16. Pursuant to the Presidential Proclamation No. 1782 signed by
President Gloria Macapagal Arroyo in the City of Manila, dated
May 21, 2009. Project W.A.T.C.H. (We Advocate Time
Consciousness and Honesty) is an advocacy program jointly
undertaken by JCI Senate Philippines, Department of Education,
Commission on Higher Education, Technical Education and Skills
Development Authority, Philippine Association of Colleges and
Universities, PAPSCU, PRISAA and the Office of the Presidential
Assistant for Education, to promote and undertake programs
that will instill the value of punctuality and honesty in all sectors
of society.
17. DepEd Memorandum Nos. 160 and 387
both series of 2008 announced that the DepEd
community will adopt and implement Project
W.A.T.C.H. (We Advocate Time Consciousness
and Honesty) to streghthen the value of
punctuality as a significant step in bringing
about fundamental change or transformation
of society.
18. Advocacy for Time consciousness and honesty
is a significant campaign for core development of
individuals. If everyone is punctual and honest, there
will be a concomitant valuing for self respect and for
respecting others’ time. These values cannot be
taught but they can be caught by simply modeling
the practice and making it a habit. Awareness of the
benefits we can derive from being a WATCH
implementer is basically the end goal in establishing
a WATCH school. (enclosure No. 1 to DepEd Memo
No. 410, s. 2009)
19. PROJECT W.A.T.C.H. MISSION, VISION, GOAL
MISSION
To share our talents and precious time in order to strengthen
the values of punctuality and honesty towards a living legacy.
VISION
To undertake effective programs, projects and other activities
to enhance the importance of PUNCTUALITY and HONESTY as
elements of SUCCESS in our daily lives.
GOAL
The major goal of Project W.A.T.C.H. is to push forward the
recognition of punctuality and honesty as two core values in
promoting national renewal and development.
20. Objectives of Project W.A.T.C.H
To know and understand the value of
punctuality in context of the development of a
better Filipino character;
To cherish and value punctuality as an
integral part of a true Filipino; and
To identify concrete strategies that will assist an
individual in the actualization of the value of
punctuality and honesty in one’s life.

27. EVERY CLASSROOM IS ENCOURAGED TO PUT UP
THEIR OWN “HONESTY COINVENIENT STORE”
A TRAY, A RACK OR A BOX SHALL BE FILLED WITH
DIFFERENT STUFFS LIKE SCHOOL SUPPLIES SUCH
AS BALLPEN AND PAPER / SANITIZERS,
FACEMASKS ETC. THAT SHOULD BE PROPERLY
ITEMIZED FOR INVENTORY PURPOSES. THE PROFIT
WILL BE USED FOR CLASS FUND. TO BE CHECKED
AND MONITORED BY THE CLASS ADVISER.
