personal knowledge, I can fully recommend Dr. Elamin for the position at Food Aid Technical

As per Dr. Elamin’s request, I would like to provide this letter of recommendation in support of his candidacy for the above
post. I have known the candidate since the early 1990s, when I was the Research Director of the African Economic Research
Consortium (AERC), for five years (1993-98), on leave from the World Bank. The Nairobi-based AERC is a leading economic
research network in SSA. Dr. Elamin has been one of the most active researchers in this network and has contributed very
interesting policy-oriented research in the area of the economics of rain-fed agriculture. The very important issues of coping
strategies by farmers in rain-fed agriculture have been one of the main themes that he studied. In this context, he managed
to collect a very comprehensive data on markets, prices and food surplus from Kordofan region.
More recently, the Cairo-based Economic Research Forum has awarded Dr. Elamin research grants for the Arab World, Iran
and Turkey (ERF), another equally distinguished research network. His policy experience is equally impressive. He has a
long and distinguished career with the Agricultural Economics & Policy Research Center (AEPRC), Agricultural Research
Corporation (Sudan), which was capped by his assuming the position of Head of the Socioeconomic Section in Western
Sudan. Since 2002, he joined the WFP, which further broadened his operational and policy experiences, and in 2005, he
joined the EU Mission in Sudan as an international consultant in the area of food aid harmonization that put him into the
arena of global food policy.
As his resume suggests, Dr. Elamin is by all accounts one of the leading professionals on the economy of Sudanese
agriculture, especially rain-fed agriculture. Since I had the privilege of knowing him, I have always found Dr. Elamin to be a
colleague of high personal and professional integrity. He has also been a team player who was able to cooperate and blend
very nicely with his colleagues in the network. Therefore, I would like to very strongly recommend Dr. Elamin for this job,
given his superb technical and field experiences, his regional and international exposure and that he has already been
undertaking serious work on the issues that underlie the TOR for this job.

Based on my quite long knowledge of Dr. Eltighani and acquaintance with most of his activities, I am pleased to provide you
with an account of his capabilities.
Dr. Eltighani is competent in his field of agricultural economic and has conducted research spanning a range of multi-
faceted disciplines, including dry land agriculture and food security issues. He possesses good skills in analyzing, with
relevant economic models, aspects related to production in dry land agriculture, and its associated risks in terms of food
security, poverty and policy considerations. He collaborated with biological scientists from various disciplines including
livestock, cropping aspects and land and soil management under vulnerable farming conditions to provide a useful interface
between biological and economic knowledge. His collaboration extended outside the research community to integrate in
consultancy work with various NGOs with interest in food security. I believe that his recent work with the WFP must have
widened his experience in food aid issues.
His engagement in research work, partly in collaboration with various NGOs and donor organizations, has equipped him with
good reporting skills both for scientific as well as for donor requirements. He possesses good skills in employing relevant
analytical economic models; an advantage that would allow him a rather comfortable handling of various analyses
requirements.
Dr. Tighani is a self-motivated and active person. He is skilful in developing contacts and designing research proposals that
resulted in many of his research activities. He is capable of recruiting and mobilizing staff for the conduct of such research
and enhancing teamwork. In the process, he has been engaged in areas of training and human resource development

matriculation through our Ph.D. program in Agricultural Economics. He achieved a strong level of performance in both
Masters and Ph.D. level agricultural production economics courses, which I taught. He has a well-balanced background in
economic theory, quantitative methods, and the specialty areas of farm management and production economics.
I also served as a member of Dr. El-Amin's Ph.D. committee. His Ph.D. dissertation evaluated management and technical
systems for increasing production and raising living standards in the Nuba Mountains region of the Western Sudan. This
work involved analysis of primary survey data, econometric estimation, and mathematical programming procedures. Dr. El-

The historic events of the “Arab Awakening” have manifested that these challenges must be overcome urgently.
