Introduction
The Heritage Lottery Fund (HLF) was set up by Parliament in 1994 to give grants to a wide range of
projects involving the local, regional and national heritage of the United Kingdom. We distribute a share
of the money raised by the National Lottery for Good Causes.
We allocate grants to projects in England, Northern Ireland, Scotland and Wales and since 1994, the
HLF has awarded £6.9 billion to more than 39,000 projects across the UK.
We are officially known as a ‘non-departmental public body’. This means that, although we are not a
government department, the Secretary of State for Culture, Media and Sport issues financial directions
to us and we report to Parliament through the department. Our decisions about individual applications
and policies are entirely independent.
HLF is administered by the Trustees of the National Heritage Memorial Fund (NHMF) which separately
allocates grants to our national heritage, acting as a fund of ‘last resort’.
What do we do?
The Heritage Lottery Fund is the UK’s leading funder of our diverse heritage and the only heritage
organisation that operates both across England, Northern Ireland, Scotland and Wales, and funds the
entire spread of heritage – including buildings, museums, natural heritage and the heritage of cultural

SENIOR FINANCE OFFICER
Contract: Permanent Full Time
Hours: 40 – inclusive of unpaid lunch breaks

Reporting to: Head of Finance
HLF Grade: Grade D
Salary: £31,207- £41,432
Job purpose
To assist the Finance team in delivering an exceptional service to the organisation and helping to
maintain good relationships with DCMS - Department of Culture, Media and Sport, grantees and
suppliers.
Key tasks and responsibilities
The job holder will report to the Head of Finance and will be primarily responsible for the following:
Management Accounting:
Maintaining the process costing model and providing guidance and training on its implications for
the rest of the organisation;
Maintaining the staff resourcing model;
Cost benchmarking and other cost data management including liaison with other Lottery
Distributors and DCMS/Cabinet Office and,
Cost and financial data point of contact for all HLF.
Financial Accounting:
Preparation of the statutory accounts for both NHMF and its Lottery-distribution activities;
Preparation of DCMS consolidation schedules and liaison with DCMS about their content. This
will involve maintaining spreadsheets throughout the year to generate year-end data (for
example, intra-public sector grant transactions and balances);
Updating and maintaining GEMS (grant management system) in-house software reports and
providing training thereon;
Overseeing the payroll function including the preparation of a payroll budget and statistics;
Preparation and submission of the monthly grant-in-aid drawdown including maintaining the
grant-in-aid cash flow;
Ensuring the timely payment of duly authorised grants
Managing the Finance department input into the integration of financial systems project
Staff Management:
Disaster recovery – ensuring that Finance is prepared for a disaster, including keeping our
records and equipment up to date;
Assisting with investigation of fraud allegations;
Management and direction of staff reporting to the job holder;
Conducting staff performance appraisal meetings and,
Undertaking such other duties as may be reasonably required - this is a new role and there will
no doubt be a requirement for changes to made in the early months

Qualified CCAB, CIMA or equivalent
Proven skill and experience in accounts related matters

macros

Salary
The posts attract a salary that is on a range from £31,207- £41,432 All salary increases are performance
related.

HOURS AND LEAVE
For a full time role, employees will normally work a 5 day week of 40 hours, including one hour for lunch
which is unpaid.
Annual leave of 26 days, rising to 31 days after 5 years’ reckonable service, is provided in
addition to statutory holidays and 1.5 ‘privilege days’ each year.
Hours for part time posts will be pro-rata based on a 35 hour (net) working week. Annual leave and
entitlement to Bank Holidays are also calculated on pro-rata basis.
SPECIAL LEAVE
The NHMF allows paid and unpaid special leave in specified circumstances detailed in our staff
handbook.
SALARY ADVANCE
An interest free advance is offered to all members of staff who have completed their probationary period
to cover the cost of the purchase of an annual season ticket or purchase of a bicycle. There is also the
option for an advance to cover the first month’s rent deposit on a flat/house. The sum advanced will be
repaid by regular deduction from salary.
CYCLE TO WORK SCHEME
As part of the government’s 'Cycle to work guarantee', the NHMF is able to hire out cycles and cyclists'
safety equipment to employees as a tax-free benefit. Employees choose the bike and safety accessories
needed and the NHMF will hire the equipment to the employee through salary sacrifice reductions for a
minimum 12 month period. This can save employees up to 40% on the retail price.
TRAINING
The NHMF is fully committed to training and is an accredited Investor in People. We attach particular
importance to induction and familiarisation training for new staff. All employees have access to a wide
range of training opportunities. After a qualifying period, financial support may also be available for
professional qualifications relevant to the NHMF's work.

vouchers via their monthly salary, up to a specified limit, employees receive a tax and National Insurance
saving on that part of their salary.
