The States cannot impose
lockdown without approval
from the Ministry of Home
Affairs (MHA). According to
new guidelines released by the
Ministry of Home on
Wednesday, only in contain-
ment zones, the States are
empowered to impose lock-
downs and the list of contain-
ment zones has to be updated
with the Union Health
Ministry.
The Union Home Ministry
on Wednesday issued new
guidelines asking States to fol-
low the strict directives in
crowd management to contain
the Covid-19 pandemic. As
per the new directions, the
States are allowed to impose
restrictions like night curfew
and reduction of number of
people allowed to assemble but
can’t impose lockdown without
approval from the MHA. Only
in containment zones, the States
are empowered to impose lock-
downs and the list of contain-
ment zones has to be updated
with Union Health Ministry.
The MHA’s new directions,
titled as ‘Guidelines for
Surveillance, Containment and
Caution’ will be applicable
from December 1 to December
31, directed the States and
Union Territories to imple-
ment Standard Operating
Procedures (SOPs) approved by
the Union Health Ministry in
controlling the crowd man-
agement, fines for non-mask
wearing, opening of academic
institutions etc. These guide-
lines are to implement ‘Covid
appropriate behaviour’, said
the MHA.
“The main focus of the
guidelines is to consolidate the
substantial gains that have been
achieved against the spread of
Covid-19 which is visible in the
steady decline in number of
active cases in the country.
Further, keeping in view the
recent spike in new cases in a
few States/UTs, ongoing festi-
val season and onset of winter,
it is emphasised that to fully
overcome the pandemic, there
is need to maintain caution and
to strictly follow the prescribed
containment strategy, focussed
on surveillance, containment
and strict observance of the
guidelines/SOPs issued by
MHA and Ministry of Health
 Family Welfare (MOHFW).
“Local district, police and
municipal authorities shall be
responsible to ensure that the
prescribed containment mea-
sures are strictly followed.
States and UTs, based on their
assessment of the situation,
may impose local restrictions,
with a view to contain the
spread of Covid-19 and imple-
ment surveillance and con-
tainment,” said the MHA’s new
guidelines. There shall be
intensive house-to-house sur-
veillance by surveillance teams
formed for the purpose and
testing shall be carried out as
per prescribed protocol in con-
tainment zones.
“Listing of contacts shall be
carried out in respect of all per-
sons found positive, along with
their tracking, identification,
quarantine and follow up of
contacts for 14 days (80 per
cent of contacts to be traced in
72 hours). Quick isolation of
Covid-19 patients shall be
ensured in treatment facili-
ties/ home (subject to fulfilling
the home isolation guidelines),”
said the MHA detailing the
SOPs to followed in contain-
ment zones.
The new guidelines direct-
ed that the State/UT
Governments shall take all
necessary measures to pro-
mote Covid-19 appropriate
behaviour and to ensure strict
enforcement of wearing of face
masks, hand hygiene and social
distancing. “In order to enforce
the core requirement of wear-
ing of face masks, States and
UTs may consider administra-
tive actions, including imposi-
tion of appropriate fines, on
persons not wearing face masks
in public and work spaces,”
it said.
“Social/ religious/ sports/
entertainment/ educational/
cultural/ religious gatherings,
with up to a maximum of 50
per cent of the hall capacity,
with a ceiling of 200 persons in
closed spaces; and keeping of
the size of the ground/ space in
view, in open spaces. However,
based on their assessment of
the situation, State/ UT
Governments may reduce the
ceiling to 100 persons or less,
in closed spaces,” said the
guidelines.
States and UTs, based on
their assessment of the situa-
tion, may impose local restric-
tions, with a view to contain the
spread of Covid-19 such as
night curfew. However, State/
UT Governments shall not
impose any local lockdown
(State/ district/ sub-divi-
sion/city level), outside the
containment zones, without
prior consultation with the
Central Government. States
and UTs also need to enforce
social distancing in offices. In
cities, where the weekly Case
Positivity Rate is more than 10
per cent, States and UTs con-
cerned shall consider imple-
menting staggered office tim-
ings and other suitable mea-
sures, with a view to reduce the
number of employees attending
office at the same time, there-
by ensuring social distancing.
No restriction on Inter-State
and intra-State movement, said
the new guidelines.
“There shall be no restric-
tion on inter-State and intra-
State movement of persons
and goods including those for
cross land-border trade under
treaties with neighbouring
countries. No separate per-
mission/ approval/ e-permit
will be required for such move-
ments,” said the guidelines.

New Delhi: The Union

asked state governments to
initiate steps for reopening of
medical colleges from
December 1 or before it, but
with strict adherence to all
Covid-19 related guidelines.

While the Delhi Police has
refused permission and
the Haryana Government
sealed borders with Punjab,
thousands of farmers from
Haryana and Punjab started
moving towards the national
Capital on Wednesday for their
“Delhi Chalo” march on
November 26-27 against the
agriculture legislations.
The farmers had major
scuffles with the Haryana
Police which failed to stop
them despite heavy deploy-
ment of men and use of water
cannons. A viral video showed
that after crossing the barri-
cades at Ambala, hundreds of
farmers faced water cannons at
Kurukshetra. The visuals
showed massive jets of water
being fired at a huge crowd on
the highway barricaded by the
police.
The scuffle between the
farmers and the police broke
out at the Shambhu border
near Ambala city when the
farmers broke the blockades
and managed to proceed to
Delhi for staging a demon-
stration.
Despite the use of water
cannons, the protesting farm-
ers, riding tractor-trailers, cars
and motorcycles, managed to
enter Haryana from Punjab.
They were later joined by thou-
sands of their counterparts
from Haryana, led by Bharatiya
Kisan Union (BKU) State chief
Gurnam Singh Charuni.
Meanwhile, the Haryana
Police set up barricades and
deployed water cannons across
the State. Massive security
arrangements have been made
at the Delhi-Haryana border at
Gurugram. The build-up is
the heaviest on the Haryana
side. As a preventive step,
neighbouring BJP-ruled
Haryana has imposed Section
144 of the CrPC to prevent
assembly of protesters. Also, the
police had taken nearly 100
farmer leaders from the State
into “preventive
custody”.
However, there was no
report of any violence or the
use of teargas shells or batons.

Wednesday said it is firmly
opposed to India’s decision,
claiming the move violated
WTO rules.
The ban had come against
the backdrop of border ten-
sions with China in eastern
Ladakh since May. The banned
applications, which include a
few dating apps, were a threat
to the “sovereignty and integri-
ty of India”, an official state-
ment said in New Delhi.

Delhi’s air quality deterio-
rated to the “severe” cate-
gory on Wednesday due to slow
winds after 10 days,
Government agencies said.
Stubble burning accounted for

Delhi. The fire started early
morning and the landfill site
smouldered throughout the
day with firefighters putting up

As the national Capital’s
overall air quality deteriorated,
the Central Pollution Control
Board (CPCB) mobile app,
SAMEER, said the city’s air
quality index (AQI) was
recorded at 401.
It forecasted winds to pick
up and improve the ventilation
condition by Thursday.
“The AQI is forecasted to
improve towards ‘very poor’
category by tomorrow and like-
ly stay in the lower end of Very
Poor on November 27 and
28,” SAFAR said.

Regarding the Ghazipur
landfill, Atul Garg, Director,
Delhi Fire Services (DFS), said
the call regarding fire was
received around 9.56 pm on
Tuesday following which five
fire tenders were rushed to the
spot.
“Later, three more fire
engines were dispatched to
douse the fire. The fire was at
different places at the landfill.
The operation is still going on,”
said Garg.
Another official said the
cause of fire at different loca-
tions might be due to the
garbage collectors who
dumped garbage here and set
it on fire. “DFS had informed
this practice of garbage collec-
tors to authorities several times
but the garbage collectors keep
on repeating the same putting
lives of nearby residents at risk
and causing pollution levels to
spike in the city,” he
said.
New Delhi: The Supreme
Court on Wednesday stayed
the Andhra Pradesh High
Court direction restraining the
media from publishing news
regarding an FIR lodged on
alleged irregularities in land
transactions in Amaravati.
A bench headed by Justice
Ashok Bhushan said that the
high court shall not decide till
January last week the pending
matter which relates to the
alleged illegal land transac-
tions during shifting of the
State capital to Amaravati.
The bench, also compris-
ing Justices RS Reddy and MR
Shah, refused to stay at this
stage the other directions of the
HC, including the stay on
probe into the FIR. The SC
passed the order while hearing
an appeal filed by the Andhra
Pradesh Government against

Senior Congress leader and
the party’s trusted back-
room strategist Ahmed Patel
died at a Gurugram hospital in
the early hours of Wednesday
due to multiple organ failure
more than a month after he
tested positive for Covid-19.
His son Faisal took to
social media to share that Patel
died at 3.30 am at Medanta
hospital in Gurugram where he
was admitted on November 15
after he developed complica-
tions.
Patel’s family urged all well-
wishers to adhere to the Covid-
19 regulations by avoiding
mass gatherings. The veteran
Congress leader had himself
announced on Twitter on
October 1 that he had tested
positive for Covid-19 and all
those who had come in close
contact of him should also get
tested.
Patel leaves behind his
wife, a son and a daughter. Patel
will be laid to rest at his pater-
nal village and also his birth-
place at Piraman in Gujarat on
Thursday.

rently the Congress treasurer,
a post that he occupied thrice.
Patel began his political
career by contesting the local
body polls in Gujarat’s Bharuch
district in 1976. He became a
Lok Sabha member in March
1977 and was a member of the
sixth, seventh and eighth Lok
Sabha till 1989. He was elect-
ed to the Rajya Sabha for the
first time in August 1993.
Patel was a close confidant
of Rajiv Gandhi and the par-
liamentary secretary to the
Prime Minister from 1985 to
1986. He later took charge of
the Congress’s organisational
structure both in Gujarat and
at the party high-command.
Though Patel never became a
Minister, he always worked as
the background man in the
Congress and was at the cen-
trestage of the party’s decision-
making till his
death.

to my grave.” That was Patel’s
matter-of-fact response a few
months ago when asked if he
would pen his memoirs to
share his experiences as the
party insider with a finger on
its power buttons.
Patel’s name cropped in
several political scams and
scandals and he was also

Amid a spurt in the coron-
avirus cases in the nation-
al capital, Delhi Chief Minister
Arvind Kejriwal on Wednesday
reached out to experts to audit
Covid-19 death cases and sug-
gested measures to reduce fatal-
ities in the national Capital. The
Chief Minister made the
request in the meeting chaired
by Lieutenant Governor Anil
Baijal on Wednesday.
This comes against the
backdrop of Delhi's three BJP-
led municipal corporations
alleging inconsistencies in the
official death count vis-a-vis
the number of deaths project-
ed by funerals at the cremato-
ria and burial grounds here.
Delhi recorded 5, 246 fresh
Covid-19 cases on Wednesday
and a positivity rate of 8.49 per
cent while 99 more fatalities
pushed the death toll to 8,720.
The number of tests done per
million as on Wednesday was
over 61778 while the total
number of tests stood at over
5976437.

mati rice is grown on 2000
acres of land and the rest of the
fields where the basmati rice is
grown, go through manual
harvesting and not mecha-
nised harvesting, due to which
there is no stubble on the
fields.
On October 3rd, the Delhi
government ordered 2000
packets of the bio-decompos-
ing solution. In 400 utensils, we
used 25 litres of water, 5 pouch-
es (4 capsules in one pouch) in
one utensil, 750 gms jaggery
and 250 gms of chickpea flour
to prepare the solution, which
was then stored. On October
5th, 10000 litres of the solution
was prepared. The solution
was again prepared from 750
gms of jaggery and water to
prepare 20000 litres of the
solution to spray in 2000 acres
of land. The solution was first
sprayed on the farmlands in
Hiranki village, Narela, on
October 13th by the CM, he
said.
The Delhi government has
the record of the forms filled
for spraying the solution on the
fields, he said, adding that
every form from every village
has been collected and kept in
our records, a centre was estab-
lished in Kharkhari Nahar
Village to prepare the solution
under the guidance of the sci-
entists or the Pusa Institute
since it was a new thing for us

Political blame game erupted
after a fire broke out at
Ghazipur landfill in East Delhi
resulting in deterioration of air
quality on Wednesday. The fire
started early morning and the
landfill site shouldered
throughout the day with fire
fighters putting up massive
efforts to douse it.
According to Atul Garg,
Director, Delhi Fire Services
(DFS), the call regarding fire
was received at around 9.56 PM
on Tuesday following which five
fire tenders were rushed to the
spot.
“Later, three more fire
engines were dispatched to
douse the fire. The fire was at
different places at the landfill.
The operation is still going on,”
said Garg.
Meanwhile, another official
said that the cause of fire at dif-
ferent locations might be due to
the garbage collectors who
dumped garbage here and set it
on fire.
“DFS had informed this
practice of garbage collectors to
authorities several times but the
garbage collectors keep on
repeating the same putting lives
of nearby residents at risk and
causing pollution levels to spike
in the city,” he said.
Delhi's overall air quality
deteriorated to the severe cate-
gory from very poor on
Wednesday morning.
According to the Central
Pollution Control Board(CPCB)
mobile app, SAMEER, the city's
air quality index (AQI) was
recorded at 401.

The proto bus for the electric
bus facility to be intro-
duced under the Dehradun
smarty city project will arrive
this week. Chief secretary Om
Prakash said that the proto bus
should be dedicated to women
and operated only for them. He
was speaking in the meeting of
the high powered steering
committee of the Dehradun
smart city project here on

that with special focus on the

outfits against three agricul-
ture-related Bills, the
Gurugram police on
Wednesday issued a compre-
hensive travel advisory to help
commuters.
The district administra-
tion and police have also made
elaborate arrangements as a
precaution to maintain law 
order in Gurugram district on
Thursday, 26 November, to
tackle protest calls by various
farmers’ organisations.
In view of this protest, 7
places of entry have been iden-
tified in the district and super-
visory officers and duty in-

The post Deepawali surge in
the number of novel
Coronavirus (Covid-19) cases
and fatalities from the disease
is continuing to increase in
Uttarakhand. On Wednesday
the state health department
reported 12 deaths from the
disease which increased the
death toll to 1185 in the state.
The department also reported
482 fresh cases of the disease on
the day which increased the
tally from the disease to 72642.
The authorities discharged 444
patients of Covid-19 from dif-
ferent hospitals after their
recovery on the day. A total of
66147 patients have so far
recovered from the disease.
The recovery percentage from
the disease is now at 91.06 per-
cent.

In view of a new wave of the
novel Coronavirus (Covid-
19) cases in National Capital
Region (NCR) of Delhi and its
bearing on Uttarakhand, the
state administration has made
the Covid-19 test compulsory
for all those who are coming
from Delhi.
On Wednesday the officials
at all the entry points were
asked to ensure that the occu-
pants of every vehicle which is
coming from Delhi should be
tested at the border itself. The
order created chaos and long
queues of the vehicles were wit-
nessed at all entry points. The
administration has also decid-
ed to conduct Covid-19 test on
every individual arriving from
Delhi at Dehradun airport,
Jolly Grant. It is worth men-
tioning here that Covid-19 test
at the airport was stopped in
October when the number of
cases of the disease declined.
The authorities are giving relax-
ation from the compulsory
Covid-19 tests to the passen-
gers who have Covid-19 nega-
tive test reports conducted in
the last 96 hours with them.
Dehradun: The Pradesh Congress Committee
(PCC) president Pritam Singh has said that in
view of renewed threat of Covid-19, the state
government should increase the testing for the
disease. Talking to the media persons at the state
headquarters of the Congress party here on
Wednesday, he said that the problem is that the
state government did nothing to increase the
capacity of tests for Covid-19.
“The dilemma for the Uttarakhand gov-
ernment is that if it tries to increase testing, the
backlog of the untested samples increases,’’ he
quipped. The PCC president further said that
the both union and state governments should
ensure that the pace of sample testing is
increased for Covid-19 till the vaccine is avail-
able.Launching an attack on the Narendra
Modi government for being partisan in its action,
he said that the PM keeps on harping about
wearing masks and observing social distancing
but during the recent Bihar elections the cau-
tion was thrown to the wind and people attend-
ed rallies without masks.
He claimed that the government deliberately
relaxed the Covid-19 guidelines during the Bihar
polls. Singh said that the government owes an
answer for this serious lapse. Taking a dig at the
administration’s decision to impose a penalty of
Rs 2000 on those not wearing masks, the
Congress leader said that the penalty is unjus-
tified and too high for the poor. He added that
instead of imposing a penalty, the government
should increase awareness about the disease and

In view of the violation of
Dehradun district adminis-
tration's orders to keep all the
shops shut on a weekly closure
except those providing essential
services to contain Covid-19,
the Dehradun district magis-
trate has directed sub-division-
al magistrates (SDMs) and city
magistrate to ensure the prop-
er implementation of this order.
According to DM Ashish
Kumar Srivastava, only essential
services like petrol pumps, med-
ical stores, vegetables and fruits
shops, and dairies are allowed to
operate on the day of the week-
ly closure but the administration
has noticed that many shops
operate even on weekly closure
in some marketplaces of the dis-
trict. Srivastava said that every-
one in the district will have to
abide by the orders of weekly
closure. The officials also
informed that the days for
weekly closure were predeter-
mined in various marketplaces
and areas of the district already.
They further informed that the
administration will take action
against those who will not keep
their shops closed on weekly
closure under the Uttarakhand

Srivastava has assured that the
rules of weekly closure will be
applicable on all the business
bodies including shopping
malls, big stores and complex-
es in the district besides the
main marketplaces. This was

Doon Udyog Vyapar Mandal
(DUVM), Vipin Nagalia. Many
shopkeepers had expressed
their disappointment in the
past that while the shopkeep-
ers of the main marketplaces

been granted to the Song
dam project planned in
Dehradun district. Chief min-
ister Trivendra Singh Rawat
thanked the Union
Environment and Forests min-
ister Prakash Javadekar for
this. Rawat said that with the
environmental clearance being
granted, there will not be any
problem in starting work on
this much awaited and impor-
tant project. The execution of
this project is among the pri-
orities of the state govern-
ment.
The CM further said that
with the construction of this
project, gravity based drinking
water supply will be facilitated
to the population of Dehradun
city and its suburban area’s esti-
mated population of upto 2050.
This project will also help in
power generation while avail-
ability of water for irrigation
will boost agricultural produc-
tion, he added.
It is pertinent to mention
here that the NITI Aayog has
been requested for financial
assistance for this Rs 1,200
crore project. The height of the
Song dam will be about 148
metres while its reservoir will
be spread across an area of
about 76 hectares. It is also
worth mentioning here that
with this project slated to facil-
itate gravity based supply of
drinking water, the crores of
rupees spent annually on elec-
tricity will also be saved.

across the world as it
reminds us of the struggle
of our countrymen to

eign nation.
The Constitution of
India is not a static but a
living document which can
be amended for the bet-
terment of the nation at
large. The Constitution has
been amended 103 times
since January 26, 1950.
One such evidence is the 103rd
Amendment to the
Constitution. Led by our Prime
Minister Narendra Modi, this
amendment will give econom-
ically weaker sections in the
general category 10 per cent
reservation in education as
well as central and state gov-
ernment jobs. The govern-
ment of India is consistently
focused on raising the standard
of living of every strata of
society.
To be inclusive and equi-
table as enshrined in the
Constitution, the Ministry of
Education launched Samagra
Shiksha Abhiyan to provide
quality education to students
pre – school to Class XII by
improving quality of education,
enhancing the learning out-
comes and using technology to
empower children and teach-
ers. As mandated by the 86th
amendment to the Constitution
of India making free and com-
pulsory Education to the
Children of 6-14 years age
group, a Fundamental Right—
the government of India
launched a flagship program
Sarva Shiksha Abhiyan (SSA).
Our Prime Minister
Narendra Modi is a firm believ-
er in upholding the values of
our Constitution; so much so
that in November 2015 he
announced that November 26
of each year would be cele-
brated as Constitution Day
wherein teachings of Dr BR
Ambedkar would be imparted
to students and community at
large.
In order to bridge the gen-
der disparity in technical edu-
cation, the government in 2018,
decided to add supernumerary
seats for women in IITs. The
aim was to ultimately reserve
20 per cent of IIT seats for
women.
Envisaged by the
Constitution, of an equitable
and inclusive society, the NEP
2020 was formulated around
those core ethics. The cur-
riculum and pedagogy of our
institutions must develop
among the students a deep
sense of respect towards the
Fundamental Duties and
Constitutional values. To
ensure that a student does not
miss out on valuable education
owing to language barrier,
Central and State governments
are now to invest in large num-
bers of language teachers in all
regional languages around the
country, and, in particular, for
all languages mentioned in the
Eighth Schedule of the
Constitution of India. To
imbibe in our youth the logi-
cal framework of making eth-
ical decisions, excerpts from
the Constitution will also be
considered as essential reading
for all students.
Another step in the policy
inculcating the Constitution
of India is that now all BEd pro-
grammes will emphasise the
practice of the Fundamental
Duties (Article 51A) of the
Indian Constitution along with
other Constitutional provisions
while teaching any subject or
performing any activity. As
PM Modi said, “Constitution is
our guiding light”, the Ministry
of Education has taken definite
steps to ensure that the
Constitutional values are
upheld to the strongest regard
and reflected in the NEP 2020.
Taking the awareness on a
grand scale within our educa-
tional institutions, a one-year
campaign was launched on
November 26, 2019 to mark the
70th Anniversary of Indian
Constitution Day. Today, most
are aware of their Fundamental
Rights, but as important as
rights maybe our duties hold
equal importance—which is
why the theme for this cam-
paign was Fundamental Duties.
The campaign was launched
with the reading of the pream-
ble by our Prime Minister and
it gives me great pride to say
that, 1581 institutes and
3,30,664 students participated
by reading the preamble in
their locations simultaneously.
Each month of the cam-
paign was dedicated to one
Fundamental Duty, wherein
HEIs organised activities and
events around that duty. This
helped the youth to understand
and learn their duties in a cre-
ative and holistic manner. Be it
through debates, moot courts,
street plays, poster making,
competitions or workshops.
With every step undertak-
en under the guidance of
Narendra Modi, the abidance
by the Constitution of India has
always been a precursor. The
government of India has always
strived that principles of the
Indian Constitution are reflect-
ed not just on paper but also
practice.

Following the efforts of the
state government, residents
of the Niti valley along the
Indo-Tibet border in Chamoli
district will now be able to
access mobile phone connec-
tivity. Chief minister Trivendra
Singh Rawat virtually inaugu-
rated two Reliance Jio 4G
mobile towers- one each at
Juma and Suki in the Niti val-
ley on Wednesday. These will
also facilitate 4G internet con-
nectivity for the people in this
area.
Congratulating the locals
on the occasion, Rawat said
that 4G connectivity will facil-
itate various activities includ-
ing trade and online mapping
in this border area. The people
will now also be able to submit
online applications and do
other works. People in the
border areas will also benefit
from the works being under-
taken by the government in the
sphere of e-governance. He
said that during the investors
summit, talks had been held
with Reliance chairman
Mukesh Ambani regarding Jio
services.
Ambani had said then that
Jio would provide its services
without its main focus on the
profit or commercial aspects,

be provided in the remote

The two mobile towers
inaugurated in the Niti valley
will provide mobile connectiv-

lages. Earlier, villagers had to
travel upto 45 kilometres for
mobile phone connectivity. As

Jio will set up 10 more mobile
towers and by March 2021, it
will set up 25 mobile towers in

Development Board
(UTDB) will promote and
develop the ancient temples in
Uttarakhand from the tourism
perspective. A virtual meeting
in this regard was chaired by
the Tourism and Culture min-

(DTDO) from 13 districts

The State Commission for
Protection of Child Rights
(SCPCR) has written to the
chief education officer (CEO)
of Dehradun to take action
against the management of a
private school which has
allegedly not issued the report
cards of the students due to the
fees pending during the pan-
demic. The SCPCR chairper-
son Usha Negi stated that the
president of Abhibhavak Ekta
Samiti (AES) Luv Chaudhary
wrote to the commission stat-
ing that the school is harassing
students by not issuing the
report cards to the students
even after their parents
approached the school man-
agement several times. The
school management is even
charging exorbitant fees in the
name of tuition fees of the stu-

ter. Negi informed that as per
the directions of National
Commission for Protection of
Child Rights (NCPCR) on
February 12, 2018, the matters

cannot be harassed by the

In one of the major drug hauls
in recent times with ramifi-
cations of narco-terrorism, the
Indian Coast Guard seized
more than 100 kilos of heroin
in Tamil Nadu on Wednesday.
The drug was recovered from
a Sri Lankan boat which had
received the consignment from
a dhow in Karachi.
While investigations are
on, officials said here the haul
was the result of nearly nine
day long operation. It ended in
the seizure in the high seas
south of Thoothukudi. Six
crew members, reportedly Sri
Lankan nations, were detained
and their questioning was on,
they added. Officials from
various agencies were now
questioning the detained crew.
Preliminary probe indi-
cated that the crew members
told the Coast Guard the con-
traband was transferred to
the Sri Lankan vessel Shenya
Duwa on the high seas near
Karachi by a Pakistani dhow.
The consignment was to be
ferried to western countries
and Australia, sources said.
It was suspected Pakistan
was sending the consignment
to fund terrorism in several
nations. The Lashkar-e-
Tayyaba(LeT) and the Hizbul
Mujahideen(HM)in the past
used narcotics to fund their
terror campaign in Kashmir.
The search of the Sri
Lankan boat also led the Coast
Guard to the recovery of five
9mm pistols and a satellite
phone set. Moreover, the con-
traband was concealed in an
empty fuel tank on the boat,
officials said.
The seizure on
Wednesday was carried out by
Coast Guard (ICG) ship
Vaibhav. Other ships of the
force including Vikram,
Samar, Abhivav and Aadesh
and a Coast Guard Dornier
aircraft were also involved in
anti-smuggling operations,
despite rough sea conditions.
A similar seizure was con-
ducted by the Coast Guard
last year and foiled an attempt
by Pakistan to smuggle hero-
in worth over C500 crore.
The narcotics were recov-
ered from a boat in October
last year off Porbandar.
After being intercepted,
the boat crew set the vessel
afire and also tried to destroy
the drugs. The Anti-Terrorism
Squad of the Gujarat police
arrested nine Iranians from
the boat, the officials said.
The Iranian boat was
loaded off the Gwadar port in
Pakistan. Occupants of the
boat set it ablaze as the Coast
Guard and ATS personnel
closed in. The boat sank off
the Gujarat coast near
Porbandar.
The interrogation of the
detained crew revealed one
Pakistani national named
Hamid Malek had sent the
consignment, which was
loaded in the Iranian boat off
Gwadar port of Pakistan.
The seizure came about
after the ATS had received a
tip-off that an Iranian boat
will make an attempt to smug-
gle in heroin along the Gujarat
coast.
The ATS contacted the
Coast Guard and the Marine
Task Force of the Gujarat
police to launch an operation.

The Enforcement
Directorate on Wednesday
filed supplementary
Prosecution Complaint
(chargesheet in police par-
lance) against accused firm
Classic Coal Construction Pvt
Ltd and others under money
laundering charge for confis-
cation of attached properties
and award of punishment in
connection with the bitumen
scam worth several crore.
The prosecution complaint
under Prevention of Money
Laundering Act was filed
before the Special Judge
(PMLA), Ranchi against
Classic Coal Construction Pvt.
Ltd, Classic Multiplex Pvt Ltd
and their directors Dilip Kumar
Singh and Kumar Pranav in a
case of bitumen scam in
Jharkhand.
“The Prosecution
Complaint has been filed
before the Court with a prayer
for confiscation of attached
properties totalling to C1.83
crore apart from awarding
punishment to the accused
persons,” the ED said in a
statement.
The attached assets include
three immovable properties in
the form of a commercial prop-
erty and a residential proper-
ty, both at Ranchi and a plot in
Ramgarh,held in the name of
the accused firms and the erst-
while Managing Director of the
Company, Late Pawan Kumar
Singh, it said.
The ED initiated investi-
gation under PMLA on the
basis of four FIRs and charge
sheets filed by ACB, CBI,
Ranchi under various IPC sec-
tions relating to criminal con-
spiracy, cheating and forgery
besides provisions of
Prevention of Corruption Act
against the accused firms,
twenty two Engineers of RCD
Department of Jharkhand gov-
ernment and two others.
“Ignoring the mandate to
procure bitumen from the gov-
ernment undertaking Oil com-
panies like HPCL, IOCL,
BPCL, etc., the directors of the
company submitted 492
fake/forged invoices pertaining
to HPCL, Ramnagar, West
Bengal, to the RCD Dept.
showing procurement of 4630
MT of bitumen for road works
and got payment in connivance
with the departmental engi-
neers on strength of these
fake/forged bills to the tune of
Rs. 6.88 crores, the ED said.
Investigation under PMLA
revealed that this ill-gotten
money was used to create assets
and to meet miscellaneous
expenditure pertaining to the
company and its directors.
After identification of Proceeds
of Crime, two Provisional
Attachment Orders attaching
assets worth C2.08 crores and
1.83 crores were issued.
Earlier, a Prosecution
Complaint was filed and now
this supplementary complaint
has been filed for conducting
trial against accused.

The CBI on Wednesday
conducted searches at
various places in Bihar, Tamil
Nadu, Kerala in connection
with two separate cases reg-
istered against accused
including Chief Engineer
(Railways), Assistant
Director, India Tourism
(Government of India) and
others related to possession of
disproportionate assets and
other case for accepting
bribe.
“During searches, cash
of Rs one crore(approxi-
mately), documents related
to investment, jewellery etc.
have been recovered at the
premises of the accused, fam-
ily members, other private
persons/suspects,” the CBI
said in a statement.

India’s Covid-19 caseload
went past 92 lakh with 44,376
new cases reported in a day,
while the number of recover-
ies surged to 86.42 lakh, the
Union Health Ministry said on
Wednesday.
The number of total coro-
navirus cases rose to 92,22,216
in the country, while the death
toll due to the disease climbed
to 1,34,699 with 481 new fatal-
ities, said the Ministry.
According to the health min-
istry, more than 70 per cent of
the deaths occurred due to
comorbidities.
The active caseload shot up
to 4,44,746, an increase of
6,079 cases from Tuesday, even
though it remained below five
lakh for the 15th consecutive
day, accounting for 4.82 per
cent of the total cases, it added.
The number of people who
have recuperated from the dis-
ease surged to 86,42,771, push-
ing the national recovery rate
to 93.72 per cent,while the
Covid-19 case fatality rate
stands at 1.46 per cent.
India”s Covid-19 tally had
crossed the 20-lakh mark on
August 7,30-lakh mark on
August 23 and 40-lakh mark on
September 5.
It went past 50 lakh on
September 16, 60 lakh on
September 28, 70 lakh on
October 11, 80 lakh on October
29 and 90 lakh on November
20.
According to the Indian
Council of Medical Research
(ICMR), over 13.48 crore sam-
ples were tested for Covid-19
up to November 24, including
11,59,032 on Tuesday.
The 481 new fatalities
include 109 from Delhi, 49
from West Bengal, 33 each
from Haryana and Uttar
Pradesh, 30 from Maharashtra,
24 from Kerala, 22 from Punjab
and 21 from Chhattisgarh.
Of the 1,34,699 deaths
reported in the country so far
due to the disease, Maharashtra
accounts for 46,683, followed
by Karnataka (11,695), Tamil
Nadu (11,639), Delhi (8,621),
West Bengal (8,121), Uttar
Pradesh (7,615), Andhra
Pradesh (6,956), Punjab (4,653)
and Gujarat (3,892).

According to new guidelines released by the Ministry of Home on Wednesday, only in contain- ment zones, the States are empowered to impose lock- downs and the list of contain- ment zones has to be updated with the Union Health Ministry. The Union Home Ministry on Wednesday issued new guidelines asking States to fol- low the strict directives in crowd management to contain the Covid-19 pandemic. As per the new directions, the States are allowed to impose restrictions like night curfew and reduction of number of people allowed to assemble but can’t impose lockdown without approval from the MHA. Only in containment zones, the States are empowered to impose lock- downs and the list of contain- ment zones has to be updated with Union Health Ministry. The MHA’s new directions, titled as ‘Guidelines for Surveillance, Containment and Caution’ will be applicable from December 1 to December 31, directed the States and Union Territories to imple- ment Standard Operating Procedures (SOPs) approved by the Union Health Ministry in controlling the crowd man- agement, fines for non-mask wearing, opening of academic institutions etc. These guide- lines are to implement ‘Covid appropriate behaviour’, said the MHA. “The main focus of the guidelines is to consolidate the substantial gains that have been achieved against the spread of Covid-19 which is visible in the steady decline in number of active cases in the country. Further, keeping in view the recent spike in new cases in a few States/UTs, ongoing festi- val season and onset of winter, it is emphasised that to fully overcome the pandemic, there is need to maintain caution and to strictly follow the prescribed containment strategy, focussed on surveillance, containment and strict observance of the guidelines/SOPs issued by MHA and Ministry of Health Family Welfare (MOHFW). “Local district, police and municipal authorities shall be responsible to ensure that the prescribed containment mea- sures are strictly followed. States and UTs, based on their assessment of the situation, may impose local restrictions, with a view to contain the spread of Covid-19 and imple- ment surveillance and con- tainment,” said the MHA’s new guidelines. There shall be intensive house-to-house sur- veillance by surveillance teams formed for the purpose and testing shall be carried out as per prescribed protocol in con- tainment zones. “Listing of contacts shall be carried out in respect of all per- sons found positive, along with their tracking, identification, quarantine and follow up of contacts for 14 days (80 per cent of contacts to be traced in 72 hours). Quick isolation of Covid-19 patients shall be ensured in treatment facili- ties/ home (subject to fulfilling the home isolation guidelines),” said the MHA detailing the SOPs to followed in contain- ment zones.
