To oversee Project Accounting and Financial Policies and Procedures. To coordinate Support Services functions at CPO and AP level. Support the Finance & Support Services Director in strategic alignment and management of resources. MAJOR RESPONSIBILITIES Major responsibilities End Results Expected % time Field Financial Management and Internal Control Systems 1. Ensure the financial and accounting integrity of World Vision Ethiopia’ projects. 2. Apply the organization’s financial and accounting policies in the region. 3. Communicate financial and accounting policies and procedures to World Vision Ethiopia’s projects. 4. Ensure the projects’ financial reporting and systems provide timely, accurate and meaningful information. 5. Enforce the organization’s internal management control systems in the projects. 6. Provide assistance, as needed, to the Finance Operations Manager and Financial ComplianceManager, on financial and accounting issues. 7. Monitor project alignment in terms of financial impacts relating to cash flow, deferral, and fund accounting. 40% Accounting and Financial Policies and Procedures 1. Ensure World Vision Ethiopia’s projects comply with World Vision’s Finance Manual requirements to generate timely, accurate, and usable monthly reports. 2. Support the Financial ComplianceManager to operationalize World Vision Ethiopia’s financial policies and procedures at project level. 20%

Support the Financial ComplianceManager to monitor and manage compliance to World Vision Ethiopia’s financial and accounting policies and procedures, both written and unwritten, and ensure corrective action is taken for non-compliance. 4. Provide financial training to project staff.

Ensure effective commitment, protection and application of project financial resources. 2. Ensure World Vision Ethiopia projects comply with statutory and regulatory requirements. 3. Support the Financial ComplianceManager in providing communication, understanding, interpretation and relevance of external statutory and regulatory requirements to projects. 4. Support the Financial ComplianceManager in developing protocols with internal auditors relating to project accounting and internal control. 20% Support Services 1. Implement effective, efficient and economical support services protocols. 2. Ensure World Vision Ethiopia projects comply with WVE Administration requirements. 3. Support the Supply Chain Manager in providing communication, understanding, and application of supply chain management requirements to projects. 4. Monitor and cross-functionally manage complianceto World Vision Ethiopia’s Support Service policies and ensure corrective action is taken for non-compliance. 20% KNOWLEDGE, SKILLS AND ABILITIES Description Level Minimum Preferred Education Bachelors Degree in Finance, Business Administration or related field X Knowledge and skills Able to hire, train, equip, deploy, lead, and motívate staff to achieve core results X Able to leverage key opportunities to mitígate business risks X Able to work with minimum supervision X Supervisory and technical expertise in business processes development, internal controls, policies, and procedures X Excellent working knowledge of GAAP and government/donor regulations and requirements X Able to articulate and communicate ideas well verbally and in writing X Fluency in English and local language X Good interpersonal skills X Able to work in a cross-cultural environment with a multi- national staff X Experience Balanced combination of at least six years Business Management experience in INGOs and for-profit business X Experience with government grant regulations and financial reporting requirements X License or Certified Public Accountant or equivalent X
