11. Offline Nomination
All those nomination that are received in offline mode at RO office
that will be digitized on the same day. There are various steps that
need to be followed by the returning officer. They are as follow:

Candidate Details : The returning officer will fill
all the required details to register the profile and
generate the receipt.
Upload Affidavit : For all the received the
returning officer needs to upload the affidavit for every
nomination. Even in Case of multiple nomination.
Multiple Nomination : In case of multiple
nomination returning officer should not create
candidate profile separately. Just create multiple
nomination and upload affidavit.
Counter Affidavit : In case if the candidate is
providing the counter affidavit against nomination
than the RO need to upload it separately against his
nomination.

candidates and generate the form 7A

Introduction
A facility that has been provided to the Returning Officer to fill the Index card online after counting. It
contains each and every detail of elections from the schedule of elections to the declaration of results.
31. Index Card Module
● The data entered online by the Returning
officers for their constituency is verified by
Chief Electoral Officer and then by the
Statistical Division of ECI.
● The system is designed in such a way that it
provides a great help to the verifying officers
by showing the exceptions where the data is
not entered correctly.
● This module helps the Election Commission to
generate different statistical reports that are
then published on the ECI website for Public
view and analysis.
32. Index Card Module
● Wrongly finalised data: If RO has wrongly
finalised the data and need to do more
corrections, then a request need to be raised
to Statistical division of ECI for definalise.
● Data entered online is not matched with
physical Index card copy: ROs must ensure
the data entered online should exactly match
the hard copy of Index card before finalising
the data.
● Delay in entries: ROs should ensure to make
the entries on time as per the directions

● Demographic details of the candidate should
be correct and verified in English, Hindi and
vernacular.
● CA marking must be done carefully with
relevant documents.
● Upload of affidavit should not have PAN /
Aadhaar of the candidate.

finalization of candidate list
● All the nomination should be marked as
accepted / rejected.
● Mark only one nomination of each candidate
as valid while preparing form 7A.
● RO should ensure the sequence and details of
the candidate in encore is similar to the
physical form 7A.
35. RO / ARO Checklist for
Voter Turnout
● Electors data should be finalized at RO level.
● No round should be missed for the estimated
poll turnout entry.
● The end of poll percentage should not be less
than close of poll percentage.
● End of poll percentage should be finalized on
P+1 day.

Counting
● Pre-counting process should be completed a
day before counting.
● RO Computer assistant should verify the
credentials.
● Keep entry for such part as blank where no
votes retrieved from EVM.
● In case of editing of table entry of any
previous round, all the round should be re-
declared lying after the edited round.
